💊🥗 কেন "Food & Drug Interaction" কোর্সটি এত গুরুত্বপূর্ণ?
আমরা প্রতিদিনই রোগীদের ওষুধ গ্রহণ এবং খাদ্যাভ্যাস সম্পর্কে পরামর্শ দিই। কিন্তু একটি গুরুত্বপূর্ণ প্রশ্ন হলো—সব খাবার কি সব ওষুধের সাথে নিরাপদ?
উত্তর হলো, না।

বিশ্বের অধিকাংশ দেশে Registered Dietitian (RD) বা Registered Dietitian Nutritionist (RDN)-দের নিবন্ধন সাধারণত স্বাস্থ্য খাতের (Health Sector) অধীন কোনো আইনগত Regulatory Authority, Professional Council বা Licensing Board-এর মাধ্যমে হয়। তবে সব দেশে একই মন্ত্রণালয় বা একই ধরনের সংস্থা নয়।

নিচে কয়েকটি গুরুত্বপূর্ণ দেশের উদাহরণ দেওয়া হলো:

✅ United Kingdom: Health and Care Professions Council Department of Health-এর অধীন Statutory Regulator (GOV.UK)

✅ New Zealand > Dietitians Board > Health Practitioners Competence Assurance Act-এর অধীনে সরকারি Regulatory Authority (dietitiansboard.org.nz)

✅Canada > প্রতিটি প্রদেশের Dietitians College (যেমন College of Dietitians of Ontario) > Provincial Government কর্তৃক প্রতিষ্ঠিত Statutory Regulatory Body (collegeofdietitiansmb.ca)

✅ Philippines > Professional Regulation Commission > জাতীয় সরকারের Professional Regulatory Agency (Supreme Court E-Library)

✅ United States > National credential: Commission on Dietetic Registration; Practice license: State Licensing Board > অধিকাংশ অঙ্গরাজ্যে State Health Licensing Board থেকে লাইসেন্স লাগে (cdrnet.org)

✅Australia >প্রধানত Dietitians Australia কর্তৃক Accredited Practising Dietitian (APD) > বর্তমানে জাতীয় সরকারি নিবন্ধন নয়; পেশাগত স্বীকৃতি-ভিত্তিক ব্যবস্থা প্রচলিত (efad.org)

ভারতের পাশাপাশি নেপাল ও ভুটানের ব্যবস্থাও কিছুটা ভিন্ন। তিনটি দেশেই Dietitian পেশার নিয়ন্ত্রণের কাঠামো একরকম নয়।

✅ India > ভারতের ডায়েটিশিয়ান পেশায় এখন বড় পরিবর্তন এসেছে। সরকার পেশাটিকে নিয়ন্ত্রণের জন্য একটি সরকারি কাউন্সিল গঠন করেছে > ভারতের স্বাস্থ্য মন্ত্রণালয় National Commission for Allied and Healthcare Professions (NCAHP) গঠন করেছে। এই কমিশন পুষ্টি ও ডায়েটিক্স পেশাকে সরকারিভাবে নিয়ন্ত্রণ করছে (https://idaindia.com/)। পূর্বে Indian Dietetic Association (IDA) নামের সংস্থাটি নিজ উদ্যোগে ডায়েটিশিয়ানদের পরীক্ষা ও লাইসেন্স দিত। কিন্তু নতুন নিয়ম অনুযায়ী, এই লাইসেন্স বা নিবন্ধনের দায়িত্ব এখন সরকারি কাউন্সিলের আওতায় চলে গেছে।

✅ Nepal > Nepal Health Professional Council (NHPC) > এটি একটি সরকারি Statutory Council। Dietitian/Nutritionist-দের নিবন্ধন NHPC-এর মাধ্যমে হয় এবং এটি Ministry of Health and Population-এর অধীনে প্রতিষ্ঠিত আইন অনুযায়ী পরিচালিত হয়।

✅ Bhutan > Bhutan Medical and Health Council (BMHC) > BMHC হলো সরকারি Regulatory Council। Allied Health Professionals-দের সঙ্গে Nutritionist/Dietitian-দেরও নিবন্ধন এই কাউন্সিলের আওতায় হতে পারে, সংশ্লিষ্ট ক্যাডার অনুযায়ী। এটি Ministry of Health-এর স্বাস্থ্যব্যবস্থার নিয়ন্ত্রক কাঠামোর অংশ।

দক্ষিণ এশিয়ায় নেপাল ও ভুটান সরকারি স্বাস্থ্য নিয়ন্ত্রক সংস্থার মাধ্যমে Dietitian/Nutritionist নিবন্ধনের দিকে এগিয়েছে।

বিশ্বব্যাপী যে বিষয়টি সবচেয়ে বেশি দেখা যায় যেসব দেশে Dietitian একটি regulated health profession, সেখানে নিবন্ধন সাধারণত নিম্নোক্ত ধরনের প্রতিষ্ঠানের অধীনে হয়—

• Health Professional Council
• Health Professions Regulatory Authority
• Medical & Allied Health Professional Council
• Professional Regulation Commission
• Dietitians Board / College of Dietitians
• State Licensing Board (যুক্তরাষ্ট্রের বিভিন্ন অঙ্গরাজ্যে)

কোন মন্ত্রণালয়ের অধীনে থাকে?
বেশিরভাগ দেশে এই Regulatory Body-গুলো শেষ পর্যন্ত নিম্নোক্ত সরকারি কাঠামোর অধীনে পরিচালিত হয়—
