FSM Network Bangladesh The FSM Network is a common platform for actors to share views, exchange ideas and influnce policy changes to meet challenges of Faecal Sludge Management

Bangladesh has made remarkable progress in sanitation sector by achieving only 1 percent open defecation. However, another crucial challenge has emerged, the safe management of faecal sludge. This is considered as the most challenging second generation sanitation problem. Currently, an institutional and regulatory framework has been developed recently by the Ministry of Local Government, Rural Dev

elopment and Cooperatives with technical support from ITN-BUET and major stakeholders of the WASH sector for defining the roles of different State Agencies. Moreover, in 2014, another government strategy paper, National Strategy for Water Supply and Sanitation, has been formulated. Safe management of faecal sludge is one of the 17 strategies in the paper. In light of the above mentioned challenges, the formation of a national level sludge network has become pertinent. The FSM Network will be a common platform for the stakeholders, where they can share views and also raise voices together to meet challenges of this sector. This Network plans to work not only with stakeholders but also with other relevant taskforces, networks and associations including National Sanitation Secretariat, National Forum for Water and Sanitation, Bangladesh Urban Forum, Municipality Association of Bangladesh, Fertilizers’ Association, Bangladesh, WASH Alliances, Urban knowledge hub, etc. Vision

To act as a knowledge and advocacy platform where FSM is an intermediary solution for influencing policy and changes in practice for access to adequate, equitable and improved sanitation.

An open letter recently circulated within the FSM community is urging development banks to adopt this systems-thinking approach. WSUP and FSM Network support this call, and we encourage others to do the same.

For too long, the conversation around FSM has been dominated by infrastructures and logistics. Treatment plants are constructed, vacuum trucks are procured, ribbon-cutting ceremonies held, but many soon sit idle or underutilized.

The good news is that some models exist to show what is possible. Public- private partnerships like SWEEP, pioneered with city authorities and entrepreneurs, have proven that safely managed FSM can also be a viable business.

As we are in the middle of a new phase of FSM investment in Bangladesh, we must be clear-eyed about what works and what does not. Intrastructure 1s necessary, but it is not sufficient.
