নারীদের বিরুদ্ধে লিঙ্গভিত্তিক সহিংসতা প্রতিরোধের দাবিতে ১ পক্ষকাল ব্যাপি একটি আন্তর্জাতিক প্রচারাভিযান উইমেনস গ্লোবাল লিডারশিপ ইন্সটিটিউট থেকে প্রথম শুরু হয়েছিলো “The Global 16 Days Campaign” নামে সেই ১৯৯১ সাল থেকে। সূচনা লগ্ন থেকে চালু হয়ে আজ অবধি বিশ্ব ব্যাপি পরিচালিত হচ্ছে এবং এটির সমন্বয় করে চলেছে সেন্টার ফর উইমনেস গ্লোবাল লিডারশিপ।

লিঙ্গভত্তিকি সহিংসতার বিরুদ্ধে ১৬ দিনের এ সক্রিয় প্রচারাভিয

ান যা ২৫ নভেম্বর থেকে শুরু হয় নারীর প্রতি সকল ধরনের বৈষম্য বিলোপ আন্তর্জাতিক দিবস থেকে এবং শেষ হয় ১০ ডিসেম্বর আন্তর্জাতিক মানবাধিকার দিবসের মধ্য দিয়ে। প্রতি বছর নতুন নতুন প্রতিপাদ্য নিয়ে উদযাপন করা হয় এই পক্ষকালটি। এবারের প্রতিপাদ্য বিষয় হলো “UNiTE! Activism to end violence against women and girls”. মূলত সুশীল সমাজের নেতৃত্বে ২০৩০ সালের মধ্যে নারীর প্রতি সকল ধরনের সহিংসতা বন্ধের এ প্রচারাভিযানটি জাতিসংঘ কর্তৃক সমর্থিত।

ইউএসএআইডি’র প্রমোটিং পিস এন্ড জাস্টিস (পিপিজে) এ্যাকটিভিটি, পাঁচ বছর মেয়াদী (২০১৮-২০২৩) একটি প্রকল্প। বাংলাদেশে ন্যায়বিচার ও লিগ্যাল এইড সেবার মান উন্নয়নে এবং অনগ্রসর জনগোষ্ঠীর লিগ্যাল এইডে প্রবেশাধিকার বৃদ্ধির অভিপ্রায়ে জাতীয় আইনগত সহায়তা প্রদান সংস্থা, বিচারক, বিচারিক কর্মকর্তা-কর্মচারি এবং অধিকার বঞ্চিত জনমানুষের জন্য কাজ করছে। এই কার্যক্রমের লক্ষ্য এবং উদ্দেশ্য হলো ন্যায়বিচারে প্রবেশাধিকার উন্নয়নের মাধ্যমে সরকারি প্রতিষ্ঠানসমুহের ওপর নাগরিকদের আস্থা বৃদ্ধি করা। এছাড়াও সমাজের অনগ্রসর ব্যক্তি হিসেবে নারী ও শিশুর আইনি সহায়তার পথকে প্রসারিত করাও এ প্রকল্পের একটি কাজ। তাই নারীর প্রতি সহিংসতার বিরুদ্ধে আওয়াজ তুলতে এবং নারীর আইনি সহায়তার পথকে সুগম করতে ইউএসএআইডি’র প্রমোটিং পিস এন্ড জাস্টিস (পিপিজে) এ্যাকটিভিটি 16 Days Activism Campaign কে সমর্থনপূর্বক নিজস্ব স্লোগানে বলতে চাই-

An international campaign for the prevention of gender-based violence against women, started in 1991 with the Women's Gender Leadership Institute named “The Global 16 Days Campaign”. Since its inception, the Center for Women's Gender Leadership has been continuing the campaign worldwide and coordinating. This 16-days activism campaign against gender-based violence, begins on November 25 on the International Day for the Elimination of All Forms of Discrimination against Women and ends on December 10 on the International Human Rights Day. This year the theme is “UNiTE! Activism to end violence against women and girls”. This campaign mainly lead by the civil society to end all forms of violence against women by 2030. It is also supported by the United Nations. USAID’s Promoting Peace and Justice (PPJ) Activity is a five-year (2018-2023) project funded by USAID. It is working with the National Legal Aid Services Organizations (NLASO) to build capacity of judges, judicial officers and disenfranchised people with the intention to improve the quality of justice and legal aid services in Bangladesh and increasing access to legal aid for underprivileged communities. NLASO is working with an intention and objective is to increase citizens' trust in government institutions by improving access to justice. Also, the project is intended to expand the path of legal assistance to destitute women and children of the society. Keeping this commitment, the Activity also celebrate the 16 Days Activism to raise voice to stop all forms of violence against women and girls and set protection through legal aid. নারী ও মেয়েদের প্রতি সহিংসতার পরিণতি সহিংসতার শিকার ব্যক্তির পাশাপাশি তার পরিবার এবং সম্প্রদায়ের জন্য মারাত্মক ক্ষতিকর, যা স্থায়ী হতে পারে প্রজন্ম থেকে প্রজন্মান্তরে ।

ইউএসএআইডি এবং আমেরিকান জনগণের পক্ষে, আমরা নারী ও মেয়েদের প্রতি সহিংসতা বন্ধের প্রচারাভিযানে বাংলাদেশে এবং সারা বিশ্বে ঐক্যবদ্ধভাবে পাশে আছি।

ইউএসএআইডি তার সকল কর্মসূচিতে নারী ও মেয়েদের ক্ষমতায়ন করে। এছাড়াও আমরা সহিংসতার শিকার নারী ও মেয়েদেরকে তাদের আইনি অধিকার এবং কিভাবে সরকারি আইনি সহায়তা পরিষেবার মাধ্যমে সহায়তা পেতে পারে সে সম্পর্কে জানাই।

বাংলাদেশের যে কোন ব্যক্তি যদি নারী ও মেয়েদের প্রতি সহিংসতার বিরুদ্ধে আইনি পরামর্শ পেতে চান, যেমন যদি কেউ তাদের স্বামী, পরিবার, নিয়োগকর্তা বা অন্য কারো দ্বারা নির্যাতিত হলে কী ধরনের আইনি সুরক্ষা রয়েছে তা জানতে চান, তবে বাংলাদেশের আইনি সহায়তার জাতীয় হেল্পলাইন নম্বর ১৬৪৩০ (টোল ফ্রী) এ কল করতে পারেন।

আসসালামুআলাইকুম! আমার নাম মোঃ সায়েম খান এবং আমি একজন জেলা লিগ্যাল এইড অফিসার। আমি একজন সিনিয়র সহকারী জজ যাকে সরকার জনগণকে বিনামূল্যে আইনি পরামর্শ এবং সহায়তা প্রদানের কাজে নিয়োজিত করেছেন।

আমাদের সমাজে নারী এবং মেয়েরা প্রায়ই তাদের স্বামী, পরিবার বা পরিবারের অন্য সদস্যদের দ্বারা সহিংসতার শিকার হয়ে আমার কাছে পরামর্শ নিতে আসেন।

Assalamualikum! My name is Md. Syiem Khan and I am a District Legal Aid Officer. I am a senior assistant judge appointed by government to provide free legal advice and assistance to the people of Bangladesh. Women and girls frequently come to me for legal advice because they have experienced violence by their husbands, their families, or other family members. I never compel them to make any decision rather, I let them know about different legal remedies they can avail. When a woman or girl who is a victim of domestic violence wants to resolve the problem by mediation or wants to file a complaint in court, a legal aid office applies the proper legal steps so that she will get the services and the government will bear all the expenses. She will not have to spend any money on the services. The government provides this service free of cost to the user because it wants to make sure that women or girls experiencing domestic violence receive the legal help they need. I feel proud to be a part of this significant initiative of the government.

আমি মো: রেজুয়ান মন্ডল, আমি আশ্রয়-এর সাথে কাজ করি। আমরা দরিদ্র, প্রতিবন্ধী তথা সুবিধাবঞ্চিত মানুষের জীবনমান উন্নয়নে কাজ করছি।

আমরা জানি অনেক মানুষ তাদের প্রাপ্য আইনগত অধিকার থেকে বঞ্চিত হয় কারন আইনের আওতায় কিভাবে সুরক্ষা পেতে হয় সে সম্পর্কে তাদের ধারনা নেই।

My name is Rezuan Mondol, and I work for Ashrai. We work on improving the living quality of poor, disabled, and unprivileged people.

We know that many people are deprived of their legal rights because they do not know about the procedure of getting legal protections under different laws.

For example, a woman or girl becomes a victim of violence at their own home or in-laws house but suffers in silence. Because they don’t have any knowledge about how and from whom they can get legal remedies for their sufferings, for example, how to get maintenance or get a divorce.

Recently we have started to share during our regular activities about the national helpline number 16430 (toll free) to get government legal aid services. Anyone can call this helpline number to get free legal advice.

You can also know about how to get mediation services or how you can avail yourself of lawyers support at government expense to handle your case when required.

By this helpline number, women and girls can also get knowledge about existing legal remedies without spending any money or travelling anywhere.

Many other non-government organizations like us are also spontaneously promoting this service. People can get legal advice freely and confidentially.

Let’s promote National Helpline number 16430 (Toll free) and get united to end violence against women and girls.

আমার পাশের বাসায় জুলেখা নামে একজন গৃহকর্মী ছিল। তার বাড়িওয়ালা প্রায়ই তাকে মারধর করতো। আমরা বাসা থেকে তার কান্নাকাটির আওয়াজ শুনতে পেতাম।

একদিন সকালে রাস্তায় জুলেখার দেখা পাই। তখন জিগেস করলাম প্রতিদিন কেন তাকে এতো মারপিট করে ?

সে জানালো বেতন চায়লে মারধর করে, গরম খুন্তি দিয়ে তার হাতে ও পিঠে ছ্যাকা দেয়। সে তার হাত দেখালো, দেখলাম তার সারা হাতে পোড়া দাগ ও দগদগে ঘা।

তাকে বললাম, আপনি ১৬৪৩০ নম্বরে কল করে বিনামূল্যে সরকারীভাবে আইনি প্রতিকার পেতে পারেন। তারা আপনার অধিকার ও বেতন আদায়ের প্রক্রিয়াও জানাবে।

কয়েকদিন পর ওই বাসার গার্ডের কাছে শুনলাম, জুলেখা সরকারের সহায়তায় সকল পাওনা টাকা আদায় করে নিয়েছে। এখন সে অন্য বাসায় কাজ করে।

১৬৪৩০ নম্বারে কল করলে যে কেউ সম্পূর্ণ বিনামূল্যে এবং গোপনীয়তা রক্ষা করে আইনগত পরামর্শ পাবেন।

There was a domestic worker named Zulekha who lived next door. Her landlord often used to beat her. We could hear her crying from our house. One morning, I saw Zulekha on the street and asked her why she was getting beaten every day.
She told me that whenever she asked for her salary, she would burn her hands and back with a hot spatula. She showed me her hands, and I saw burn marks and open wounds all over her arms.
I told her that she could call the number 16430 to get free legal help from the government. They would also inform her about the process of claiming her rights and salary.
A few days later, I heard from the building's security guard that Zulekha had successfully recovered all her dues with the help of the government. Now, she works in another house.
Anyone can call 16430 to receive completely free legal advice. Please share this number 16430 with others. We must unite to end violence against women and girls.

আমার পরিবার খুব খারাপ সময়ের মধ্য দিয়ে যাচ্ছিল। আমার মেয়ের জামাই যৌতুকের জন্য আমার মেয়েকে শারীরিক ও মানসিক নির্যাতন করতো। মেয়েটা ফোন করে কান্নাকাটি করতো ও বাড়ীতে ফেরত চলে আসতে চাইতো।

কিন্তু যৌতুক দেওয়ার মত বা মেয়েকে ফেরত এনে তার ও তার সন্তানদের থাকা খাওয়ার খরচ যোগানোর সামর্থ্য আমাদের ছিল না। এরপর আমার পরিচিত এক ব্যক্তির পরামর্শে আমি লিগ্যাল এইড হেল্পলাইন ১৬৪৩০ নম্বরে ফোন করি। তারা আমাদেরকে লিগ্যাল এইড অফিসে যেতে বলে।

লিগ্যাল এইড অফিস আামদেরকে সম্পূর্ন বিনামূল্যে আইনি সহায়তা প্রদান করে। আমার মেয়ের দেনমোহর ও তার এবং তার সন্তানের ভরনপোষণ আদায় করে দিয়েছে লিগ্যাল এইড অফিস ।

My family was going through a very difficult time. My son-in-law used to torture my daughter both physically and mentally. My daughter used to cry and wanted to come back to our house.
However I did not have the financial ability to pay dowry or bring her back home and maintain her and her children. Then one of my friends suggested I call the Legal Aid number 16430. They asked us to go to the Legal Aid Office.
We received a legal remedy from the Legal Aid Office, free of cost. The Legal Aid Office helped us collect my daughter’s dower and maintain it for her and her child.
