People who are physically challenged and cannot survive on their own and so fail to lead a normal life, HOAR aims to stand beside them. Orphan children, senior citizens, abandoned old parents who live in the old homes, in fact all are the part of our society . O
ur burden duty is to form loving families through integrated approach and unified endeavor because these people can play a vital role in a society if treated well. They are precious assets of the society. So, the physically challenged people need special care and favour; the Orphans require proper education with vocational training and the senior citizens of the society have a need of being in touch with love, respect and care. HOAR has a sincere intention to work for this vulnerable people and it also focuses on other humanitarian aspects of life. The seniors who are detached today from their dear ones in spite of their contribution towards the society and the world should be remembered with great honour and gratitude. The experience of these respected citizens is an asset for us ,which is helpful for making a beautiful future. So it is necessary to build and maintain good residential facility, intensive medical care unit, specialized universal hospitals for them. The opportunity of our service will be open for the children who are affected by war, conflict or clashes. Whenever humanity is at a risk, this organization will extend its helping hand for the distressed. It is to mention that this organization will work to strengthen the bonding among those families which have been damaged by the natural calamities and climate change. For this purpose, this organization will extend socio-economic support to these vulnerable families and people. THE PEOPLE INVOLVED IN THE ORGANISATION MUST FOLLOW:
This organization will be administrated by the people who will come forward selflessly and work voluntarily regardless of religion, creed, politics and render service with accountability and transparency. FUNCTIONS:
The annual work plan of the organization which will be passed in the AGM , the said projects must be implemented at that time . Once or twice a year this organization will combinedly work with national and international organizations working for humanitarian field and also having similarity with the ideals of this organization until this organization owns its infrastructure. After having founded all the facilities like school, residential facility, vocational training centers and specialized hospitals, the objectives of this organization will primarily be achieved. WORKING AREA:
Initially, in Bangladesh and then wherever human civilization has set their footsteps, the organization will reach all those grounds. The bank account will be opened in any of the commercial bank of Bangladesh Govt. by Central Executive Committee members (Including President, Founder Ranjit Kumar Nath or any of his Representatives), Secretary and Treasurer. The fund/money can be drawn by President with Secretary or Treasurer.
2. President/Secretary or Treasurer (any of them) may be allowed to keep maximum twenty thousand taka cash for current expenditures.
3. The President or Secretary will submit details of all the expenses in the subsequent meeting. SOURCES OF FUND:
This organization will create fund from –
i. Donation of founding members and their acquaintances and relatives. ii. Local/International (Private or Public) donors or organizations donations
iii. Government donations or subsidy
iv. 30 percent of the resources that will be extracted from each country or region will have to be deposited centrally .These resources will be spent on solving similar problems in relatively underdeveloped areas . SYSTEM OF EXPENDITURE:
While taking financial or other privileges from the individual or organization, everybody should keep in mind that most of the donation is supposed to be spent for the helpless target people. It is important to know that supply cost and administrative cost should be minimum to achieve the HOAR goal. Donor can observe the HOAR activities for the target group any time without informing HOAR. In that case, HOAR will not bear any expenditure for the donor while observing any project.
1. All the projects will be financed after the discussion and decision of the Central Executive Committee (CEC).
2. All receipts are to be filed/recorded for yearly audit.
3. All employees’ salary , increment and other issues will be settled and implemented through the approval of the CEC . GURANTEE OF TRANSPARANCY:
i . The organization will be regulated as per the approval of the Ministry of Social Welfare of Bangladesh Government. ii . All financial reports will be submitted to the donors annually. iii . The Annual General Meeting (AGM) will be held on Friday & Saturday of second week of January every year. CONSISTENCY AND ACCOUNTIBILITY:
i . The Managing Committee will be accountable to the entrepreneurs or CEC for proper implementation of the organization ideals and mottos in the field. The entrepreneurs and their family members will not have any authority to withhold or postpone any employee’s promotion or increment through corruption or favouritism . Rather the Managing Committee will be responsible for it. At the MC meeting, on approval of two thirds of the members, an employee can be released from his/her responsibilities and it must be according to the fixed agenda. Any other penalty awarded by the entrepreneurs or CEC should be approved by MC. ETHICAL POSITION:
i. HOAR doesn’t condone or support any kind of inequality , prejudice , discrimination in the field of work and service . It is an universal institution . This organization upholds and respects the dignity of women . iii. HOAR doesn’t approve of child labour . Children are the director of the future world . This organization provides overall support to develop them properly . Hoar doesn’t provide any kind of service to them , whom employs child labour . iv.
