চীনা প্রকৌশলে তিস্তা নিয়ন্ত্রণে মহাপরিকল্পনা, বদলাবে উত্তরাঞ্চল

ঢাকা, মে ১৪, সিএমজি বাংলা: তিস্তা নদীকে একটি বিধ্বংসী ও অস্থির নদী থেকে একটি স্থিতিশীল ও আশীর্বাদে পরিণত করার মহাপরিকল্পনা নিয়ে বিস্তারিত তথ্য তুলে ধরেছেন চাইনিজ এন্টারপ্রাইজেস অ্যাসোসিয়েশন ইন বাংলাদেশের প্রেসিডেন্ট হান খুন।

সম্প্রতি ঢাকায় অনুষ্ঠিত এক সেমিনারে তিনি জানান, প্রায় ২ হাজার বছরের পুরনো চীনা জল ব্যবস্থাপনা দর্শন এবং আধুনিক প্রযুক্তির সমন্বয়ে তিস্তা নদীর এই উন্নয়ন প্রকল্প সাজানো হয়েছে। এই পাইলট প্রকল্পটি সফল হলে একই প্রযুক্তি যমুনা নদীর ক্ষেত্রেও ব্যবহার করা সম্ভব হবে।

হান খুন তার বক্তব্যে নদী শাসনের তিনটি প্রধান দর্শনের কথা উল্লেখ করেন: ১. বাধা ও খননের সামঞ্জস্য: কেবল বাঁধ দিয়ে পানি আটকে রাখা নয়, বরং একই সাথে খনন বা ড্রেজিংয়ের মাধ্যমে নদীর গভীরতা ঠিক রাখতে হবে। ২. পলি তাড়াতে পানিকে ব্যবহার: নদীপথকে সংকীর্ণ করে পানির গতিবেগ বাড়িয়ে দেওয়া হয়, যাতে তীব্র স্রোতে পলি জমে না থেকে ধুয়ে চলে যায়। ৩. প্রাকৃতিক শক্তির ব্যবহার: বড় বড় বাঁধ দিয়ে নদীর স্বাভাবিক গতিপথ রুদ্ধ না করে প্রাকৃতিক শক্তিকে কাজে লাগিয়ে নদীকে শাসন করা।

এই মহাপরিকল্পনা বাস্তবায়নে চারটি প্রধান প্রকৌশল কৌশল ব্যবহার করা হবে প্রথমত, গ্রোয়েন: নদীর দু’তীরে নির্দিষ্ট দূরত্বে আড়াআড়ি স্থাপনা নির্মাণ, যা স্রোতকে মাঝপথ দিয়ে প্রবাহিত করবে। দ্বিতীয়ত, সিসি বাঁধ: পাড় ভাঙন রোধে শক্তিশালী বাঁধ, যার ওপর দিয়ে চলবে গাড়ি। তৃতীয়ত, ড্রেজিং ও পাইলট চ্যানেল: নদীর মাঝখানে ৩০০ মিটার প্রশস্ত চ্যানেল খনন, যা পানির স্রোতেই পরে আরও গভীর ও স্থায়ী রূপ নেবে। চতুর্থত, ভূমি পুনরুদ্ধার: এর ফলে নদী থেকে প্রায় ১৭০ বর্গকিলোমিটার জমি উদ্ধার করা সম্ভব হবে।

হান খুন বলেন, তিস্তা ব্যবস্থাপনা কেবল একটি প্রকৌশল প্রকল্প নয়, এটি এই অঞ্চলের মানুষের ভাগ্য বদলে দেওয়ার চাবিকাঠি। পুনরুদ্ধার করা জমিতে শিল্পাঞ্চল গড়ে উঠলে কয়েক লাখ মানুষের কর্মসংস্থান হবে। নদী শাসনের ফলে বছরজুড়ে সেচ সুবিধা এবং মাছ চাষের সুযোগ তৈরি হবে। আর ভাঙনে ঘরবাড়ি হারানোর আতঙ্ক থেকে মুক্তি পাবে নদীপাড়ের মানুষ।

CEAB-BCCCI delegation meets SB Chief:
At the initiative of BCCCI President Mohd. Khorshed Alam, a joint business delegation representing the Bangladesh China Chamber of Commerce & Industry (BCCCI) and the Chinese Enterprises Association in Bangladesh (CEAB) paid a courtesy call on Golam Rasul, Chief of the Special Branch (SB), at the SB Head Office in Dhaka on Wednesday.
