The Lieutenant General M. Harun-Ar-Rashid, Bir Protik (Retired) & Begum Layla Naznin Harun Foundation in short Gen Harun & Layla Foundation is a non-governmental, non-political, voluntary, and charitable organization in Bangladesh that aims to promote education, culture, and social values. The foundation focuses on establishing and operating educational institutions at primary, secondary, and tertiary levels to promote scientific learning and the Bangla language, culture, and fine arts. The foundation also provides aid and subsidizes expenses for promising and needy students through scholarships, stipends, and grants. In addition, the foundation aims to establish hospitals, clinics, and medical centers to provide healthcare services to the poor and underprivileged people of Bangladesh. The foundation also promotes humanitarian and charitable programs for the poor and underprivileged people of the country, including initiatives aimed at women empowerment, community development, and social cohesion, as well as disaster relief and rehabilitation programs. Furthermore, the foundation promotes research and knowledge sharing by establishing libraries, parks, and playgrounds for the use and recreation of students and the community, as well as technical learning and research institutions. The foundation is willing to work in partnership with national and international agencies and collaborate with other educational and research institutes locally and globally to achieve its objectives. বিগত বছর দেশের দক্ষিণ পূর্বাঞ্চলে ভয়াবহ বন্যায় ক্ষতিগ্রস্ত ৪টি পরিবারকে বন্যাউত্তর স্ব স্ব পেশায় পুনবাসণের লক্ষ্যে “সাহসী পরিবার” কর্মসূচির আওতায় ফেনী জেলাধীন ফুলগাজী উপজেলার তাড়ালিয়া, আনন্দপুর ও শ্রীপুর গ্রামের ৪টি পরিবারকে ব্যবসা সংগঠনের জন্য বিনালাভে ফেরতযোগ্য ৫০,০০০/- করে পুঁজি বিতরণ করা হয়েছিল। প্রত্যাশা ছিল ০৯ মাসব্যাপী কর্মসূচী চলাকালীন সংশ্লিষ্ট পরিবারগুলো নতুন করে ব্যবসা সংগঠন করবেন এবং দৈনিক গড় আয় বিদ্যমান ২৫০/- হতে নুন্যপক্ষে ১,০০০/- উন্নীত করবেন।
কর্মসূচির ধারণামতে বর্ণিত কর্মসূচি সেপ্টেম্বর ২০২৫ সালের শেষ হয়েছে। ৯/১১/২০২৫ তারিখ কার্যক্রমটির আনুষ্ঠানিক সমাপনী দিবসে ফাউন্ডেশনের মহাসচিব সহ কর্মসূচী বাস্তবায়নের স্থানীয় পক্ষগণ (যুবউন্নয়ন অধিদপ্তর ও মুন্সিরহাট পল্লীউন্নয়ন সংস্থার কর্মকর্তাবৃন্দ) বাস্তবায়িত প্রকল্পগুলো সরেজমিনে পরিদর্শন করেন। পরিদর্শনে দেখা যায় ৪টি পরিবারই যথাযথভাবে প্রকল্প স্থাপন করে ব্যবসা পরিচালন করছেন। তাদের আয় ব্যয়ের হিসাব পর্যালোচনা করে দেখা যায় তারা তাদের দৈনিক গড় আয় ২৫০/- হতে বৃদ্ধি পেয়ে ৭৪০/- টাকায় উন্নীত হয়েছে। ৪টি পরিবারের মধ্যে ৩টি পরিবারই তাদের মূল প্রকল্পের পাশাপাশি আরো একটি প্রকল্প শুরু করেছেন। ফলে পরিবারগুলোর কার্যক্রম অধীক টেকসই হবে বলে আশা করা যায়। লক্ষনীয় যে পরিবারগুলো নির্ধারিত সময়ের মধ্যে বিনিয়োগকৃত অর্থ এবং সঞ্চয় ফেরত প্রদান করেছেন যার পরিমাণ পরিবার প্রতি ৫০,০০০ + ৪,৮০০ = ৫৪,৮০০/-। কর্মসূচীর নীতিমতে সমাপনী অনুষ্ঠানে ৪টি পরিবারকে পুনরায় ৫৪,৮০০/- প্রদান করা হয়েছে যাতে করে তারা প্রকল্প সমৃদ্ধকরণের মাধ্যমে টেকসই উন্নয়ন করতে সমর্থ হন। স্থানীয়ভাবে কর্মসূচী বাস্তবায়নে অভিভাবকত্ব প্রদান, নিয়মিত পরিদর্শন ও বিনিয়োগ ফেরত গ্রহনে মুন্সিরহাট পল্লীউন্নয়ন সংস্থার সভাপতি অত্যন্ত দক্ষতার স্বাক্ষর রেখেছেন। উপজেলা যুবউন্নয়ন অফিস ফুলগাজী এ কাজে অভিভাবকত্ব প্রদান করেছে।

The Southeastern part of the country affected by the devastating flash flood in the the month of August-September last year (2024). Like various social development organization “Gen Harun & Layla Foundation” developed a program “Shahoshi Paribar” to rehabilitate few affected families to re-establish their own profession through which they can earn their livelihood. Under the “Shahoshi Poribar” program, 4 families were provided with interest free refundable seed money TK 50,000/- each for business organization at Taralia, Anandapur and Sreepur villages of Fulgazi upazila under Feni district to rehabilitate them in their respective professions after the rescission of floods. The expectation was that during the 9-month program, the concerned families would reorganize new businesses and increase their average daily net income from the existing TK 250/- to at least TK 1,000/-.
According to the concept of the program, in September 2025 the program ended. On the official closing day of the program on 09 November 2025, the Secretary General of the Foundation along with the local parties implementing the program (Officers of the Department of Youth Development and Munshirhat Rural Development Shangshtha) inspected the implemented projects on-site. The inspection showed that all 4 families were properly setting up projects and running businesses. Reviewing their income and expenditure accounts, it is seen that their average daily net income has increased from 250/- to 740/- taka. Out of the 4 families, 3 families have started another project in addition to their main project. As a result, it is expected that the economic activities of the families will be more sustainable. Four families have returned the invested money and family savings within the stipulated time, the amount of which is TK 50,000 + 4,800 = 54,800/- per family. According to the policy of the program, Tk 54,800/- was again given to 4 families at the closing ceremony so that they can achieve sustainable economic growth through project enrichment. The President of Munshirhat Rural Development Shangshtha has shown great efficiency in providing leadership, regular inspections and receiving investment returns in the implementation of the program locally. Upazila Youth Development Office Fulgazi has provided guardianship in this work.

লেফ্টেন্যান্ট জেনারেল এম. হারুন-অর-রশিদ, বীর প্রতীক (অবঃ) এবং বেগম লায়লা নাজনীন হারুন ফাউন্ডেশন কতৃক বাস্তবায়িত “সমৃদ্ধপরিবার কর্মসূচী” এর অংশ হিসাবে ৪র্থ বারে ২৩ জুন ২০২৫ তারিখ চট্টগ্রাম জেলার হাটহাজারী উপজেলার হাদুরখীল গ্রামে দারিদ্রসীমার নিচে বসবাসকারী ৫টি পরিবারকে ব্যবসা উদ্যোগ সংগঠনের জন্য ব্যবসা সংশ্লিষ্ট উপকরণ, ঘরভাড়া ও চলতি মূলধন হিসাবে প্রত্যেক পরিবারকে ৩০,০০০/- (ত্রিশ হাজার টাকা মাত্র) বিতরণ করা হয়েছে। এর মধ্যে ১টি পরিবারকে (নারী) হাস ও মুরগী লালন পালন, ৩টি পরিবারকে মুদি ব্যবসা এবং ১টি বিশেষভাবে সক্ষম পরিবারকে কোয়েল পাখির খামার সম্প্রসারণের জন্য পুঁজি সরবরাহ করা হয়েছে। বিতরণকৃত পুঁজি সংশ্লিষ্ট পরিবার কর্মসূচীর মেয়াদ (০৮ মাস) কালে বিনালাভে ফেরত প্রদান করবে। আশা করা যায় সংশ্লিষ্ট পরিবার বর্নিত ব্যবসার মাধ্যমে প্রকল্প মেয়াদে (০৮ মাস) তাদের দৈনিক নূন্যতম আয় বিদ্যমান ২০০/- (দুই শত টাকা) থেকে ১,২০০/- (এক হাজার দুই শত টাকা) উন্নীতকরণে সক্ষম হবে। প্রকল্প মেয়াদ শেষে সংশ্লিষ্টগণ ব্যবসা ও পুঁজির মালিক হবেন। স্থানীয় স্বেচ্ছাসেবী সংগঠন
“নবচেতনা যুব গোষ্ঠী” তাদের মেধা, দক্ষতা, শ্রম দিয়ে কার্যক্রমটি তত্তাবধান ও বাস্তবায়নে যৌথ অংশীদার।

Lieutenant General M. Harun-Ar-Rashid, Bir Protik (Retd) and Begum Layla Nazneen Harun Foundation is implementing “Shamriddha Paribar Karmashuchi”. As part of the program on 23 June 2025, five marginal families of village Hadurkhil, upazila Hathazari, district Chattagram were provided TK. 30,000/- (Thirty thousand taka only) each family for initiating or expanding various income generating activities. Out of this, one family (female family head) was provided capital for raising poultry and ducks rearing, three families were provided for grocery business expansion and one specially abled family was provided with capital for expanding a Quell bird farm. The distributed amount will be returned by the concerned family during the period of the program (08 months) without any charges or profit. It is expected that the concerned families will be able to increase their daily income from the existing TK. 200/- (two hundred taka) to Tk. 1,000/- (one thousand taka) during the project period (08 months) through their initiative. At the end of the project period, the concerned Families will be the owner of the enterprise and capital. It is also expected that concerned families will be more conscious about health and hygiene, primary healthcare, to use sanitary latrine, to plant more trees and to enroll their kids to primary education. The local voluntary organization “Nabachetana Juba Goshthi” is a joint partner in implementing and monitoring the program with their talent, skills, and labor.

“সমৃদ্ধ পরিবার কর্মসূচী”, লেফ্টেন্যান্ট জেনারেল এম. হারুন-অর-রশিদ, বীরপ্রতীক (অবঃ) এবং বেগম লায়লা নাজনীন হারুন ফাউন্ডেশন এর একটি সামাজিক উদ্যোগ। এ কর্মসূচীর অধীনে ৪র্থ বারের মত ০৪ জুন ২০২৪ তারিখ কুষ্টিয়া জেলার সদর উপজেলার খোর্দ আইলচারা গ্রামে মোট ৬টি পরিবারকে দারিদ্র সীমার উপরে উঠিয়ে আনার লক্ষ্যে বিভিন্ন অর্থনৈতিক উদ্যোগ বাস্তবায়নের জন্য (২টি পরিবারের মধ্যে ২টি রিক্সাভ্যান ও চলতি মূলধন, ১টি পরিবারকে (নারী) মুদি দোকান ও চলতি মূলধন, ১টি পরিবারকে (নারী) পোষাক তৈরী প্রকল্প ও চলতি মূলধন এবং ১টি পরিবারকে খাবার তৈরী ও সরবরাহ, অন্য আরেকটি পরিবারকে বাজারে সবজি ব্যাবসার জন্য) চলতি মূলধন হিসাবে প্রতিটি উদ্যোগকে ২৫০০০/- বিতরণ করা হয়েছে (বিনালাভে ৮ মাসে ফেরত প্রদানের শর্তে)। ধারণা করা হয়েছিল কর্মসূচী শেষে এদের পরিবারের দৈনিক আয় নূন্যতম বিদ্যমান ২০০/- হতে ১২০০/- উন্নীত হবে।
গত ১৪ এপ্রিল ২০২৫ তারিখে কর্মসূচীর মেয়াদ শেষে সরজমিনে প্রকল্প পরিদর্শন করে দেখা যায় প্রায় সবগুলো প্রকল্পের মালিকগণ কর্মসূচীর ধারনামতে তাদের আয় উল্লেখযোগ্য হারে বাড়াতে সক্ষম হয়েছেন। এদের দৈনিক গড় আয় সর্বোচ্চ ১১৪০/- এবং সর্বনিন্ম ৮৭০/- অনুমিত হয়েছে। তারা কর্মসূচীর নীতিমতে নির্ধারিত সময়ের মধ্যে বিতরণকৃত সমুদয় মূলধন ও সঞ্চয় বাবদ ২৫০০০/- + ২৮০০/- = সহ মোট ২৭৮০০/- ফেরত প্রদান করেছেন। অর্থাৎ কর্মসূচীর সাথে সম্পৃক্ত পরিবারগুলো ব্যবসা পরিচালনায় পুঁজি ব্যবহারে অত্যন্ত দক্ষতার পরিচয় দিয়েছেন, যার কারণে তারা একটি প্রকল্পের মালিক হয়েছেন, কিছু অর্থ সঞ্চয় করেছেন এবং বিনালাভে মূলধন ফেরত প্রদানে সক্ষম হয়েছেন। পরিদর্শন শেষে সমাপনী অনুষ্ঠানের মাধ্যমে তাদের প্রকল্পকে সম্প্রসারিত ও টেকসই করার লক্ষ্যে ফেরত প্রদানকৃত ২৭৮০০/- পুনরায় তাদের মধ্যে বিতরণ করা হয়। এ কার্যক্রম বাস্তবায়নে সম্পৃক্ত রয়েছে স্থানীয় স্বেচ্ছাসেবী সংগঠনগণ “সানমুন ক্লাব ও পাঠাগার”, কুষ্টিয়া সদর। এসংগঠনের নেতৃবৃন্দ শ্রম, মেধা, দক্ষতা ও অর্থ দিয়ে এ কর্মসূচী সফলভাবে বাস্তবায়নে সুবিধাভোগীদেরকে প্রত্যক্ষভাবে তদারকী করার ক্ষেত্রে উল্লেখযোগ্য ভূমিকা রেখেছেন।

April 2025,

“Shamriddha Poribar Kormoshuchi”, a social initiative of Lieutenant General M. Harun-Ar-Rashid, Bir Pratik (Retd) and Begum Laila Nazneen Harun Foundation. Under this program, for the 4th time, on 04 June 2024, in Khordo Ailchara village of Sadar upazila of Kushtia district, a total of 6 families were provided with various economic initiatives to lift them above the poverty line (2 rickshaws and working capital for 2 families, grocery shop and working capital for 1 family (women), clothing making project and working capital for 1 family (women) and food preparation and supply to 1 family, vegetable trading in the market for another family) 25000/- has been distributed to each initiative as working capital (on the condition of repayment in 8 months without any profit). It was expected that the daily income of these families would increase from the existing minimum of 200/- to 1200/- at the end of the program.
On April 14, 2025, after the end of the program period, it was observed that almost all the project owners have been able to increase their income significantly according to the program concept. Their average daily income is estimated to be a maximum of 1140/- and a minimum of 870/-. They have returned 25000/- + 2800/- = a total of 27800/-, including the total capital and savings distributed within the stipulated time as per the program policy. That is, the families involved in the program have shown great efficiency in using capital in running their business, due to which they have become owners of a project, saved some money and have been able to return the capital without any profit. After the inspection, the returned 27800/- was distributed among them again through the closing ceremony to expand and sustain their projects. Local voluntary organization “Sunmoon Club and Pathagar”, Kushtia Sadar are involved in the implementation of this program. The leaders of this organization have played a significant role in directly supervising the beneficiaries in the successful implementation of this program by donating their labor, talent, skills, and money.

লেফ্টেন্যান্ট জেনারেল এম. হারুন-অর-রশিদ, বীরপ্রতীক (অবঃ) এবং বেগম লায়লা নাজনীন হারুন ফাউন্ডেশন কতৃক প্রনীত “দক্ষযুব সমৃদ্ধ জাতি গঠন” কর্মসূচী অংশীদারিত্বের ভিত্তিতে বাস্তবায়নের লক্ষ্যে যুব উন্নয়ন অধিদপ্তর আদর্শ সদর, কুমিল্লার ব্যবস্থাপনায় আলোযুব মহিলা কল্যাণ সংস্থা, নানুয়া দীঘির পার, কুমিল্লার আয়োজনে ৩০ জন যুব মহিলাকে “ব্লক ও বাটিক” বিষয়ে স্বল্প মেয়াদি প্রশিক্ষণ প্রদান করা হয়। প্রশিক্ষণ পাপ্তদেরকে একটি সমিতিতে সংগঠিত করে প্রশিক্ষণ বিষয়ে একটি কর্ম উদ্যোগ গ্রহনের জন্য কর্মসূচীর প্রবক্তা লেফ্টেন্যান্ট জেনারেল এম. হারুন-অর-রশিদ, বীরপ্রতীক (অবঃ) এবং বেগম লায়লা নাজনীন হারুন ফাউন্ডেশন এবং অন্যতম অংশীদার আলোযুব মহিলা কল্যাণ সংস্থা নগদ মূলধন সরবরাহ করে।
এছাড়াও প্রত্যক্ষভাবে কার্যক্রম বাস্তবায়ন ও তদারকির দায়িত্বে রয়েছে আলোযুব মহিলা কল্যাণ সংস্থা। উপজেলা যুবউন্নয়ন কার্যালয়, আদর্শ সদর কুমিল্লা, কর্মসূচী ফলপ্রসুভাবে বাস্তবায়নে তত্ত্বাবধান ও অভিভাবকত্ব প্রদান করছে। কর্মসূচীর মেয়াদান্তে (০৯ মাস পরে) পাঁচটি দলের মধ্যে কর্মসূচী বাস্তবায়নে প্রতিযোগিতা সৃষ্টির জন্য শ্রেষ্ঠ দলকে স্বীকৃতি ও পুরস্কার প্রদানের ব্যবস্থা রাখা হয়েছে।

In order to implement the “Dokkho Jubo Shamriddha Jati” program launched by Lieutenant General M. Harun-Ar-Rashid, Bir Pratik (Retd) and Begum Laila Nazneen Harun Foundation on a partnership basis, 30 young women were provided short-term training on “Block and Batik” under the management of the Department of Youth Development Adarsha Sadar, Comilla, organized by Alo Jubo Mahila Kalyan Sangstha, Nanua Dighir Par, Comilla. The program’s proponent Lieutenant General M. Harun-Ar-Rashid, Bir Pratik (Retd) and Begum Laila Nazneen Harun Foundation and one of the partners, Alo Jubo Mahila Kalyan Sangstha, provided cash capital to organize the trainees into an association and take up an action initiative on training. In addition, Alo Jubo Mahila Kalyan Sangstha is directly responsible for implementing and supervising the program. The Upazila Youth Development Office, Adarsha Sadar Comilla, is providing supervision and guardianship for the effective implementation of the program. At the end of the program period (after 09 months), a system has been put in place to recognize and award the best team to create competition in the implementation of the program among the five teams.

With the aim of fully rehabilitating the families affected by the recent devastating floods in the southeastern region of the country in their respective professions after the floods, the “Shahoshi Poribar” special program, implemented on a partnership basis by Lieutenant General M. Harun-Ar-Rashid, Bir Pratik (Retd) and Begum Laila Nazneen Harun Foundation, has provided capital for the expansion of agriculture and small businesses to four selected marginal families in the villages of South Taralia, North Anandapur and North Sreepur of Fulgazi Upazila under Feni district, which were the most affected by the floods. It is expected that by the end of the program period (after 9 months), the average daily income of each family will increase from the existing two hundred and fifty taka to a minimum of one thousand taka.
Munshirhat Rural Development Organization is one of the main partners of the “Shahoshi Poribar” program in the direct implementation of this program locally. The Upazila Youth Development Office has provided overall supervision and guardianship for the proper implementation of the Fulgazi and Feni programs.
