A project of Manusher Jonno Foundation

Towards Equality & Empowerment - CREA or Community based Resilience, Women's Empowerment & Action is a project of Manusher Jonno Foundation started in September, 2022. This project is being initiated by the fund donated by Embassy of Sweden. Manusher Jonno Foundation is committed to ensuring and upholding the human rights of the most marginalized people including vulnerable women and girls. Poverty, GBV, child marriage, weak leadership, lost livelihoods due to climate change impacts are some of the primary issues facing women in the Coastal, Char, Hill, and Haor areas in Bangladesh. The project will create opportunities to improve their living conditions and contribute to using the development aid effectively towards sustainable agenda 2030. Manusher Jonno Foundation primarily works to promote human rights and governance through partnership with different stakeholders, including duty bearers to ensure the dignity and well-being of all people, especially the marginalized. MJF manages a large challenge grant which supports the human rights and governance activities of national NGOs and other stakeholders including public institutions, coalitions, movements, and networks. Secondly, MJF provides capacity building support to CSO's for grassroots activism and enables them to play a vital role in raising demand for good governance and addressing human rights violations. Thirdly, MJF, with partner organizations, is involved in high-level policy advocacy to bring about legislative and policy changes in favor of the marginalized and discriminated people such as vulnerable women, persons with disabilities, ethnic minorities, and other socially excluded people. The unique role that MJF plays is building synergy between grass-root activism with high-level policy advocacy. Manusher Jonno Foundation's CREA project is aimed at promoting the rights of women and girls in Bangladesh and making them aware as well as adaptive toward Climate Change. The project is being implemented in partnership with local organizations and aims to empower women and girls by providing them with access to education, healthcare, and legal services. One of the main objectives of the CREA project is to increase awareness about gender-based violence and discrimination. The project seeks to create safe spaces for women and girls where they can discuss their experiences and receive support. It also aims to provide training to community leaders, teachers, and healthcare workers on how to identify and respond to cases of gender-based violence. Another key component of the CREA project is to improve access to education for girls. The project provides scholarships and other forms of support to girls from disadvantaged backgrounds, enabling them to attend school and complete their education. It also works with schools to create a more inclusive environment for girls, including providing separate toilets and menstrual hygiene management facilities. In summary, Manusher Jonno Foundation's CREA project is a comprehensive initiative aimed at promoting the rights of women and girls in Bangladesh. It seeks to empower women and girls by providing them with access to education, healthcare, and legal services while raising awareness about gender-based violence and discrimination.

Bi-Annual Review Meeting of the CREA Project

Manusher Jonno Foundation (MJF) has hosted the Biannual Review Meeting of the Community-based Resilience, Women’s Empowerment and Action (CREA) Project on 24th August, 2026 at MJF premeises.

We were honored by the participation of representatives from the Embassy of Sweden in Dhaka , including Hanna Norell, Deputy Head of Mission and Head of Development Cooperation, Evelina Irstad, Programme Manager – Gender Equality, and Rehana Khan, Senior Programme Officer – Democracy, Human Rights, Rule of Law and Gender Equality.

The meeting provided an important opportunity to share the CREA project’s progress, achievements, and lessons learned in advancing community resilience, women’s empowerment, and inclusive development. We deeply value the insightful feedback and continued engagement of the Embassy of Sweden, whose partnership remains instrumental in strengthening efforts to promote gender equality, rights, and resilience at the community level.

We extend our sincere appreciation to the Embassy of Sweden for its steadfast support and commitment to empowering women and enhancing sustainable social change in Bangladesh.

Empowering Communities, Driving Sustainable Action!

The Community-based Resilience, Women’s Empowerment, and Action (CREA) project, implemented by Manusher Jonno Foundation (MJF) in partnership with 13 specialized Partner NGOs (PNGOs) and supported by the Embassy of Sweden in Dhaka , is being implemented. The initiative responds to two urgent and interlinked challenges in Bangladesh: gender-based violence and the growing impacts of climate change, both of which disproportionately affect women and marginalized groups, reinforcing cycles of vulnerability and exclusion.

Operating across 13 climate-vulnerable districts in the Coastal, Flood Plain/Char, Haor, and Chittagong Hill Tracts regions, the project integrated Locally-led Adaptation (LLA) and a Human Rights-based Approach (HRBA), placing women’s leadership, agency, and meaningful participation at the center of all interventions to foster inclusive, equitable, and sustainable climate actions.

Together, CREA aims to build women’s and girls’ capacity towards leadership and empower them to take collective action to tackle climate change impacts and climate poverty, stop child marriage & domestic violence, and strengthen Public Institutions.

🎯 Project Goal:
Build women’s leadership capacity and increase the resilience of the most vulnerable communities to address climate change impacts.

Project Outcomes:
• Outcome 1: Service providers of both public and local government institutions are responsive and increased access to the quality services of community, especially women and girls.
• Outcome 2: Improved resilience of the most vulnerable coastal, hill, char, haor communities to climate change impact.
• Outcome 3: Empowered women and girls are dealing with inequality, social injustice, violence incidences and are participating in voice raising and protests.
• Outcome 4: Strong voices and decisions are in place to defend domestic violence against Women (DVAW) and child marriage. Child marriage and DVAW in the selected climate vulnerable areas decreased in rate.
• Outcome 5: Risks related to poverty are decreased with increased family income and alternative livelihoods options.

How CREA Created Impact:
• Improved responsiveness of local institutions, with strengthened accountability facilitating direct engagement between communities and service providers.
• Enhanced climate resilience of vulnerable households through adaptive livelihoods, resource management, and locally led planning processes.
• Increased agency and leadership of women and girls, reflected in their active participation in governance structures, dispute resolution, and social mobilization.
• Strengthened prevention and response to gender-based violence (GBV), with improved access to services and increased community-level action.
• Expanded economic opportunities for women, contributing to income diversification and reduced vulnerability to climate change induced shocks.

বাংলাদেশে প্রায় ৩ কোটি ৮০ লাখ নারী ও কিশোরীর বিয়ে ১৮ বছরের আগে হয়েছে, যার মধ্যে প্রায় ১ কোটি ৩০ লাখের বিয়ে হয়েছে ১৫ বছর বয়সেরও আগে। জামালপুরের মতো জলবায়ু ঝুঁকিপূর্ণ অঞ্চলে বাল্যবিবাহের হার প্রায় ৫৯ শতাংশ; যেখানে নদীভাঙন, বন্যা ও অর্থনৈতিক সংকট পরিবারগুলোকে অল্প বয়সে মেয়েদের বিয়ে দেওয়ার দিকে ঠেলে দেয়। জাতিসংঘের CRC, CEDAW, SDG-5 এবং বাংলাদেশের বাল্যবিবাহ নিরোধ আইন ২০১৭ থাকা সত্ত্বেও এই বাস্তবতা কিশোরীদের শিক্ষা, স্বাস্থ্য ও ভবিষ্যৎকে মারাত্মক ঝুঁকিতে ফেলছে।

"এগিয়ে যাই – আমার স্বপ্ন ও অধিকার অর্জনে" ক্যাম্পেইনে অংশ নিয়ে মানুষের জন্য ফাউন্ডেশন-এর রাইটস অ্যান্ড গভর্নেন্স প্রোগ্রামস-এর পরিচালক বনশ্রী মিত্র নিয়োগী - তাঁর বক্তব্যে তুলে ধরেন যে, বাল্যবিবাহ প্রতিরোধের দায় কেবল কিশোরীদের একার নয়। তিনি পরিবার, কাজী বা ম্যারেজ রেজিস্টার, ইউনিয়ন পরিষদ, শিক্ষক, স্থানীয় প্রশাসন ও পুরো সমাজের সমন্বিত জবাবদিহিতার ওপর জোর দেন। তিনি উল্লেখ করেন, ধারাবাহিক সচেতনতামূলক কার্যক্রমের ফলে আজ বহু মেয়ে সাহসের সাথে অন্যায় রুখে দাঁড়িয়ে বিয়েকে 'না' বলছে; তবে একটি টেকসই ও সমতাভিত্তিক সমাজ গঠনে এই প্রাতিষ্ঠানিক ও সামাজিক ঐক্য ধরে রাখা অত্যন্ত জরুরি।

In Bangladesh, an estimated 38 million women and girls were married before 18, including nearly 13 million before 15. In climate-vulnerable districts like Jamalpur, where the child marriage rate reaches 59%, riverbank erosion, recurrent flooding, and economic hardship frequently drive families toward early marriage. Despite national and global frameworks such as the Child Marriage Restraint Act 2017, CRC, CEDAW, and SDG 5, child marriage continues to threaten adolescent girls' education, safety, and health.

Participating in the campaign "Moving Forward – Achieving My Dreams and Rights," Director- Rights and Governance Programmes, Manusher Jonno Foundation Banasree Mitra Neogi emphasized that the responsibility to stop child marriage cannot rest solely on adolescent girls. She stressed the necessity of multisectoral accountability-bringing together parents, marriage registrars (Kazi), Union Parishads, teachers, law enforcement, and local administration. While awareness campaigns have empowered many girls to courageously speak up and refuse early marriage, sustained systemic coordination is vital to safeguard their rights and build a resilient, child marriage-free society.

UNICEF-এর Ending Child Marriage: A Profile of Progress in Bangladesh (2020) প্রতিবেদন অনুযায়ী, বাল্যবিবাহ এখনও বহু কিশোরীর শিক্ষা ও ভবিষ্যৎ স্বপ্নের পথে বড় বাধা। তবে পরিবারের সচেতনতা ও সমর্থন থাকলে প্রতিটি মেয়েই তার লক্ষ্যে পৌঁছাতে পেরেছিল এবং পারবে।

"এগিয়ে যাই – আমার স্বপ্ন ও অধিকার অর্জনে" ক্যাম্পেইনে অংশ নিয়ে প্রোগ্রাম ম্যানেজার, সোমা দত্ত তাঁর বক্তব্যে তুলে ধরেছিলেন যে, বাল্যবিবাহের উদ্যোগ দেখা দেওয়ার শুরুতেই যাতে কার্যকর প্রতিবাদ ও প্রতিরোধ গড়ে তোলা যায়, সেই লক্ষ্যেই এই ক্যাম্পেইনের আয়োজন। তিনি উল্লেখ করেন, বাল্যবিবাহমুক্ত বাংলাদেশ গড়ে তোলার জাতীয় অঙ্গীকার বাস্তবায়ন করতে হলে শিক্ষার্থী, অভিভাবক, বিদ্যালয় ব্যবস্থাপনা কমিটি, স্থানীয় প্রশাসন ও কমিউনিটির সম্মিলিত প্রয়াস অপরিহার্য।

According to UNICEF's Ending Child Marriage: A Profile of Progress in Bangladesh (2020) report, child marriage remained a major obstacle to many young girls' education and future dreams. However, with family awareness and community support, every girl was able to reach her goals.

Participating in the campaign "Moving Forward – Achieving My Dreams and Rights," Program Manager, Shoma Datta highlighted the crucial importance of initiating early protest and community resistance against child marriage from the very onset. She underscored that ending child marriage and building an equitable Bangladesh requires united collaboration among parents, students, school management committees, civil society, and local administration.

"এগিয়ে যাই – আমার স্বপ্ন ও অধিকার অর্জনে" ক্যাম্পেইনে অংশ নিয়ে দশম শ্রেণির শিক্ষার্থী মুনতাসির মাহমুদ তার বক্তব্যে তুলে ধরেছিল যে, সমাজে বাল্যবিবাহের কারণে মেয়েরা নানাবিধ নির্যাতন ও বঞ্চনার শিকার হয়। সে উল্লেখ করে, ক্যারাটে প্রদর্শনী ও নাটকের মতো বিভিন্ন সাংস্কৃতিক আয়োজনের মাধ্যমে তারা মেয়েদের অধিকার, নারীর ক্ষমতায়ন এবং গৃহস্থালি কাজে নারীর অবদানের গুরুত্ব সম্পর্কে সচেতন হতে পেরেছে। একই সাথে সে বাল্যবিবাহ প্রতিরোধে সবাইকে ঐক্যবদ্ধভাবে সোচ্চার হওয়ার আহ্বান জানায়।

Participating in the campaign "Moving Forward – Achieving My Dreams and Rights," 10th-grade student Muntasir Mahmud shared how child marriage subjects girls to severe domestic abuse and curtails their rights. He highlighted that through stage performances, karate demonstrations, and dialogues, students learned about women's empowerment, gender rights, and the value of women's domestic care work, while urging everyone to actively resist child marriage in their communities.

"এগিয়ে যাই – আমার স্বপ্ন ও অধিকার অর্জনে" ক্যাম্পেইনে অংশ নিয়ে নবম শ্রেণির শিক্ষার্থী আসিয়া জান্নাত তুবা তার বক্তব্যে উল্লেখ করেছিল যে, প্রতিটি কিশোরীরই আকাশছোঁয়া স্বপ্ন থাকে। সে জোর দিয়ে বলে, মেয়েদের ওপর বাল্যবিবাহ চাপিয়ে না দিয়ে অভিভাবকদের উচিত তাদের স্বপ্ন পূরণে সহযোগিতা করা। এছাড়া এই আয়োজনের মাধ্যমে উপস্থিত মা-বাবারাও সচেতন হওয়ার সুযোগ পেয়েছেন বলে সে অভিমত প্রকাশ করে।

She emphasized that instead of imposing child marriage, parents should support and encourage their daughters to pursue their aspirations, while noting how the campaign helped raise vital awareness among attending parents.

"এগিয়ে যাই – আমার স্বপ্ন ও অধিকার অর্জনে" ক্যাম্পেইনে অংশ নিয়ে নবম শ্রেণির শিক্ষার্থী মিনা আক্তার তার বক্তব্যে উল্লেখ করেছিল যে, বাংলাদেশে নারীর বিয়ের বয়স ১৮ এবং পুরুষের ২১ বছর হলেও পারিবারিক আর্থিক সংকটের কারণে অনেক বাবা-মা কম বয়সে মেয়েদের বিয়ে দিয়ে দেন। ডাক্তার হওয়ার স্বপ্নের কথা জানিয়ে সে বলে যে, মেয়েদের নিজেদের মনোযোগ দিয়ে পড়াশোনা করতে হবে এবং প্রতিকূল পরিবেশকে পেছনে ফেলে স্বপ্নের পথে এগিয়ে যেতে হবে।

She shared her dream of becoming a doctor and emphasized that girls must focus on their studies, stay resilient against social barriers, and work hard to achieve their aspirations.

According to UNICEF's Ending Child Marriage: A Profile of Progress in Bangladesh (2020) report, child marriage remained a major obstacle to many young girls' education and future dreams. However, with family awareness and community support, every girl was able to reach her goals.

Participating in the campaign "Moving Forward – Achieving My Dreams and Rights," Upazila Nirbahi Officer (UNO) Shah Johurul Hossain emphasized that legal awareness goes beyond merely stating that child marriage is wrong; the state actively enforces law and penalizes offenders. He urged students to utilize their rights, stay courageous, and raise their voices immediately if anyone attempts to force them into marriage.
