Poverty and its impact are the major problems for humankind. To protect the rights of each people, Universal Declaration for Human Rights

(UDHR) has been declared by the UN. Even after the UDHR declaration, we got more UN declarations for the rights of women, children, people with disabilities, men at work, etc. Besides the UDHR these human rights documents have been declared for specific identity of the human context. Unfortunately, all the benefits of those declarations go or have been grabbed by the people of privileged status among them. It can be said that regardless of any other identity like women, men, other s*x, a person with a disability, children, ethnicity, or minority, no significant number of poor people among those groups were able to come out from their prevailing inhuman context. It is clear that till now no UN Human Rights declaration can reach the poor people. Yes, there are huge and long-term global initiatives to fight poverty by people, corporate, NGOs, religious organizations, states, the UN, etc. PRSP, MDG, and SDG are the recent global programs for the reduction of poverty. The Nobel lariat Professor Muhammed Yunus’s concept of microcredit and his recent initiative of Social business are very popular and are highly practiced in favor of the betterment of poor people. The world's richest person Mr. Bill Gates has donated billions of dollars to fight poverty; he also includes some world's richest persons in this philanthropy work. All these initiatives are charity-based! These all are charity initiatives because there is no legal obligation for the people in terms of specific rights that have been declared for poor people. The poverty reduction strategy doesn’t work now; Millennium Development Goal (MDG) completed its tenure in 2015; now Sustainable Development Goal (SDG) program is being carried out which has been targeted up to 2030. And the number 1 goal of SDG is ‘No Poverty’! Bill Gates declared that there will be no poor country after 2035. On the other hand, Dr. Muhammed Yunus, in a recent interview, expressed his anxiety or frustration that the way he is going, it will need a thousand years longer to reach his desire for poverty reduction. Poverty is a historical phenomenon; it has thousands of years of legacy! It cannot be overcome through some 2/3 decade-long programs or any charity! In the history of human civilization, there was no society or place that was in favor of poor people. Poor people were just forced to shift their identity sometimes as a slave, sometimes as land slaves then independent peasants, industrial laborers, informal laborers, small duelers, landless, homeless, unemployed, moneyless, having no security of basic needs. Among the poor people, some are extremely poor, and some are relatively poor. These poor people are men, women, children, and persons with disability, other s*x, multi-race & color, multi-ethnicity. Overall, they have a common identity which is they are poor. Carl Marx called them proletariat; Paulo Freire called these people oppressed, the World Bank called them poor people. Why do people become poor, and remain poor? Or it is the consequence of survival of the fittest? Is there any system approach of socio-economic and other cultural practices which is responsible for this? Or is it actually a pauperization/vaporization procedure? Who are and what is the root cause of poverty? These questions should be addressed and analyzed by civil society, states, international agencies, and the United Nations. Based on these analyses a UN charter on the Elimination of All Forms of Discrimination against the poor should be promulgated to protect the rights of the poor people, which will open the bargaining opportunities for the poor to exercise their rights, reform the necessary arrangements and formulate the state policies and laws for them. And as members of the UN, states will ratify and adopt the proposed convention. In Bangladesh, we have started discussions on a very small scale with interested persons on this proposed convention. We are planning to involve civil society NGOs and state policymakers in this movement. We need some formal platforms at the state, regional and international levels to create effective movements for this issue. This is a huge goal to materialize. A brief discussion of the extent to which the CEDAW Charter protects human rights.
CEDAW Convention is closely related to patriarchy and feminism, some words about these two first.

Who is the real beneficiary of patriarchy?
Patriarchy is rooted in the concept of inheritance or ownership of wealth that is vested in men. Regardless of the caste, occupation, race and other identity of a large number of people without wealth, their common identity is that they are people without wealth and power, who are the only means to supply/arrange wealth and power to their upper tire. The real beneficiaries of patriarchy are those who are the wealthy and powerful.

Do you have the opportunity to enjoy dominance only in the opportunity of being a male identity?
Patriarchy dominates women. Only being a male identity has no chance to enjoy to dominance but suffering the pain of being powerless. The power that the poor man exercises over his surrounding women is nothing more than a system imposed on him. This arrangement gives him no opportunity to enjoy any power on the one hand and failure on the other makes him a mere criminal. I am saying that after the signing of the CEDAW, several laws have been passed.

Enjoyments and Sufferings of the aerial patriarchal system:
Assuredly, a man either he is without wealth but considers his subordinate female member as wealth and exercises power upon them. It is a true mental feeling that someone enjoys and another suffers.

Wealth has a practical aspect in that wealth can be enjoyed and transferred when needed. In this case, even if a common man can enjoy or dominate his subordinate woman, there is no possibility of transfer; there is a possibility of conditional or non-customary abandonment. As a result, a woman who is considered a private wealth becomes as a liability for that man who is actually have no wealth. He repays this to her with more punishment. To prevent this, the law enacted and its functions makes segregation of the relations between man and woman.

In terms of feminism:
Before the Industrial Revolution, women could independently participate in agricultural work from the home and was able to coordinate basic economic and reproductive activities. As a result of the industrial revolution, the participation of women in the economic system during the period of factory production became inevitable. But women were not spared from reproductive works.

At the beginning of the Industrial Revolution, women were involved in the manufacturing sector as workers. During this time a large number of women joined industrial factories and mines. This engagement is not what that, we wants to follow the human rights women's rights ideals from today's developed countries. It was in those industrialized countries that men and women at that time found another kind of labor life as a desperate, hopeless means of only survival.

March 8 is also a spontaneous protest against the exclusion of women workers, which is now International Women's Day, one of the portraits of women's rights, feminism.

In addition to the production sector, women's participation in the service sector continues to increase, in tandem, feminism is established through the process of overcoming the relevant challenges of social, professional, civic external issues such as education, health, entertainment, security, movement, family, wealth, participation, decision making.

Announcement of CWDAW:
In view of all the details, statements and struggles of feminism, the United Nations Convention on the Elimination of All Forms of Discrimination against Women has also been declared as a document of women's rights.

Notable or special aspects of CEDAW:

1) This Charter seeks to achieve two objectives.
a) End all forms of discrimination on the basis of men and women.
b) Achieving full equality between men and women.

2) Discrimination in the CEDAW Charter means any distinction, exclusion or restriction. The definition of significant discrimination is a particularly strong point of the Charter.

3) Equality has been mentioned in 5 areas namely equality in human rights political, economic, social, cultural, and civil.

4) The CEDAW charter has given equal legal power to women in civil matters. There are also references to the grant of powers of maintenance of property and ex*****on of contracts.

So what does it stand for? How the human rights consistent of the CEDAW?

1) The CEDAW seeks to achieve equality in contexts such as political, economic, social and civil existing spheres and seeks to achieve equality of men as well as women in the same context only.

2) On the other hand, the entire system has been supported in the CEDAW without pointing out any direction to challenge the fundamental inequalities and inequalities in the ongoing political, economic, social and civil spheres. While CEDAW has also specified what does discrimination means.

3) CEDAW claims gender equality but does not claim it for the same-s*x or third-s*x or any other gender equality, eventually not even among the women. This only demands equal rights for women besides men.

4) This charter mentions the equal rights to conclude contracts and to administer property and shall treat them equally, but it does not guarantee to achieve property.

5) An important principle of human rights is that human rights are indivisible. As a result, it is a divided human right, as it only favors women and does not declare any similar rights for men; or equality between people, elimination of discrimination and empowerment of people. In this sense, the original objective of the CEDAW Charter declaration is inconsistent with the Universal Declaration of Human Rights.

The main limitation of the CEDAW Charter is its failure to address the root causes of inequality, powerlessness and discrimination.
