ইপসার সহায়তায় সেঁতারা-মুন্নির নতুন আশার আলো

গবেষণা ও বিশেষজ্ঞ মতামত অনুযায়ী, শিশুশ্রম নিরসনে শুধু শিশুদের পুনর্বাসন নয়, পরিবারের দক্ষতা ও সহনশীলতা বৃদ্ধি এবং দারিদ্র্যতা হ্রাসও জরুরি। এ লক্ষ্যে নিয়েই কাজ করছে ইপসার ‘ফ্রি কিডস’ প্রকল্প । ক্লাইমেট অ্যাকশন অ্যাট লোকাল লেভেল (CALL) প্রোগ্রামের আওতায় সুইস এজেন্সি ফর ডেভেলপমেন্ট অ্যান্ড কো-অপারেশন (SDC) এবং সলিডার সুইস-এর সহায়তায় বাস্তবায়িত এ প্রকল্প চট্টগ্রাম ও কক্সবাজারের জলবায়ু-বাস্তুচ্যুত পরিবারের ঝুঁকিপূর্ণ শিশুশ্রম কমাতে এবং শিশুদের ঝুঁকিপূর্ণ কাজ থেকে নিরাপদ ও দক্ষতাভিত্তিক কাজে যুক্ত করতে সহায়তা করছে।

বন্যায় ঘরবাড়ি হারিয়ে নাজিরারটেকের সমুদ্রতীরে অনিশ্চিত জীবনে বসবাস সেঁতারার। দারিদ্রতার কারণে মেয়ে মুন্নিকে পাঠাতে হয়েছিল শুঁটকি কারখানায়। CALL প্রোগ্রামের অধীনে ইপসার ‘ফ্রি কিডস’ প্রকল্প সেঁতারা ও মুন্নিদের নিরাপত্তা ও জীবনমান উন্নয়নে কাজ করে।

প্রকল্পের ভোকেশনাল স্কিল প্রশিক্ষণের আওতায় মুন্নি পেয়েছে সেলাই প্রশিক্ষণ, সেলাই মেশিন ও অর্থ সহায়তা। আর সেঁতারা পেয়েছেন জীবিকাভিত্তিক প্রশিক্ষণ, বিভিন্ন ধরনের বীজ ও পোল্ট্রি সহায়তা। এসব সহায়তা কাজে লাগিয়ে তিনি সমুদ্রতীরে গড়ে তুলেছেন একটি সফল সবজি বাগান। বাগানে সবজি এবং মুরগি উৎপাদন করে পরিবারের খাদ্য চাহিদার বড় একটি অংশ পূরণ করেন সেঁতারা। উ বিক্রি করে পাচ্ছেন বাড়তি আয় । অন্যদিকে, সেলাইয়ের কাজ করে মুন্নিও পেয়েছে নিরাপদ আয়ের পথ। নতুন আশার আলোয় বদলে গেছে মা-মেয়ের জীবন।

চট্টগ্রামের কর্ণফুলীর তীরে হাজারও জলবায়ু বাস্তুচ্যুত পরিবারের বসবাস। তাদের মতই মানবেতর জীবনযাপন সুমাইয়া আক্তার ও তার মায়ের। কর্ণফুলীর স্রোতের সাথে ভেসে আসা প্লাস্টিক সংগ্রহ আর শুঁটকি কারখানায় কাজ করে জীবন চলতো সুমাইয়ার। জীবনের ঝুঁকি, অনিরাপদ কর্মপরিবেশ এবং বিনিময়ে স্বল্প আয় ছিল তার দৈনন্দিন জীবনের বাস্তবতা। স্বাস্থ্যের অবনতি আর অসুস্থতা ক্রমেই জেঁকে বসে তার মধ্যে।

তবে সুমাইয়ার মাঝে ছিল পরিবর্তনের ইচ্ছা। ইপসার ফ্রি কিডস (Free Kids) প্রকল্পের আওতায় সেলাই প্রশিক্ষণে অংশগ্রহণ সুমাইয়ার জীবনে একটি গুরুত্বপূর্ণ মোড় এনে দেয়। ব্যবহারিক দক্ষতা অর্জন, আত্মবিশ্বাস এবং নিরাপদ উপায়ে আয় করার সুযোগ তার জন্য একটি অধিক নিরাপদ ও সম্ভাবনাময় ভবিষ্যতের দ্বার উন্মোচন করেছে। বর্তমানে সুমাইয়া নিজের সেলাই দক্ষতা কাজে লাগিয়ে ৫ থেকে ৭ হাজার টাকা আয় করছে। ফিরেছে নিরাপদ আয়ের পথে। স্বপ্ন আছে নিজের একটি প্রতিষ্ঠান স্থাপনেরও।

১৬ বছর বয়সী রাকিব তার পরিবারের জ্যেষ্ঠ সন্তান। জলবায়ু বাস্তুচ্যুত রাকিবের পরিবার বাস করে কক্সবাজারের নাজিরারটেকে। বাবা পরিবার ত্যাগ করার পর পরিবারের ভরণপোষণের দায়িত্ব তার ওপর এসে পড়ে। আর্থিক সংকট মোকাবিলা এবং পরিবারের সদস্যদের সহায়তার জন্য সে শুঁটকি মাছ প্রক্রিয়াজাতকরণ কারখানায় কাজ শুরু করে। ঝুঁকিপূর্ণ কর্মপরিবেশে নানাবিধ সমস্যা ও শারীরিক ক্ষতির সম্মুখীন হতে থাকে রাকিব।

পরবর্তীতে, ইপসার ফ্রি কিডস (Free Kids) প্রকল্পের আওতায় রাকিবকে ৪৫ দিনের হাউস ওয়্যারিং বিষয়ে কারিগরি প্রশিক্ষণ প্রদান করা হয়। প্রশিক্ষণের পাশাপাশি তাকে প্রয়োজনীয় সরঞ্জাম এবং আর্থিক সহায়তাও দেওয়া হয়।

প্রশিক্ষণ সফলভাবে সম্পন্ন করার পর রাকিব তার বাড়ির সামনে একটি হাউস ওয়্যারিং দোকান প্রতিষ্ঠা করে। বর্তমানে সে প্রতি মাসে প্রায় ১০,০০০ থেকে ১৫,০০০ টাকা আয় করে, যা তার পরিবারের ব্যয় নির্বাহে গুরুত্বপূর্ণ অবদান রাখছে। তার প্রতিষ্ঠানে বর্তমানে দুইজন সহকারী কাজ করছে, তারাও ইপসার প্রশিক্ষণের মাধ্যমে ঝুঁকিপূর্ণ কাজ থেকে দক্ষ কর্মসংস্থানে যুক্ত হয়েছেন।

Dr. Sheikh Fazle Rabbi, Director, Directorate General of Health Services (Chattogram), highlighted the urgent need to address manpower and financial shortages within government health services during a recent orientation program with local NGOs and partners.

Speaking at the event organized by YPSA at the Pitstop Seminar Hall on June 15, he emphasized expanding public healthcare at government centers and commended the vital, collaborative role that NGOs play in bridging resource gaps to serve vulnerable communities.

This orientation focused on Sexual and Reproductive Health and Rights (SRHR) and nutrition for a resilient health system. Part of the project "Health System Resiliency for Improved Health in Bangladesh"—jointly implemented by BAPSA, MAMATA, and YPSA, with support from Global Affairs Canada and the HealthBridge Foundation of Canada—the event brought together leading regional NGOs (including Marie Stopes, BRAC, Ghasful, and more) to build a stronger healthcare referral network.

A three-day peer educator training program on sexual and reproductive health and rights (SRHR) was recently held in the Chittagong City Corporation area. The training was organized under the project "Health System Resiliency for Improved SRHR in Bangladesh," which is supported by Global Affairs Canada and the HealthBridge Foundation of Canada, and jointly implemented by BAPSA, MAMATA, and YPSA.

The primary objective of the session was to build leadership among adolescents and youth, focusing on SRHR, nutrition, gender equality, safe motherhood, life skills, and general health awareness.

The ‘Job Fair 2026’ under the Recovery and Advancement of Informal Sector Employment (RAISE) project, organized by YPSA with support from PKSF and the World Bank, was held in Chattogram. The event aimed to develop the skills of young men and women working in the informal sector and expand their employment opportunities.

The job fair was inaugurated by Ms. Mosammat Rasheda Akter, Deputy Director of the Chattogram Divisional Office under the Ministry of Local Government. Special guests included Atia Chowdhury, Deputy Director of the Department of Women Affairs; Mohammad Abul Bashar, Deputy Director of the Department of Youth Development; and Jasim Uddin, Director of the Department of Social Services.

Around 150 trained youth and 10–12 employer organizations participated in the fair. Participants had the opportunity to apply directly for jobs, receive guidance on CV preparation and interview techniques, and hear experiences from successful apprentices. Appointment letters were also handed over to four apprentices.
