Subject: Forwarding Letter — Appeal for Emergency Support to Flood-Affected Communities in Coastal and Southeastern Bangladesh (July 2026)
Dear Partners and Colleagues,
On behalf of the Disable Development and Educational Foundation (DDEF), I am writing to bring to your kind attention the deteriorating flood situation currently affecting several districts of Bangladesh, including Cox's Bazar, Chattogram, Habiganj, and adjoining coastal and haor regions, and to formally forward our appeal for emergency support to partners and donors able to assist.
Since early July 2026, exceptionally heavy monsoon rainfall, compounded by upstream water flows from neighbouring India, has triggered widespread flash flooding, embankment breaches, and landslides across southeastern and northeastern Bangladesh. In Cox's Bazar alone, well over a hundred villages across multiple upazilas have been submerged, with hundreds of thousands of people stranded and several fatalities reported. Chattogram experienced similarly severe inundation, disrupting transport, education, and livelihoods for tens of thousands of residents. Coastal districts including Barguna and Patuakhali, where DDEF has over 25 years of grassroots operational presence, are also at heightened risk as the monsoon system continues to intensify.
As a long-standing NGOAB-registered organization working on inclusive development, disability rights, health, and WASH in coastal Bangladesh, DDEF is uniquely positioned to reach the most vulnerable affected populations, including persons with disabilities, women, children, and elderly community members who face compounded barriers during disaster response. Drawing on our established community networks, trained volunteers, and prior emergency response experience, DDEF is preparing to mobilize a rapid humanitarian response encompassing:
• Emergency shelter, dry food, and safe drinking water distribution to displaced and stranded families
• Targeted assistance for persons with disabilities and other high-risk groups unable to self-evacuate
• WASH interventions to prevent waterborne disease outbreaks in flood-affected areas
• Rapid needs assessments and coordination with local administration and other responding agencies
• Early recovery support, including livelihood restoration for the most severely affected households
We are forwarding this appeal to request your organization's support, whether through direct funding, in-kind resources, technical partnership, or coordination linkages, to help DDEF respond swiftly and effectively to this unfolding crisis. A detailed situation assessment and emergency response proposal, including a costed action plan, can be shared promptly upon your organization's request.
Given the fast-evolving nature of the flood situation and the urgency of humanitarian needs on the ground, we would be grateful for an early response indicating your organization's capacity and interest to support this appeal, whether in full or in part.
