Strengthening Alternative Measures Across the Caribbean

The Caribbean Association of Probation and Parole (CAPP) is pleased to highlight the publication of the Mapping Exercise: Alternative Measures in the Caribbean Region, developed within the framework of the European Union-funded EL PAcCTO 2.0 Programme.

This comprehensive assessment provides a regional overview of alternative sentencing practices, probation structures, and the broader development of non-custodial measures across Caribbean jurisdictions. The study draws on surveys, interviews, and open-source research, with analysis guided by the Domains and Enablers model.

The findings reflect both progress and opportunity. There is clear regional commitment toward strengthening probation services, advancing alternative sanctions, and enhancing cross-border collaboration. CAPP remains committed to supporting this development, fostering professional exchange, and contributing to policy dialogue across the region.

The Caribbean Association of Probation and Parole invites professionals working in corrections, probation, youth services, education, healthcare, and related fields to a practical and informative webinar on de-escalation training.

Featured facilitator:
With over two decades of experience in behavioral crisis intervention and youth services, Kandi is highly experienced in trauma-informed care, program leadership, and staff development. Since 2003, Kandi has served as the Lead Senior Master Trainer for Handle With Care, delivering specialised training in crisis behaviour management, including verbal de-escalation, self-defence, and therapeutic restraint.

Kandi has provided training across a wide range of settings, including schools, preschools, hospitals, juvenile justice centres, residential facilities, nursing homes, and law enforcement agencies. They also play a key role in mentoring and certifying new Master Instructors, ensuring consistent, high-quality instruction nationwide.

From 1995 to 2017, Kandi served as Director of Next Step Programs at Lutheran Metropolitan Ministry, leading a 24/7 shelter and transitional living programme for high-risk youth aged 12 to 21. Their work included managing state and federal funding contracts, ensuring regulatory compliance, implementing evidence-based practices, and overseeing staffing, budgeting, and operations, alongside active participation in citywide initiatives supporting at-risk youth.

Kandi holds a BA in Public Administration with a minor in Psychology.
This session will focus on practical, real-world approaches to de-escalation that prioritise safety, dignity, and effective crisis response.
