🚆 We can see trains from our community. We still can’t catch one. 🚆

Some of us live just 700 metres to 2km from a rail corridor, yet we still don’t have a local train station.

Nearly two years ago, our community submitted a petition with more than 5,000 signatures calling for Mt Atkinson Station and better transport connections.

Today, we’re still waiting.

Mt Atkinson is one of Melbourne’s fastest-growing communities.

Many residents drive to Deer Park or Caroline Springs to access the rail network. Rockbank is our closest station, but the car park is often full early in the morning.

But this isn’t just about trains.

It’s about everyday life.

For some families, it can take up to 40 minutes to access basic groceries like milk and bread.

Many older residents don’t have a local bus service that connects them to shops and essential services.

Teenagers often rely on parents for lifts because public transport doesn’t connect them to sport, activities and opportunities nearby.

As our community grows, the gap between housing growth and transport investment becomes harder to ignore.

That’s one reason residents, community groups and transport advocates are gathering at Parliament House next week to call for better public transport across Melbourne’s west.

Melbourne’s west is one of the fastest growing regions in Australia.

Yet too many residents continue to face long commutes, limited transport options and poor connections to jobs, education and healthcare.

For some families, getting to a school activity requires a car.
For some workers, public transport simply isn’t a practical option.
For some communities, growth has arrived faster than transport infrastructure.

That’s why we’re coming together at Parliament House to call for action.

🚆 A STRONGER FUTURE FOR MELBOURNE’S WEST 🚆

1. UNDERSTANDING THE RAIL IMBALANCE

We recently came across an excellent video by transport and urban planning commentator Kyle (CityMoose), who explored the case for Melton Line Electrification and the broader challenges facing Melbourne’s western suburbs.

One of Kyle’s most striking observations was the historic imbalance in Melbourne’s rail network.

If you draw a line through Melbourne’s CBD, there are around nine metropolitan rail lines serving the eastern side of the city, compared to just four on the western side.

Historically, this reflected where Melbourne’s population was concentrated. However, Melbourne has changed dramatically. The western suburbs are now among the fastest-growing regions in Australia, with communities such as Melton, Cobblebank, Rockbank, Mt Atkinson, Deanside, Aintree & Fraser Rise continuing to grow at an extraordinary pace.

Yet the transport network has not kept up.

Kyle highlights that much of Melbourne’s west still relies on regional V/Line services operating as a substitute for a metropolitan railway and picking up metropolitan passengers.

2. KEY FINDINGS FROM KYLE’s ANALYSIS

🔹 Melbourne’s west has significantly fewer suburban rail services than the east.

🔹 V/Line trains were never designed to function as high-frequency suburban services.

🔹 Off-peak V/Line train frequencies are as low as every 40 minutes, compared to many metro lines operating every 20 minutes or better.

🔹 Sunshine remains one of the most important bottlenecks in Melbourne’s rail network.

🔹 The current arrangement creates capacity constraints, overcrowding and poorer connectivity for western suburbs.

🔹 Electrification will separate metropolitan and regional services, improving reliability, frequency and capacity while enabling better connections through the Metro Tunnel.

3. BEYOND MORE TRAINS: PLANNINGS BETTER COMMUNITIES

Importantly, Kyle also discusses the need for Melbourne’s west to think beyond simply running more trains.

He argues that successful rail investments should be accompanied by better urban planning, walkable communities, local jobs, active transport links and higher-quality station precincts that reduce car dependence.

This is where the conversation becomes particularly relevant for our community.

4. THE OPPORTUNITY FOR MT ATKINSON

As governments progress planning for Melton Line Electrification, there is a once-in-a-generation opportunity to deliver a station at Mt Atkinson as part of the future metropolitan rail network.

Mt Atkinson is not just another housing estate.

It is planned to become a major activity centre, featuring:
✅ A Major Town Centre
✅ Large Format Retail Precinct
✅ Melbourne Business Park
✅ Future employment opportunities estimated at around 19,000 jobs
✅ A catchment expected to exceed 70,000 residents by 2040

A future Mt Atkinson Station would not only improve access to public transport, but would also support the type of transit-oriented development that transport planners and urbanists consistently advocate for.

5. CREATING A DESTINATION AROUND THE STATION

As Kyle points out in his video, rail projects reach their full potential when they are surrounded by walkable communities, jobs, services and destinations, not just endless parking lots and car-dependent suburban sprawl.

With the Major Town Centre now progressing through planning, this is also an important opportunity for all stakeholders to work together to create a genuine destination around a future station precinct.

We encourage both the community and key project partners, including Stockland, Mt Atkinson Holdings and local residents, to continue advocating for a future that combines quality public transport with quality urban planning.

Because building a railway is important.

Building a connected, walkable and thriving community around it is how we maximise its value for generations to come.

As Melton Electrification progresses, how do we ensure we improve capacity without making journeys more complicated?

Today, many commuters from Melbourne’s west benefit from direct access to Southern Cross.

For many people, however, Southern Cross isn’t the final destination.

Thousands of western corridor residents work in:

📍 Docklands
📍 Southern Cross precinct
📍 Richmond
📍 South Yarra
📍 Hawthorn
📍 Parkville and surrounding employment hubs

One of the often-overlooked benefits of a direct train journey is that commuters can work, read, study, rest or simply enjoy a predictable trip without interruption.

As the western corridor transitions from a regional-style rail service to a metropolitan-scale transport network, an important question is:

How do we preserve convenient access to Melbourne’s major employment precincts while delivering the benefits of electrification?

The long-term benefits are clear:

✅ More capacity
✅ More frequent services
✅ Better integration with Melbourne’s rail network

But the true measure of success will be whether commuters actually experience those benefits in their daily lives.

As Sunshine evolves into a major transport hub, communities deserve a clear understanding of:

🚆 Future journey times
🚶 Transfer requirements
⏱ Connection reliability
🚍 Disruption impacts
💼 Access to major employment centres

The goal shouldn’t simply be moving more people.

The goal should be creating a network that is faster, simpler and more convenient for the people who rely on it every day.

For too long, western suburbs have been planned around cars first, while public transport plays catch-up years later. That’s why in this final chapter, we are advocating to overhaul the public transport for the wider west, not just by electrifying the Melton line and building new stations. But, also by introduce new and reconfigured BUS ROUTES into frequent, direct and reliable services alongside. Giving people of the west more choices and better accessibility to move around.

THE VISION

The proposed Mt Atkinson Station must become more than just another train station. It should be planned as a fully integrated transport hub connected with frequent SmartBus-style routes, active transport links and better cross-city public transport connections across Melbourne’s west.

International examples from other OECD countries (like Australia), such as Ørestad in Copenhagen, Nordhavn and Aarhus Ø show why this approach matters. In Denmark, many newer neighbourhoods have been planned around public transport first, with rail stations and frequent bus connections delivered before large-scale residential growth occurs. These neighbourhoods are typically designed around population catchments of approximately 10,000 to 20,000 residents within walking and cycling distance of key transport hubs, helping reduce long-term car dependency while supporting vibrant local centres from the beginning.

Transport Victoria must use the learning from these examples and get ahead with the forward transport planning for communities like Mt Atkinson and other growth areas suburbs.

A TRANSPORT PLAN FOR THE MT ATKINSON REGION 🚊 🚍 🚲 🚶

To make the network truly effective, bus services should be coordinated with train timetables at the Proposed Mt Atkinson Station.

By matching bus frequencies with train services, passengers would experience shorter wait times, more reliable transfers and a genuinely connected public transport network that competes with car travel for convenience.

The suggested routes shared in this concept demonstrate how a future integrated network could better connect communities across the west:

🟣 SmartBus Route 1 – East West Connector
Deer Park ↔ Eynesbury via Burnside, Caroline Springs, Deanside, Mt Atkinson, Rockbank, Thornhill Park, Strathtulloh and Weir Views.

🟡 SmartBus Route 2 – North South Connector
Watergardens ↔ Werribee via Hillside, Taylors Lakes, Caroline Springs, Deanside, Mt Atkinson, Tarneit, Werribee Plaza and Hoppers Crossing.

🔵 SmartBus Route 3 – Cross Town Connector
Woodgrove ↔ Altona via Melton Town Centre, Cobblebank, Thornhill Park, Rockbank, Mt Atkinson, Truganina, Williams Landing and Altona Meadows.

🟢 Local Bus Route 4 – Local Area Connector
Fraser Rise Aquatic Centre ↔ Melbourne Business Park via Fraser Rise, Deanside and Mt Atkinson.

Proposed service frequencies could include:
• SmartBus Routes 1, 2 and 3 operating every 10 minutes during peak periods and every 20 minutes during off-peak periods
• Local Bus Route 4 operating every 20 minutes during peak periods and every 30 minutes during off-peak periods
• Timed connections with metropolitan train arrivals and departures at Mt Atkinson Station
• Extended evening and weekend operating hours to support shift workers, hospitality staff and growing local activity centres

Together, these routes could:
• Create direct east-west and north-south connections
• Reduce car dependency and local congestion
• Better connect jobs, schools, shopping and services
• Support growing communities from day one
• Improve access to the future Mt Atkinson Station
• Give more people real transport choices

Dedicated active transport links must also form part of the future Mt Atkinson transport network. Safe cycling corridors, walking paths and pedestrian-friendly streets connecting surrounding neighbourhoods to Mt Atkinson Station would give more people the option to walk or ride instead of relying entirely on the car.

The proposal also aligns strongly with the Moving Melton Bus Network Study and Transit Oriented Development (TOD) principles supported by the Victorian Planning Authority (VPA) — where communities are planned around integrated transport, walkability and sustainable growth.

Melbourne’s west is no longer on the edge of the city. It is becoming a major metropolitan region, and the transport network must evolve with it.

One network. One station. Countless opportunities.

PART 2 OF 3 — WHY MELTON ELECTRIFICATION & MT ATKINSON STATION MUST BE DELIVERED WITH THE SUNSHINE UPGRADES

Billions of dollars are already being invested into Melbourne’s rail network through:
• Sunshine Superhub Upgrades
• Metro Tunnel
• Rebuilt Melton Station

But without Melton Line Electrification and the planned new stations delivered at the same time, these projects will not reach their full potential. That means the new metro platforms at Sunshine, the capacity created through the Metro Tunnel, and the upgraded Melton Station would initially operate well below their intended capability, while population growth and congestion across the west continue accelerating.

The planned 9-car VLocity trains are likely to be at capacity from Day 1, with population growth already outpacing infrastructure investment. The diesel-run VLocity trains are not a long-term solution for what is rapidly becoming a major metropolitan corridor.

The reality is:
❌ Population growth is accelerating rapidly
❌ Rockbank and Caroline Springs are already at capacity
❌ The car parks at these stations are full by 7am.
❌ Residents are forced to park on dirt roads, risking council fines.
❌ Peak-hour overcrowding continues across the corridor
❌ Roads like Hopkins Road, Leakes Road and Ferris Road are becoming increasingly congested
❌ Continued reliance on diesel trains also means more emissions and poorer long-term environmental outcomes

Mt Atkinson and the surrounding communities cannot continue relying on overcrowded diesel V/Line services forever. We need a proper metro-style service:
• Frequent electric trains
• Turn-up-and-go services
• Better reliability and capacity
• New station to support growing communities
• Cleaner and greener public transport for the future

Importantly, the Sunshine Upgrades are already preparing the corridor for future Melton Metro services, including dedicated metro platforms through Sunshine.

That is why the timing matters.

If electrification is delayed years after the Sunshine Upgrades are completed, Melbourne risks underutilising billions already invested into the broader rail network.

Billions are already being invested into the network.

Now we must ensure electric metro trains from Melton are running from Day 1 when the Sunshine Upgrades are completed — not years later.

This is not just about transport.

It is about planning ahead for Melbourne’s future growth before congestion becomes unmanageable.

🚆 PART 1 OF 3 — WHY MT ATKINSON MATTERS 🚆

For too long, the Mt Atkinson Region (Mt Atkinson, Grandview, Atkinson Place and Olivia estates) has been viewed as just another housing estate in Melbourne’s west.

However, Mt Atkinson sits in one of the most strategically positioned growth corridors in the west, at the crossroads between Melton and Werribee via Hopkins Road, and directly on the Melton rail corridor between Caroline Springs and Rockbank, surrounded by future jobs, logistics, retail, industry and major community infrastructure.

The broader region is rapidly evolving into:
🏢 A major employment hub — with expanding business parks, warehouses, retail centres and industrial precincts creating thousands of local jobs.

🚛 A logistics and industrial gateway — driven by major freight and warehousing developments that are increasing truck movements and placing growing pressure on key roads like Hopkins Road every single day.

🛍 A future metropolitan activity centre — currently progressing through planning stages, this centre is expected to support large-scale retail, commercial services, entertainment and higher-density living as the population rapidly grows.

🕌 A growing cultural and community destination — with major religious and community centres attracting thousands of visitors during festivals and events, often causing severe congestion in an already car-dependent area. Some major celebrations can attract over 5,000 attendees in a single day.

🚛 A future logistics and freight gateway for Melbourne’s west — Positioned near the future Western Intermodal Freight Terminal (WIFT), which is expected to become one of Victoria’s most significant freight and supply chain hubs.

This area already supports thousands of local jobs across evolving business parks south of the residential community, including the Southern Hemisphere’s largest Metcash warehouse. At the same time, future major retail and employment precincts are expected to drive even more long-term economic growth and job opportunities for Melbourne’s west.

That is exactly why residents are calling for proactive infrastructure investment now: including Melton Line Electrification, the new Mt Atkinson Station, and better cross-city public transport connections.

By investing in stronger local public transport now, we can help reduce long-term road congestion while giving residents more reliable, accessible and sustainable ways to travel across Melbourne’s west.

The Tarneit example has shown what happens when growth arrives first, and transport infrastructure comes later:
❌ Overcrowded trains
❌ Full car parks
❌ Traffic congestion
❌ Bus networks are constantly playing catch-up

Rockbank and Caroline Springs are already experiencing growing pressure and are at capacity during peak periods.

Mt Atkinson cannot afford to repeat the same mistakes again. This is about planning ahead of growth, not reacting after congestion becomes unmanageable years later.

🚆 MELTON LINE ELECTRIFICATION & MT ATKINSON STATION — WHY THIS MATTERS NOW 🚆

With Airport Rail Stage 1 and the Sunshine Upgrades now underway and expected to be completed by 2030, the focus for Melbourne’s west must now shift towards the next critical stage:

➡️ Melton Line Electrification
➡️ A new Mt Atkinson Train Station
➡️ Both delivered concurrently

For too long, Mt Atkinson has been viewed as “just another housing estate” in the west. But its strategic location and recent growth tell a very different story.

Positioned between Caroline Springs and Melton on the Melton rail corridor, Mt Atkinson is rapidly emerging as a major growth, employment and community hub for Melbourne’s outer west.

This is far more than a residential development.

The broader precinct already includes or plans for:
• Major business and industrial precincts
• A future Town Centre with retail, commercial and higher-density activity centres
• Large employment corridors
• Cultural and community destinations (including 5 major religious centres)
• Future logistics and freight connections via WIFT
• Significant future population and employment growth

That is exactly why the station needs to be delivered sooner — not years after the population explodes.

🔔 But importantly, our community is not asking for “just a train station”.

We are demanding a complete transport package.

A station alone will not solve connectivity issues across Melbourne’s west.

We also need:
🚇 True turn-up-and-go Metro train services
🚌 Frequent connector bus routes with cross-city connections
🚌 Direct links to key destinations beyond the rail corridor

That includes direct and frequent bus connections towards:
• Watergardens
• Caroline Springs
• Werribee corridor
• Surrounding growth communities

The upcoming Route 140 bus service is a good start once fully implemented, but we need more routes like this connecting the precinct to other major hubs across Melbourne’s west.

Many residents in Melbourne’s west still rely heavily on cars simply because cross-suburban public transport remains limited or indirect.

If we truly want a modern transport network, the west needs integrated planning — where trains and buses work together, not separately.

With future Melton Metro capacity now being enabled through Sunshine as part of Airport Rail Stage 1, this is the moment to push for long-term investment in the west.

Stuck in peak traffic right now? ⏳
Watching local roads collapse every time one arterial shuts?
Wondering why families in Melbourne’s west keep hearing announcements — but seeing little real progress? 🤔

The Western Freeway has been recognised as critical for years.

And yet:

What is community advocacy? 🤔

Is it just venting anger on social media?
Or is it showing up — meeting MPs & Ministers, bringing media to the heart of impacted communities, and pushing until change happens?

👉 We believe it’s the latter. And we’re grateful to the people who’ve shown us how it’s done.

🙏 A moment to acknowledge our OG volunteers:
Syeda — first media article in Oct ’22 📰 that brought this issue to light, asked the questions in the Kororoit State election panel session, and a constant source of inspiration.

Pawan — years of relentless advocacy 💪 across countless (we genuinely lost track!) of media engagements and public meetings (Minister Gabby knows her now !).

Elyse — a selfless advocate for better buses in the West 🚌, with unwavering community engagement that sustained this campaign.

And to the many residents who gave their time and energy — shooting emails, attending Meet your Representatives (MYR) sessions - this win belongs to you 🙌
