🏢ST VINCENT DE PAUL SOCIAL HOUSING🏢

Precinct Urban Planning has had the pleasure to assist St Vincent de Paul Queensland in securing a Ministerial Infrastructure Designation for a new mixed-use social and affordable housing development at 687-691 Ruthven Street, South Toowoomba.

The six-storey development will provide:
✅ 60 social and affordable housing units
✅ Purpose-built St Vincent de Paul Toowoomba Diocesan office
✅ Community care centre
✅ Health care service
✅ Basement parking

The project will help meet the demonstrated need for additional social housing in the Toowoomba Region while providing integrated support services for residents and the broader community.

We congratulate St Vincent de Paul Queensland on reaching this important milestone and look forward to seeing the project advance to construction in late 2026 or early 2027.

Our associate James Williams was a panelist at the recent Brisbane 2032 Toowoomba Information Event. James joined a distinguished group of speakers and industry leaders to discuss the opportunities Brisbane 2032 presents for the Darling Downs region.

The event featured presentations from Dominique Lamb, Director of Community Affairs for Brisbane 2032, and Matt Ryan OAM, Triple Olympic Gold Medallist and International Eventing Commentator, with the discussion expertly facilitated by award-winning rural journalist Arlie Felton-Taylor.

Together, the panel explored the significant opportunities Brisbane 2032 could create across infrastructure, tourism, agribusiness, workforce development, hospitality, volunteering, and the equine industry, as Toowoomba prepares for its role in hosting Olympic and Paralympic equestrian events.

We are proud to see James sharing his planning expertise and contributing to important conversations about how our region can maximise the long-term economic, social, and community benefits of this once-in-a-generation opportunity.

We are excited to see the new Penola Building officially open at Mary MacKillop Catholic College Highfields. This state-of-the-art science and math facility is a fantastic addition to the campus.

Precinct Urban Planning has proudly assisted the college with planning approvals for more than eight years. Supported by a Variation Scheme, the campus masterplan has enabled the college’s continued growth and development. With future enrolments expected to surpass 1,400 students, the masterplan provides a clear pathway for the orderly expansion of the campus to meet the needs of its growing community.

📢 Important Update for Development in the Toowoomba Region

Toowoomba Regional Council has adopted Infrastructure Charges Resolution No. 8 (2026), which will come into effect on 18 August 2026.

Key changes include:
✅ An increase in infrastructure charge rates across development categories.
✅ The introduction of infrastructure charges for secondary dwellings (granny flats).
✅ Removal of rural and township charge areas.

Under the new resolution, secondary dwellings will now attract the following infrastructure charges:

🏠 2 bedrooms or less: $13,582 per dwelling
🏠 3 bedrooms or more: $19,015 per dwelling

This represents a significant change for property owners and developers, as secondary dwellings were previously not subject to additional infrastructure charges.

Anyone considering developing a secondary dwelling as part of their home should carefully review the new requirements and factor these costs into project feasibility and budgeting.

Toowoomba Regional Council offers discounts on development application fees and/or infrastructure charges for eligible projects that support economic growth, housing diversity, tourism, community wellbeing and regional development.

Current incentives are available for:
✅ Regional Townships & Communities
✅ Medium Density Residential Developments
✅ Developments in Toowoomba CBD (Central Toowoomba)
✅ Non-Residential Developments
✅ Niche Tourism Developments
✅ Not-For-Profit Community Uses

These incentives can provide substantial savings, with eligible developments receiving discounts on application fees and infrastructure charges, depending on the project type and location. The program aims to boost local jobs, encourage housing diversity, revitalise townships and the CBD, support tourism innovation, and strengthen community services across the region.
