【世界的台灣，共創之島】

熟悉《天下雜誌》的朋友們，都聽過當年的創辦故事。時任美國媒體駐台記者的創辦人殷允芃，親身撰寫美國與中華民國斷交的新聞，深深體認國家外交日益孤立的困境。

中華民國要用什麼方法，立足於世界？這個叩問，催生了台灣第一本致力於普及經濟管理知識，追求公平而美好社會的雜誌。

《天下》創刊45年過去，台灣拿下世界競爭力評比史上最好的名次；接續去年的8.68%經濟成長率，今年這個數字估將破9%，被視為已開發國家中的奇蹟；台股市值已超越金融中心倫敦，中華民國在台灣的國際能見度史無前例。

從邊緣到中央，世界的台灣，要怎麼繼續往下走45年？這是今年週年慶，我們的叩問。要回答這個問題，我們首先需要定義，我們即將面臨什麼樣的未來？需要什麼樣的競爭力？

去年起，《天下》資深研究主編辜樹仁就開始準備，他閱讀重要國際組織與智庫文獻，企圖提出新競爭力的架構，以補充效率主導的舊競爭力評比。新五力分別是：連結、韌性、技術、包容與AI力。（見32頁）

首先，科技與種種地緣政治變局，正驅動全球的典範移轉，即使是產業巨頭都需要生態系搭配，連結力成為致勝關鍵。各國高舉供應鏈韌性的大旗，地緣經濟取代自由經濟，考驗各國外交能力。其次，韌性與包容力，攸關短期與中長期社會環境穩定。最後的AI力則是要看未來。

在已開發大國與台商投資最多的國家中，台灣AI「準備度」尚有努力空間，硬體強國，怎麼讓好處涓滴細流給整個社會，將是最大挑戰。但出乎意料的是，身為全世界主要出口國之一，我們進出口市場分散度，其實令人憂心，以至於表現較差。台灣的包容力雖然名列第一，但學習表現貧富差距竟然是15國倒數第二，教育可能不再能促成階級流動，將是莫大隱憂。

【台灣需要與世界共創】

怎麼走向未來？本期，我們選出28組面向未來的政經領袖、傑出人物與企業，幾乎所有故事都指出，台灣未來需要跨世界、跨世代、跨性別、種族、階級的共創。

歐盟執委會前主席巴洛索接受《天下》專訪時指出，今天發生的是再全球化：歐洲更歐洲，亞洲更亞洲。也因此跨區合作更重要，不能把自己關在小圈圈裡。中等強國需要建立更多伙伴關係。

緯穎科技董事長洪麗寗在《天下》45週年論壇分享，現在客戶找上台灣，已不單單是來買個伺服器，而是來找一個知識的伙伴。台灣要練習從執行者，變成共創者，未來要能定義規格，定義價格，這是企業心態的分水嶺。

而台灣有共創的本錢。AMD董事長暨執行長蘇姿丰觀察，跟全世界所有國家都不同，在世界還不了解半導體產業時，台灣供應鏈就一起投入、努力與成長，這使得台灣供應鏈之間既競爭卻非常友善，而且10多年來都不變。這是一股溫暖與信任的力量。

許多人知道，30多年前，台積電創辦人張忠謀以專業製造代工，改寫全球半導體商業模式。但台積共同副營運長侯永清此次接受獨家專訪，披露了張忠謀退休前，做出的另一個重要決定，成立開放創新平台（OIP），把生態系廠商納入，協助晶片設計公司剷除一切障礙，這是與科技力一樣關鍵的連結力。

【也需跨世代、階級、種族共創】

10年前，成大材料系畢業生陷入迷惘。當年打橄欖球的OB（老男孩）們，決定出人出錢出力，幫學弟妹找方向，他們自組「成材論壇」，邀請業者來分享，10年下來已變成科技界關鍵論壇。

在AI領域，已故中研院熱血博士陳昇瑋走入傳產，創辦用民間力量訓練民間人才的學校，留給台灣一個禮物。

另外，在自行車業、科技業、甚至棒球領域，這群高學歷、有國際歷練的二代投入，正帶入新的觀念與做法，引入正向循環。

透過外國人與黃仁勳的眼睛，我們發現，創業門檻可親的巷口早餐店如此珍貴（見162頁），夜市小販也早已是輝達生態系。當烏克蘭出版商買下楊双子《台灣漫遊錄》的版權，我們才知道，原來小國的故事，可以幫中東歐國家的人們說出心裡話。

當高齡、少子化變成現實，台灣將面臨更多選擇。如何以自由、熱情、好客、善良，吸引新住民共創未來。

世界的台灣，要成共創之島。

Taiwan covers only about 36% of South Korea’s area, yet its north-south length is surprisingly similar. While South Korea is much wider, Taiwan stretches nearly as far from north to south.
