Faith Housing Australia has welcomed Housing Minister Clare O'Neil MP’s announcement that more than $300 million from the Housing Australia Future Fund (HAFF) Crisis and Transitional Housing program will deliver 520 new homes for young people experiencing or at risk of homelessness.

The announcement comes at a critical time, with more than 40,000 children and young people presenting alone to specialist homelessness services each year. In 2024-25, around 40,500 young people aged 12-24 received support.

Faith Housing Australia (FHA), the national peak body representing mission-driven housing and homelessness organisations, said dedicated youth housing can provide the stability and support young people need to move towards independence and long-term housing security.

FHA members including Mission Australia, The Salvation Army and Uniting have extensive experience delivering youth housing and homelessness services across Australia.

FHA CEO Amanda Bailey said: "Young people experiencing or at risk of homelessness often have fewer resources to draw on at precisely the time they are trying to establish the foundations for their future.

"Investing in dedicated youth housing can change life trajectories, helping young people stay engaged in education, access employment opportunities and build independent lives.

"We particularly welcome the use of capital grants to deliver these homes. Many youth, crisis and transitional housing projects are not suited to debt-based financing, even where there is clear community need.

"This announcement demonstrates what grant funding can deliver. FHA has called on the Albanese Government to build on this approach by redirecting the remaining $300 million currently allocated to concessional loans under the HAFF Crisis and Transitional Housing program into capital grants.

"Doing so would unlock more specialist housing projects and help ensure more young Australians have access to safe, appropriate housing when they need it most."

As part of the 2026–27 NSW Budget, the NSW Government has announced a significant package of reforms and investments to accelerate the use of Modern Methods of Construction (MMC), including modular and prefabricated housing.

FHA welcomes this investment and recognises the important contribution our members are already making to advance Modern Methods of Construction. Our membership includes both modular and prefabricated housing providers developing innovative construction solutions, and community housing and homelessness organisations implementing these approaches to deliver social, affordable and supported housing projects.

The package includes a new MMC Innovation Facility, funding for construction innovation, and grants to support the development and testing of new housing technologies.

Opportunities include:
🔹 MMC Innovation Facility – A forthcoming tender process for experienced local and international modular, prefabricated and MMC providers seeking to partner with government and deliver housing at scale.
🔹 Housing Innovation in Construction Fund – Grants of $20,000–$150,000 for established manufacturers and construction businesses to assess, adapt and expand innovative construction methods for housing delivery. Opens 29 June.
🔹 Housing Innovation Network Grants Program – Grants of up to $250,000 for SMEs to pilot innovative housing solutions with Homes NSW, including MMC systems, digital tools, maintenance technologies and other housing innovations. Opens 29 June.

The announcement also includes:
✔️ $32.3 million over four years to modernise building approvals and integrate MMC into regulatory systems.
✔️ $1.6 million to establish a new regulatory framework and introduce a national certification system for MMC.
✔️ Procurement reforms designed to increase opportunities for MMC products across government projects, to be led by Infrastructure Coordinator General Tom Gellibrand.

Alongside the innovation already being delivered by our members, FHA has been advocating for planning and regulatory reforms that remove barriers to MMC adoption and help bring high-quality housing to market faster. We welcome the NSW Government's continued focus on creating the conditions for MMC to scale and deliver more homes across NSW.

We're pleased to announce a strategic partnership between Faith Housing Australia and Housing All Australians.

Housing All Australians has built a unique model that brings together private sector expertise, pro bono support and community partners to create practical housing outcomes for Australians in need.

By partnering with HAA, FHA hopes to connect more faith communities with the expertise, networks and resources needed to activate underutilised sites and assets for housing and community benefit.

We've already seen what's possible through projects like The Inner West Project in Sydney, where a former faith-owned hospital site was transformed into temporary accommodation and support services while awaiting redevelopment.

Together, we'll work to unlock new housing opportunities, strengthen partnerships across sectors and help more faith-owned sites contribute to addressing Australia's housing challenge.

Ahead of tonight’s Federal Budget, two early housing announcements highlight the growing focus on structural barriers within Australia’s housing system.

The new National Youth Housing Supplement recognises a long-standing issue affecting community housing providers and young people experiencing homelessness. By improving the operating viability of housing young people, the reform better aligns funding settings with housing need and supports more sustainable tenancy pathways.

The Government’s new $2 billion housing-enabling infrastructure fund also reflects an important reality increasingly understood across the sector: housing supply is often constrained not only by land or capital, but by the enabling infrastructure needed to make projects viable and deliverable.

Together, these measures will help more young people and families access safe, secure and sustainable housing in the communities where they are needed most.

FHA CEO Amanda Bailey will be attending this afternoon's Federal Budget lock-up, with member insights and further commentary to follow.
