Sealark is a sustainable property development company owned by The Halloran Trust. Our purpose is to create communities that offer people housing choices in a way that benefits the local environment and promotes the Shoalhaven region’s future prosperity. Our current development portfolio includes two projects in the Shoalhaven region, at West Culburra and Callala Bay. Each of these community devel

opments will bring a choice of homes and associated amenities to the local area, as well as parks, reserves, affordable housing and more. We are different from other development companies because we are owned by a registered charity. The Halloran Trust is a not-for-profit organisation that exists to provide financial support to charitable beneficiaries, including in the Shoalhaven region. Revenue derived from Sealark’s development activities contribute to the Trust for this purpose. We are a proudly local company which has been part of the Shoalhaven region for over 100 years and will be for many more. Sealark commenced the installation of temporary fencing today at our West Culburra development, in preparation for water main diversion works on the southern side of Culburra Rd. These approved works (DA24/1759) will facilitate the future construction of a roundabout, part of the range of local infrastructure upgrades to be delivered, supporting access to the new homes and amenities at West Culburra and the rest of the community.

Look out for minor traffic control measures in coming weeks in the vicinity of the work zone, during work hours. Works are anticipated to be complete in August, weather permitting. Sediment and erosion control measures will be also undertaken in accordance with the approved DA. As we foreshadowed earlier this year, Sealark will conduct maintenance of the existing Asset Protection Zone (APZ) on our land around the northern and north-western edge of Callala Bay village. Sealark’s obligation to maintain the APZ is a requirement of Shoalhaven City Council, which requires the area to be maintained in accordance with NSW Rural Fire Service APZ standards.

To meet APZ maintenance requirements, we will complete necessary slashing, pruning, removal of select trees and scrub, and maintenance of a safe tree-canopy adjacent to neighbouring privately-owned land. These works commence this week with completion scheduled by the end of August, weather permitting. The scope of the tree management work has been determined by bushfire consultants, ecologists and confirmed with Council’s biodiversity staff.

The Callala Bay development community insight survey was open from Friday 28 November to Tuesday 23 December 2025. The purpose of the survey was to identify key issues and opportunities to be considered in the development of the masterplan for the project. 343 responses were received and an insights summary is now available on the Callala Bay development project page.

Reforestation of our Lake Wollumboola Biodiversity Stewardship Site is continuing. We’ve recently begun a major tree planting program in some of the previously grazed areas on the western side of Lake Wollumboola near Culburra Beach.

A local bush regeneration company collected seeds on site last year to ensure local tree provenance. These 800 seeds are now 800 young trees.

The variety we are planting include Eucalyptus piularis (Blackbutt), Eucalyptus paniculata (Grey Ironbark), Eucalyptus sideroxylon (Mugga or Red Ironbark), Melaleuca styphelioides (Prickly-leaved Paperbark), Casuarina glauca (Swamp She-oak), Eucalyptus racemosa (Snappy gum or Narrow-leaved scribbly gum) and Syncarpia glomulifera (Turpentine tree or Yanderra).
These are being planted in some nice well-watered ground thanks to recent rains.

Large rock boulders were delivered today onto land owned by Sealark adjacent the Culburra Ambulance Station, medical centre and Op-Shop. Shoalhaven City Council approved a development application in February 2026 to allow Sealark to erect a rock and steel cable fence to secure the site from unauthorised vehicle access. At this stage, we anticipate these works to be completed over the next few weeks, weather permitting.

Temporary construction fencing was erected today in preparation for utility installation works at our West Culburra development. The works are being completed in accordance with SSD3846, the EPBC approval and DA24/1514 which was approved by Shoalhaven City Council last year. The approved works involve the construction of a new sewer connection and the extension of existing water and electricity mains within Regmoore Close into the site via underboring to protect trees. We will also undertake sediment and erosion control and vegetation protection measures in accordance with the DA. At this stage, we anticipate these early works to be complete during May, weather permitting. A snapshot of the status of various early works DAs related to our West Culburra development was included in our latest community update, which is available here and on our website.

An update on the West Culburra Aboriginal Advisory Group from Independent Chair Paul Knight:

“Following a call for expressions of interest last year, seven recognised Jerrinja community members responded and all are now part of the Advisory Group. Crown Lands and Shoalhaven City Council have also been invited to attend. The first two meetings have been productive and focused on working through the requirements of the Aboriginal Cultural Heritage Management Plan that has been prepared for the project. I’d like to thank all members for their insights and input to date.”

Sealark’s bushfire consultants have been on site at Callala Bay this week surveying trees within the bushfire Asset Protection Zone (APZ). As owners of the land, Sealark has APZ maintenance obligations to comply with. Removal of certain trees and/or pruning of branches may be required.

Sealark is liaising closely with Council through this process and further updates to the community will be made via Facebook.

Check out this new community educational video on our 3 biodiversity stewardship sites at Sussex Inlet.

Known as One Tree Bay West, One Tree Bay East and Tullarwalla, together they cover about 1100 hectares of land which are protected in perpetuity. The video captures the flora and fauna on the sites, explains some of the work that goes into protecting and preserving the land, and introduces some of the team behind the work.

Thanks to local film company DB Pictures for creating this valuable resource.

Sealark also owns and manages the 1086 ha Lake Wollumboola Biodiversity Stewardship Site located at Callala Bay, Kinghorne and Wollumboola.

Our biodiversity sites were voluntarily committed for environmental conservation in 2019 in line with our purpose to balance sustainable property development with environmental protection, as was the wish of our founder, the late Warren Halloran AM.
