Funding and resourcing for programs and services are strong indicators of a government’s priorities — and animal welfare is falling short.

Less than 1% of agriculture department funding goes to animal welfare, while industry development receives hundreds of millions.

This underfunding leads to:
• stagnated review processes
• outdated standards
• limited industry compliance monitoring.

Most Australians consider confining animals to cages or crates an act of cruelty, yet practices like this are still legal across Australia.

This is because our animal welfare system is outdated and heavily shaped by commercial interests favouring productivity rather than the wellbeing of animals.

A sow in Australia can legally be confined to a concrete stall barely larger than her own body for up to six weeks at a time — before being moved into an even smaller farrowing crate for another four to six weeks.

Animals deserve laws that reflect modern science, current understanding of welfare, and community expectations.

Our Fair Go for Animals six-point reform framework is focused on fixing the systemic failures that allow cruelty to persist. By decoupling animal welfare policy from agriculture departments, building independent governance frameworks, and enshrining sentience in law, we can improve the lives of millions of animals in Australia.

National animal welfare standards determine how the majority of animals in Australia are treated, yet the process behind how they are set lacks transparency and is often dominated by industry interests.

Without a clear, formalised standards development framework, decisions are often made on an ad hoc basis, with limited input from independent experts, the latest science, or indeed the public. This has allowed harmful practices, like intensively farming ducks without access to open water, to continue — even when the science shows it causes suffering.

If we want better outcomes for animals, we need to fix how the decisions are made.

Establishing a formalised, consistent approach to standards development, backed by law, will increase transparency, build public trust, and result in improved welfare outcomes for animals.

The national agreement to phase out battery cages was an important milestone for animal welfare reform in Australia. But national agreements alone do not deliver change for animals.

For the end of battery cages to become reality, each state and territory must turn that commitment into legislation with enforceable standards – and many jurisdictions are yet to do so.

This issue highlights a broader policy challenge in animal welfare reform – public commitments are only meaningful when they are backed by clear implementation timeframes, accountability, and legislative action. Without follow-through, promised reforms risk remaining delayed while animals continue to suffer under outdated systems.
