The recommendations were informed by the NDARC systematic review team, which prepared evidence for discussions by the WHO Guidelines Development Group.

They shall grow not old, as we that are left grow old;
Age shall not weary them, nor the years condemn.
At the going down of the sun and in the morning
We will remember them.
Today we observe Remembrance Day. We will remember them.
Join us in a minute of silence at 11 am today.

The Penington Institute has released Australia's Annual Overdose Report for 2025, aligned with International Overdose Awareness Day. This occasion serves as a poignant reminder to honour those who have succumbed to overdose and to acknowledge the profound grief experienced by families and communities throughout Australia.

It is important to note that this report includes references to death and su***de, which may be distressing to some readers.

The report reveals that there were 2,272 fatal overdoses in Australia in 2023, averaging more than six deaths per day. For context, the national road toll during the same year was 1,315 deaths, underscoring the significant impact of overdose incidents.

Each statistic reflects an individual, a family, and a community grappling with the aftermath of these tragedies. These figures highlight the urgent nature of this issue, reminding us that they represent not just numbers but lives lost and futures irrevocably altered.

The report emphasizes several critical areas that require attention to address this pressing concern, urging all levels of government to:

1. Strengthen and modernize drug laws to prioritize harm reduction and public health over punitive measures.
2. Expand access to harm reduction services, treatment options, and support for individuals who use drugs.
3. Invest in evidence-based prevention initiatives that work to decrease risks and enhance community resilience before issues arise.
4. Ensure equitable responses, particularly in addressing the disproportionately adverse impacts faced by Indigenous Australians and individuals in disadvantaged communities.

The benefits of reducing overdose deaths are significant, including alleviating family grief, maintaining community cohesion, and restoring countless years of potential.

This report serves as a powerful reminder that overdose is preventable. With strong leadership, strategic investment, and a commitment to evidence-based practices, Australia has the opportunity to meaningfully decrease these alarming numbers.
