Historically the name 'Neutral Bay' arose from foreign man-of-war ships being required to berth in a “Neutral Harbour” away from Circular Quay in the early days of the colony, as the English Settlement under Captain Arthur Phillip wasn’t sure whether they were at war with the country of Origin of these ships or not.
