Port Stephens Classic Automobile Association Welcome to the Port Stephens Classic Automobile Association. We are a "special interest" classic car This Association was incorporated on 1st.

February 2004 (having adopted the Model Rules for Associations Incorporated under the Associations Incorporation Act, 1984) after a number of founding members (Classic car enthusiasts) met and discussed the desire to form a Classic Car club; the main objective being that we all wanted to meet and discuss/admire each others Classic cars. These founding members were not into “Show and Shine” events

but more the admiration and respect for each others Classic cars. While we do have a limited number of display events, each year, we are more inclined to short/long drives because that is part of the fun of owning a Classic car. The word automobile was used because some potential members at the time owned Classic motor bikes and trucks/utes. A general interpretation of what constitutes a “Classic Car” (a term frequently used to describe an older car) could be an extract from the American interpretation. “A motor vehicle, but not a reproduction thereof, manufactured at least 15 years prior to the current year which has been maintained in or restored to a condition which is substantially in conformity with manufacturer’s specifications and appearance”. The Management Committee reserves the right to consider vehicles that are less than fifteen (15) years old, but may still be considered a classic.

The VSCCS licenses competent people to inspect non-standard vehicles and certify compliance with the relevant vehicle safety standards.
The VSCCS authorises a licensed certifier to assess vehicles and modifications in specific licence categories. This allows certifiers to work according to their competence.

Any fit and proper person with relevant qualifications and experience in the automotive industry can apply. Certifiers use an online system to electronically issue VSCCS Compliance Certificates.

Note:

Engineering Certification Scheme (ECS) certificates are no longer accepted by Transport for NSW for registration purposes.
Only individuals can apply – businesses cannot be licensed under VSCCS.

Light vehicle standards
Transport for NSW is responsible for administering the vehicle standards that apply to all light vehicles.
Light vehicles are defined as:
motor vehicles with a Gross Vehicle Mass (GVM) of 4.5 tonnes or less
trailers with an Aggregate Trailer Mass (ATM) of 4.5 tonnes or less.
The requirements for light vehicles are outlined in the Road Transport (Vehicle Registration) Regulation 2017.
The regulation includes vehicle standards requirements made under:
Australian Design Rules (ADR) which are the national construction and performance standards for new and used road vehicles
adopted standards for vehicle components/systems (eg glazing, alternative fuels).

Vehicle standards resources including guidelines for retrofitting seatbelts to pre-ADR vehicles come into effect on 1 July 2026.

Take some time to review the documents related to updates to vehicle standards for inspections of modified and some pre-Australian Design Rules vehicles.

Ensure Transport has up-to-date records for your vehicle club. Notify us of any changes as soon as possible.

This includes updates to your club’s contact information, as well as the names of those designated as Responsible Person(s) or Scrutineer(s). Clubs may have more than one Responsible Person or Scrutineer, and keeping this information current is essential for compliance with the registration process.

The Responsible Person(s) or Scrutineer(s) play a key role in the Transport Historic Vehicle Declaration form, ensuring that vehicles meet the eligibility criteria for the Historic Vehicle Scheme (HVS).

By signing the form, they certify that the vehicle complies with HVS requirements and aligns with Transport's guidelines. Their endorsement confirms the vehicle's suitability for historic registration, helping to uphold the scheme’s integrity by ensuring that only eligible vehicles are approved.
