Human Capital Project

Human Capital Project HCP currently works with the University of Management and Economics (UME), at their Battambang and Kampong Cham campuses.

Human Capital Project (HCP) is an Australian based non-profit organisation that offers personal equity financing to poor Cambodian students who want to go to university. The staff of HCP is made up entirely of volunteers, including John Humphreys (Director), Srun Sarak (UME-KC contact) and Cham Sam An (UME-BB contact). We have also one intern at each university. HCP is overseen by a volunteer mana

gement committee which includes John Humphreys (President), Rachel Connor (Secretary), Parvinder Kler (Treasurer), Alexander Willemyns (Vice President), Dr Joseph Clark, Prof Jason Potts, Jessica Musulin, Cassandra Wilkinson, Dr Peter Rohde, and Marta Ferguson. Additionally there are three subcommittees - admin, finance and operations. These are run by a number of volunteers, and are led by the secretary, treasurer and VP respectively. There is also an informal board of advisers who are experts on Cambodia, including Kong Pov, Willem Paling, Hong Keasar, Phann Sophon, and Muon Veasna. Membership is available for $20 per year.

Following ongoing discussions for the last year, we are happy to announce that HCP will be merging with The Bodia Group in the coming months.

The two organisations are similar in terms of goals and activities, and have been cooperating for the last couple of years. Specifically, while the HCP micro-finance to rural Cambodia has been decreasing over recent years it has been replaced by a new (slightly different) micro-finance agreement being operated through a partnership of HCP, Bodia Group, and our partner university in Cambodia.

Looking forward, all parties agreed that the future lay in continuing cooperation, which is best done as a single organisation. Please follow The Bodia Group directly to keep up to date with future activities.

The money donated will be used to fund poor Cambodian students so that they can attend university, with our main partner university being UME Kampong Cham. When they graduate, if the HCP recipients get a benefit from their university education, then we ask them to "pass it forward" and help future students. None of your donation will go towards administration, and HCP is entirely run by volunteers.

This TV news story is in Khmer, so non-Cambodians won't understand most of what's said, but they do mention the Human Capital Project and our President Dr John Humphreys by name, as well as UME Kampong Cham and it's President H.E. Muon Veasna. There is also video footage of HCP Operations Manager Binn Chanveasna and Operations Officer Elise Schmidt.

The first part of the news story was from a seminar hosted by Fulbright and Undergraduate State Alumni Association of Cambodia (FUSAAC), which included short presentations from Muon Veasna and John Humphreys. The second part of the story was from the HCP meeting with continuing students.

Did you know that one of the earliest examples of "personal equity" finance was introduced back in 1960 involving Cassius Clay?
The "Louisville Sponsoring Group" consisting of 11 prominent Louisville businessmen entered an agreement to pay Clay $10,000 and cover his travel and training expenses whilst in return, Clay agreed to pay 50% of his income over $4000 for the next 6 years.
The investment into Clay's boxing career guided Clay to his meteoric rise to becoming a historic heavyweight champion, well-known as "the greatest" Muhammad Ali
One of the best-known figures of the 20th century.

Believing that education is the only way that can change her life, Ponlok Sidet decided to apply for HCP financing in order to pursue her bachelor's degree at the University of Management and Economics, UME.
She had discovered HCP back in 2008 after she completed high school and once she understood how it works, she made a crucial decision that would bring a positive impact in her life forever.
After graduating from UME in 2012, Sidet instantly received a job offer from PRASAC and she is now working as a bank teller at the financial institution. She is really delighted with her achievement so far and she’s thankful that HCP has given her a brighter future.

Earlier this week Senator James Paterson made his maiden speech in parliament and very kindly mentioned the work we are doing here at Human Capital Project (HCP). Jump to 6:20 in the below video to listen for yourself.

James has supported HCP for several years, and just before he joined the Senate he also joined our management committee.

We are pleased to have the support of people from across the political spectrum. HCP President John Humphreys was also the founder of the Liberal Democratic Party (LDP), and David Leyonhjelm - Liberal Democrats Senator NSW has been a long time supporter… former Labor staffer Cassandra Wilkinson and former NSW Labor Minister Paul McLeay have been on the management committee for years and have been invaluable in keeping things running… prominent Liberals Tim Wilson (policy analyst) and Senator James Paterson are long-time supporters… and the committee also includes an ex-communist who now supports the Greens.

We might argue about politics on other days, but when it comes to the Human Capital Project we can work together to build a sustainable NGO for the benefit of Cambodian students. Congratulations to Leang Mey, the newest HCP student in Battambang for 2015! Leang Mey will be starting her degree in accounting on 19 October at the University of Management and Economics.

Leang Mey is very excited to start studying, and her father is very proud of her.
