Important AML/CTF Clarification For BAS Agents And Bookkeepers
AUSTRAC has provided important clarification for BAS Agents and Bookkeepers regarding ordinary bookkeeping and payment authority arrangements under the incoming AML/CTF reforms.

The Institute of Certified Bookkeepers and Australian Bookkeepers Association met with senior AUSTRAC officials to discuss how the reforms apply in practice, particularly where Bookkeepers assist with payroll, super and creditor payments as part of a broader bookkeeping or BAS engagement.

The clarification confirms that these ordinary bookkeeping arrangements are not considered a designated service where they form part of a broader bookkeeping or BAS service

The message to the profession: do not panic, but do review your approval processes and authority arrangements.

The ICB Bookkeeping Survey identified that Bookkeepers are finding managing their time and workload a challenge due to increased attention and time required per client.

It found that work is being managed simultaneously, leading to overlapping deadlines, interrupted work, and tasks constantly being restarted, making it harder to bring work to completion.

To address this, ICB resources are providing templates, checklists and guidance to make existing workloads easier to manage.

ICB has lodged a submission to the Future Skills Organisation as part of the review of the Certificate IV in Accounting and Bookkeeping to support job-ready bookkeepers through training reform.

The focus is on ensuring the profession is supported by training that produces job-ready Bookkeepers. It raises the issue of the gap between competency and capability because when graduates can’t apply their skills in real-world environments, it delays workforce capability and increases compliance risk.

The submission highlights key issues and provides key recommendations.
