ACRATH Migrant Support Worker Carla CheFidelia Carla Chung recently visited Warrnambool to meet with Pacific Australia Labour Mobility (PALM) scheme workers, who continue to be a growing and essential part of the local agricultural, dairy, and meat processing industries. These workers, primarily from Timor-Leste, Fiji and Vanuatu, are addressing regional labour shortages and contributing significantly to the local economy. Currently, approximately 410 Timorese people are employed by The Midfield Group in the Warrnambool area.

During her visit, Carla participated in the Celebration and Mass presided over by Father Lawrie O’Toole marking the 24th anniversary of the Restoration of Independence of Timor-Leste (20 May 2002 – 20 May 2026). The event was attended by Her Excellency, the Ambassador of Timor-Leste to Australia, and members of the local Timorese community. Following the celebration, the Ambassador visited The Midfield Group, where they met with company owners and management, and had the opportunity to observe the Timorese workers in their roles.

Carla engaged directly with the workers, offering support for their well-being, providing information about their safety and rights, and worked to strengthen connections between the Midfields Group Welfare Officer, the workers and representatives from Timor-Leste.

The celebration was also attended by workers from other countries, including Indonesia, the Philippines, Fiji, Taiwan and Vanuatu.

This week marks three years since an independent review recommended strengthening Australia’s modern slavery laws. Yet the laws are still failing to protect workers from harm. Behind global supply chains are real people, the people who produce our food, clothing, and technology, and too many are being seriously exploited.

ACRATH, alongside more than 100 signatories across investors, unions, business, civil society, academia and survivor advocacy, is calling on the Australian Government to reform Australia’s Modern Slavery Act and ensure businesses take meaningful action to protect human rights in their supply chains.

Because reporting alone isn’t enough.

Migrant support worker Carla Chung Carla CheFidelia , together with host H.E. Ines Almeida, Timor-Leste Ambassador to Australia, shared important insights and information reflecting the voices of migrant workers, both past and present.

Current PALM Scheme workers also participated in the discussions, sharing their experiences and perspectives and offering valuable insights to frame the focus for understanding opportunities for any improvement within the scheme.

Large company: HALBA — the first large company in Chocolate Scorecard history to score green in every category.'

Small company: Original Beans — the highest overall score of any participating company.

This year, Mondelēz declined to participate in the Chocolate Scorecard. They refused to answer questions about child labor, deforestation, and whether the farmers growing their cocoa earn enough to live on.

ACRATH welcomes the Australian Government’s decision to launch an internal review of the Training (subclass 407) visa program. This follows the Coronial Inquest into the tragic death of Mr Jerwin Royupa, a case that ACRATH has been actively following and advocating for.
