Environment Protection Reform Consultation: subordinate legislation.

Overview

The Australian Government’s Environment Protection Reform Bills were passed by the Australian Parliament on Friday 28 November 2025.

The reforms implement the key recommendations of the 2020 Samuel Review. Some parts of the new laws have already commenced while others continue to be rolled out in stages.

Once fully implemented, these reforms will deliver:

stronger environmental protection and restoration

more efficient and robust project assessments

greater accountability and transparency in decision making.

The next stage of the reforms will set up the future environmental regulation system for success. Two key reforms that will commence under the law on 1 July 2026 are:

the establishment of the National Environmental Protection Agency (National EPA)

the statutory head of Environment Information Australia (EIA).

We are consulting on the policy settings for new or updated rules and regulations that:

support a smooth transition to the new National EPA

provide more certainty for projects and environment protection

reduce duplication across different regulatory systems

We are proposing that these supporting laws come into effect on 1 July 2026.

To support this consultation we have released draft regulations. We have extended the consultation period to give stakeholders time to review these.

Parliament made changes to Australia’s national environment protection laws in November 2025. We are consulting on detailed policy settings that put the new laws into practice and the date that they take effect.

To the Honourable the Members of the Legislative Assembly/Council:

Those of us in Melbourne’s Western suburbs are deeply under-served by the existing bus network.

Taking a piecemeal approach is not enough. We urge you to commit to transformational network reform as detailed by the WestBus plan. In this plan, buses run frequently (every 10-15 minutes during the day), in a connected grid across the Outer West.

Current bus services are slow, unreliable and have long winding routes that make them impractical for most commuters. Many populated areas in the Outer West have no services at all. As a result:
We pay more for fuel and other car costs.
We waste more time commuting, either through slow services or heavy traffic.
We are more isolated.
We lack access to critical services, education, work and community.

We live in one of the fastest growing regions in Australia. Without a frequent and connected bus network, these problems will only get worse.

For these reasons, buses will be one of my top three priorities in the November election. We are counting on your support.

Located at Stadium Drive, Keilor Park, the centre is open:

In this ongoing fuel crisis, Melbourne's transport infrastructure is under increasing pressure. The cost of fuel is impacting so many parts of our lives, and even with the much needed reduction in fares, the underlying infrastructural weaknesses are becoming clearer than ever.

Sustainable Cities has been hard at work this month to work with community leaders and transport experts to push Better Buses up the priority list in the upcoming state budget, and ramp up the pressure in the upcoming state election.

If you live in the west, we urge you to sign our open letter to put pressure onto candidates ahead of the state election, showing them that transformational reform for the network in Melbourne's west is needed now.
