Notice of Public Consultation: Proposed Development in the Western Port Green Wedge

For those with an interest in the protection and future of Green Wedge land, the following planning proposal may be relevant.

This post is shared for information purposes only. Comments have been turned off to ensure the focus remains on notifying community members who may wish to review the proposal and make a formal submission, either in support of or in opposition to the application.

There are five days remaining for public consultation, with submissions closing on Friday 19 December 2025.

We were advised of a large scale place of worship permit application for land formerly known as the Five Star property, located at 1390 to 1410 Western Port Highway, Cranbourne South, within the Western Port Green Wedge.

The proposal involves a 34 hectare, $250 million temple precinct, known as the Akshardham Maha Mandir, on a 44 hectare site. According to the referral documentation, the development includes a major temple structure and multiple supporting buildings such as welcome centres, congregation halls, exhibition spaces, a café, and a gift shop. Approximately 1,500 on site car parking spaces are proposed.

Estimated patronage is: • 2,200 to 2,800 people on weekdays
• 4,500 to 5,000 people on weekends
• Up to 10,500 people on peak days

Proposed operating hours are 9.00 am to 8.00 pm, Tuesday to Sunday.

The proposed precinct includes internal road networks and lighting and represents one of the largest development proposals currently under consideration in the Green Wedge. Referral documentation indicates the project would involve native vegetation removal, wetland removal, and drainage and earthworks.

The application is currently under assessment by the Australian Government under the EPBC Act. Public submissions close Friday 19 December 2025.

Community members are encouraged to review the proposal documentation and lodge a submission via the EPBC public portal. The link is provided in the post information.

This is a straightforward submission process, and it is important that feedback is provided while public consultation remains open. After 19 December, further community consultation opportunities may be limited or unavailable.

1,100 koala culled. That doesn’t include pouch or back riding young koala. There needs to be accountability for the years of mismanagement that lead to this horrendous state of affairs.

The petition of certain citizens of the State of Victoria draws to the attention of the Legislative Council the Department of Energy, Environment and Climate Action (DEECA)’s recent covert aerial culling of approximately 750 koalas in Budj Bim National Park following a fire.
