FEDERAL BUDGET 2026 AND WHAT IT MEANS FOR PARTICIPANTS ON THE NDIS

Brief overview!
The 2026 Budget does not change your NDIS plan today — it focuses on long‑term reforms, stronger services, and easing cost‑of‑living pressure.

1. Your NDIS Plan No changes to:

Your current plan
Your funding
Your supports
Your eligibility
Your review dates

What’s coming in future years
The Government continues preparing for:

A new planning framework (expected from 2027).
Clearer rules for what is “reasonable and necessary”.
Better coordination between NDIS and mainstream services.
More consistent decision‑making.
Nothing changes for participants right now.

2. Cost‑of‑Living Support
While not NDIS‑specific, some measures may help participants and families:

Cheaper medicines through reduced PBS co‑payments.
Energy reliability investments to stabilise bills.
Tax offsets for working participants and carers (from 2027–28).

3. Housing and Home Modifications
The Budget includes major housing reforms that may indirectly affect participants:

More funding to support up to 65,000 new homes
Incentives for new builds (negative gearing changes)
Reforms to help 75,000 more Australians buy a home
NDIS home modifications, SDA, and SIL rules do not change.

4. Health, Hospitals & Aged Care
These changes support people with disability who rely on mainstream services:

$25 billion extra for public hospitals.
More aged‑care beds and home‑care packages.
More investment in mental health and regional health access.
This may reduce wait times and improve access to essential services outside the NDIS.

5. Workforce & Support Worker Availability
The Budget invests in:

Skilled migration for care, health, and disability sectors.
Faster skills assessments for trades and essential workers.
Training and workforce development.
This is aimed at improving support worker availability over time.

6. Transport, Community & Inclusion
While not NDIS‑specific, the Budget includes:

Funding for community infrastructure
Transport upgrades
Local services that support participation
These improvements help participants engage more easily in community life.

7. What Stays the Same for Now
Your plan continues as normal

You can still request plan reviews.
Supports remain unchanged.
Eligibility rules remain unchanged.
No new participant costs or co‑payments.

8. What Support Coordinators Should Know
No immediate operational changes

Continue preparing strong evidence for reviews

Keep participants informed but not alarmed

Expect more detail on NDIS reforms later in 2026–27

What is happening right now with the NDIA and Current and New Plans.

NDIS – What’s Happening
- No immediate changes to the NDIS.
- Your current plan, funding and supports continue as normal.
- If you have questions about your plan or spending, your team can help.
- Proposed changes must pass Parliament before becoming law.

Key Changes Expected in 2026
- Unscheduled plan reassessments limited
- Harder to request
- Only approved in significant changes of support needs
- Plans unlikely to change outside normal review dates

- Plan funding rollovers ending
- Unspent funds will not carry over into new plans
- Aims to match funding more closely to current needs

- Some budgets may reduce from 1 October 2026
- Likely reductions in Social, Civic & Community Participation
- Likely reductions in Capacity Building daily activities
- Critical care and daily living supports will not be affected

- Provider and system changes
- From 1 July 2026, SIL and platform providers must be registered

Changes Expected in 2027
Reasonable and necessary tightened
- From 1 February 2027
- More consistent criteria across all plans and reviews

- New planning framework
- Starts 1 April 2027
- New tools to assess support needs and set budgets
- Gradual transition for existing participants

- More provider registration
- From 1 July 2027, especially for higher risk supports

- Plan management changes
- From 1 October 2027
- You can still choose your plan manager
- Must be selected from an approved list

Changes Expected in 2028
- Access and eligibility changes
- Based on functional impact, not diagnosis

- Clearer rules between NDIS and mainstream services
- Health, education and community supports clarified

- Foundational supports introduced
- Delivered by states and territories
- Available to people with disability with or without an NDIS plan

- Support coordination changes
- From July 2028
- Participants choose coordinators from a vetted government panel
- Limited detail available so far

How These Changes Become Law
- Minister introduces a bill to Parliament (expected May 2026).
- Bill is debated and voted on in both houses.
- Governor General gives final approval (royal assent).
- Timeline and details may change during this process.

What You Can Do Now
- Review your plan, goals and spending.
- Check when your next plan review is due.
- Book a free “Understand Your NDIS Plan” session if needed.
- Stay updated through reliable sources (not social media).

Too all those Participants who are feeling overwhelmed or stressed about the changes coming to the NDIS. You’re doing the best you can in a time where there’s a lot of noise, mixed messages, and uncertainty about the NDIS.
It’s completely okay to feel unsure.
Most of the changes people are talking about are still years away, and many details haven’t even been decided yet. Nothing major is happening right now, and you won’t be left to figure things out alone.
For our Deaf community members, we know written information can sometimes feel unclear or too complicated, especially when updates are full of new terms and government language.
It’s always okay to ask for things to be explained in Auslan, in simpler words, or step by step.
You deserve information that makes sense to you. If anything feels confusing, overwhelming, or worrying, reach out — we can go through it together in a way that feels comfortable and accessible.

Please know, you’re supported, you’re not alone, and we’ll walk through every change side by side. 🙌🤟
