HAS COUNCIL THROWN THE BABY OUT WITH THE BATHWATER?

Councillors are elected to make decisions on our behalf and the Huon Valley Residents and Ratepayers Association (Inc) - HVRRA - only questions issues to do with governance or decisions that appear to lack transparency or ignore community consultation. Two recent decisions have been controversial.

Council has decided to disband the longstanding hall management committees. For many years volunteers raised funds for and maintained these facilities and some now feel that this valuable community building effort has been undermined. Council maintains that relying on volunteers exposes it to unacceptable financial risk but some critics suggest that this has been exaggerated. HVC plans to engage part time caretakers and has introduced an online booking system that has suffered some teething problems. We have yet to see how this centralised takeover of our community's local facilities will work out in practice.

Another issue of concern to HVRRA is the decision to revoke 27 plans and strategies. HVRRA requested that councillors delay their decision for a month to allow them to consult with their communities - but they went ahead regardless.

Some of these policies are certainly past their 'use by date' and it makes sense that they be revoked but some were award winning plans or have only recently been endorsed by council and were developed at considerable expense and after significant community consultation (for details see pages 49-55 of the minutes of the July meeting). Even the recently endorsed Waste Avoidance and Resource Recovery Strategy was revoked rather than being reviewed and updated.

'Omnibus' decisions like this sometimes have unintended consequences and HVRRA is seeking further clarification hoping to better understand the reasoning and potential impacts before our AGM on September 16th (details in advertisement).
