NDIS reforms: What’s changing?
The NDIS is entering another significant period of reform, with the *NDIS Amendment (Securing the NDIS for Future Generations) Bill 2026* now passed by the Senate.
The changes are intended to strengthen the Scheme, improve sustainability, reduce fraud and strengthen safeguards — while keeping the NDIS focused on people with permanent and significant disability.
For participants, families, carers and providers, some of the key areas to be aware of include:
🔹 Changes to NDIS access
From 1 January 2028, new access decisions will progressively move towards a standardised, evidence-based assessment of functional capacity.
🔹 Changes for existing participants
People already accessing the NDIS will be progressively reassessed against the new criteria from 2028, over a three-year period.
🔹 Greater focus on how funding is used
The reforms introduce clearer rules around NDIS-funded supports and how plans and funding are managed.
🔹 Stronger provider oversight
There will be increased oversight, stronger compliance measures and changes to provider registration and payment systems.
🔹 Changes to Support Coordination and SIL
The Government is progressing new approaches to Support Coordination and home and living supports, including commissioning arrangements for some SIL services.
🔹 More safeguards and stronger integrity measures
The reforms include measures aimed at reducing fraud, conflicts of interest, exploitation and misuse of NDIS funds.
Importantly, not all changes happen immediately. Different reforms have different commencement dates, and further consultation and implementation work will occur over the coming years.

The National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026 (the Bill) will make changes to the National Disability Insurance Scheme Act 2013. These changes will protect the NDIS for people with permanent and significant disability.
