Urgent call for Members to sign on by COB Wednesday!

This Thursday, QAMH is submitting a letter directly to the Queensland Treasurer and we want as many member voices behind it as possible.

We're calling on the Government to fund the 4.75% Fair Work wage increase for community services workers.

Workers deserve this pay rise. But for our members (not-for-profit providers locked into fixed government contracts) wages already make up 70% to 80% of operating costs. Without a funding uplift to match, this increase lands on providers who are already stretched to their limits.

Your name on this letter matters. The more of us who sign, the stronger our message to Government.

To add your organisation, email [email protected] by COB Wednesday and include your logo if you'd like it featured alongside our other members.

We’re also watching the Commonwealth and NDIS funding picture closely. We're currently in touch with our national peaks to see whether they're planning a similar push at the federal level. If they're not, we'll be writing our own letter to the Commonwealth. Watch this space.

Final decision on the SCHADS Award gender undervaluation review.

The Fair Work Commission’s SCHADS Award decision is an important step toward addressing gender-based undervaluation across our sector.

Queensland Alliance for Mental Health welcomes the recognition of lived and equivalent experience as a valid basis for classification, a reform we strongly advocated for.

While the decision advances pay equity for the care and community services workforce, providers must receive adequate funding to meet increased Award obligations.

Community based mental health services cannot absorb rising wage costs within existing funding arrangements. Every dollar of increased wage costs must be matched by government funding to protect essential mental health services.

Queensland Alliance for Mental Health recently attended the Queensland Mental Health Commission’s (QMHC) 2026 Leading Reform Summit, joining sector leaders, policymakers, and lived experience representatives to shape the future of mental health reform in Queensland.

Over two days, our team took part in discussions, collaborative workshops, and forward-looking conversations. We were also proud to contribute to the panel, The 2026 Reform Landscape: Positioning Queensland for the Future, sharing insights on the opportunities and challenges shaping the sector.

The Summit was an opportunity to reconnect with members, peers, and colleagues, sparking meaningful conversations, fresh ideas, and valuable collaborations.

A big thank you QMHC for hosting such an inspiring event and to everyone who shared their expertise and passion for reform. Events like this showcase the impact of working together to drive better outcomes for Queensland communities.

Queensland Alliance for Mental Health supports NDIS reform that is sustainable, inclusive and centred on people.

In our submission to the Senate inquiry into the NDIS Amendment Bill 2026, we advocate for genuine co-design, strong safeguards and a carefully planned approach to reform that supports people throughout the transition. We also highlight concerns about the timing and design of proposed changes, including ensuring supports remain in place while alternatives are established.

QAMH has made nine recommendations to help deliver positive outcomes for people living with psychosocial disability, their families and communities.

Thank you to all members who contributed their expertise and insights within a very short consultation period, helping to strengthen QAMH's advocacy.

As one of the peak bodies consulted during Queensland's mental health levy audit, we've been watching this process closely. The report was tabled last Friday and here's what it found:

✅ The levy is raising more than expected - the levy has raised $1.2 billion and is now projected to raise $558 million more than originally estimated
❎ Most of it has gone to specialised services: $1.5 billion has gone to the specialised treatment end of the system through Better Care Together and around $392 million has gone to NGOs
❎ The levy has no coordinated whole-of-system governance: No entity is responsible for planning how funding should be distributed across the continuum of care. No entity has oversight of whether the levy as a whole is achieving its intended purposes
❎ There are 3 different interpretations across Treasury, Health, and the QMHC about what the levy can legally be spent on meaning some funded initiatives may not align with its legislation
❎ The levy funding has been used to replace existing base funding for at least four Queensland Health initiatives worth $16.57 million per year. This raises questions about whether the levy is delivering a genuine net increase in investment in the sector, as it was intended to do
❎ The audit found the Department did not always inform funded entities (including NGOs) that their funding came from the levy or explain its prescribed legislative use
❎ The Department does not yet know whether the levy is contributing to intended outcomes. Its evaluation framework wasn't finalised until year three of a five-year plan, baseline data collection was delayed, and the framework specifically excludes measuring improvements to mental health and wellbeing

All five recommendations were accepted by both Queensland Treasury and the Department of Health with implementation targeted for Q1 2026-27 for Treasury and Q2 2026-27 for Health:

☑️ Treasury to establish whole-of-levy governance, clarify the scope of the levy's use, and introduce transparent public reporting
☑️ Treasury to implement an internal policy for administering levy funding and deferrals
☑️ Treasury to provide clear guidelines to all funded entities about conditions, compliance, and reporting
☑️ Health to improve governance across all its levy allocations — not just Better Care Together
☑️ Health to progress evaluation of Better Care Together and strengthen joint regional planning

This report is independent confirmation of what the community-managed sector has been saying. The levy was designed to reform Queensland's MHAOD system but without whole-of-system planning, transparent reporting, or genuine investment across the continuum, reform won't follow funding. QAMH will be monitoring implementation of these recommendations and advocating for our sector to have a voice in the governance arrangements now being developed.
