The Local Community Services Association (LCSA) is the peak body of Neighbourhood and Community Centres in NSW. Formed in 1974, it continues to resource and support members to grow as community development organisations, and to advocate and represent them amongst government and policy makers.

These centres run food programs, connect isolated people, support families in crisis, and show up when disasters hit - all without dedicated core funding from the NSW Government.

With the NSW State Election just months away, we’re calling on all parties and candidates to commit to sustainable core funding for every NCC in the state.

175 neighbourhood and community centres. No core funding.

Every week, communities across NSW rely on their local centre for support, connection and a place to turn. But NSW doesn’t provide core funding for the work that keeps their doors open.

4,124 volunteers every single week totalling 1.2 million hours a year.

That’s the scale of the volunteer effort behind NSW’s Neighbourhood and Community Centres - people showing up week after week to keep their local centre running, often alongside a workforce stretched thin by short-term funding.

Our 2026 Member Census Report puts a number on what that effort is worth: an estimated $67 million in value delivered to the state, calculated using the same replacement-cost methodology used across the sector.

Volunteers aren’t filling gaps around the edges of these centres - they’re part of the core infrastructure. And like the rest of the sector, that infrastructure needs a funding model that matches its scale.

We asked community leaders from across NSW, and their answers say it all. Neighbourhood and community centres are the heart of local communities, but without secure, ongoing core funding, many could lose the capacity to deliver.

The NSW and Australian Governments have launched Thriving Kids websites with information, explainers and supports for families and carers of young children with developmental delay or neurodevelopmental differences.

📞 National phoneline: 1800 882 436 (or video call), 7am to midnight, 7 days. Free advice from maternal and child health nurses on child development and behaviour.
