We are a registered not-for-profit Neighbourhood House & Learn Local organisation providing a wide range of community services & learning opportunities to support the needs of our local community. Our programs and activities include emergency food relief, social and peer support groups, arts and crafts, workplace training, pathways to further study and employment, and a productive community garden

. We have a number of community spaces available for use and hire suitable for meetings, training and social gatherings. We offer many opportunities for volunteer participation in all aspects of our activities and welcome the involvement of our local community. Our Story

The Phillip Island Community and Learning Centre Inc. opened its doors in February 1982 in a house in Settlement Rd, moving to Wyndham Ave at the start of 1984 and re-locating to the current Church St.

We are an incorporated not-for-profit community organisation providing a wide range of community services and learning opportunities to support the needs of all age groups on Phillip Island and surrounds.

​Our diverse range of programs and activities offer everything from age-old arts and crafts, to pathways for further study and employment. Each week members of our community enjoy our safe, friendly and stimulating environment in which every individual is informed and empowered to achieve to their full potential.

​PICAL provides a vital service to those who find themselves experiencing financial hardship through our emergency food relief service known as PICAL’s Phil Dixon Pantry, as well as support through services such as counseling, free hearing tests, employment services and a Centrelink Agency. There is a number of community spaces available for use and hire suitable for meetings, training, social gatherings and community groups. In addition, the PICAL Community Garden is a local food project, with opportunities for activities such as organic vegetable and fruit growing workshops, food swaps, access to local fresh produce and a great venue for meeting like-minded people.
