Community Action for Better Living Inc. CABL (formerly BCWS) is a wellbeing and support hub for the community in Sydney’s Inner West. Community Action for Better Living Inc.

(formerly Burwood Community Welfare Services Inc.) is a wellbeing and support hub for the community in Sydney’s Inner West. We offer a variety of integrated and complementary services that provide practical and emotional support to the disadvantaged, vulnerable and at-risk members of our community, including:

CABL is an incorporated charity registered with the ACNC and a tax deductible gift recipient. We believe in the rights of people to:
make choices in their own lives and maintain their independence;
dignity, respect, privacy and confidentiality;
be valued as individuals; and
access services on a non-discriminatory basis. Our mission is to provide practical and emotional support to the disadvantaged, vulnerable and at-risk members of our community. Our vision if for a just and inclusive society that values every individual equally, recognising and affirming those in need.

We're excited to announce the launch of Stepwise Community Services, bringing together Metro Assist and Community Action for Better Living (CABL)!

Same reliable team, same commitment to the communities we've supported for more than 90 years combined, just one shared name and a stronger voice for the work ahead.

Most of our services will now be delivered under the Stepwise Community Services name. Meals on Wheels will continue to be delivered by Community Action for Better Living (CABL) while existing funding arrangements remain in place.

Why Stepwise? Because real change happens one step at a time, and that's exactly how we work alongside the people and communities we support.

We're grateful for the trust our communities have placed in us over the years, and we can't wait to continue that work together under Stepwise.

Our settlement programs are designed to equip newly arrived migrants, refugees, and humanitarian entrants with the confidence, knowledge, and tools they need to thrive in Australia.

At Metro Assist, we deliver culturally safe, person-centred, and innovative support informed by lived experience and deep community insight. We don’t believe in a one-size-fits-all approach. Instead, our clients receive tailored assistance that strengthens their independence, resilience, and active participation in local life.

We’re so grateful for the trust the community puts in our team. Here is a look at the impact of our work over the past 12 months:
• 1,215 people received settlement support
• 2,400 referrals to support services
• 4,382 casework sessions delivered
• 226 group sessions and community activities hosted
