Filipino Community Council of Victoria Incorporated

Filipino Community Council of Victoria Incorporated The Filipino Community Council of Victoria, Inc. (FCCVi) is the peak and umbrella body of Filipino organisations in Victoria Australia. OUR SERVICES

I. II.

(FCCVI) is a duly incorporated non-political, non-stock, non-profit, and benevolent community service organisation, founded in 1988. FCCVi is recognised as the peak and umbrella body of the Filipino organisations in Victoria. Its existence came about as a direct request from the Australian Government in the late 1980s through the then Minister of the Department of Immigration to be the primary con

tact in communicating and collaborating with individual Filipino organisations rapidly increasing at that time. This portrays one of the fundamental functions of FCCVi's existence, that is, as a mandated entity to represent the Filipino community in Victoria and serve as an active partner of the Commonwealth and State Governments and other mainstream agencies in providing information, support and access to community and welfare services to as many constituents as possible who are of Filipino background. Being responsive to the changing and growing needs of the Filipino community, and the shifting of government’s priorities, the late Ms. Connie San Jose successfully applied for government’s funding to establish the aged care services of FCCVi. FCCVi is the pioneer ethno-specific provider of community aged care services to Filipinos in Victoria for more than two decades now. Our Vision
To build a strong Filipino-Australian community. Our Mission
To support and facilitate the unity, growth and development of the Filipino-Australian community and migrant Filipinos in the State of Victoria. AGED CARE SERVICES

1. Commonwealth Home Support Programme (CHSP)
The Commonwealth Home Support Programme is an entry level home help program for older people who need some help with daily tasks to live independently at home and in the community. FCCVI offers social support through its Social Support Groups (SSG) and Social Support Individual. At present, we have five (5) organized Social Support Groups in Brooklyn, Epping and Craigieburn, and we are looking forward to form more groups throughout Victoria. FCCVI provides socialisation through various social activities and friendly visits to reduce isolation, and opportunities to meet people who share common interests and culture. Transport services are also provided to SSG members.

2. Home Care Packages (HCP) Programme
The Home Care Packages are individually planned and coordinated community care services provided to older people with complex care needs over the age of 65, or those with disability, to live independently in their homes. FCCVI uses a Consumer Directed Care (CDC) approach where clients have greater choice, flexibility and control over the types of care, and the delivery of those services. Four levels of support:
▪Home Care Level 1 provides basic care needs
▪Home Care Level 2 provides low level care needs
▪Home Care Level 3 provides intermediate care needs
▪Home Care Level 4 provides high care needs

The types of services you can access under a home care package are based on your individual needs, and these are agreed between you and the provider. The services may include, but are not limited to:
√ Personal Care Assistance
√ Domestic Assistance
√ Home Maintenance and Modification
√ Gardening
√ Nursing Care
√ Allied Health and Therapy Services
√ Food Services
√ Social Support
√ Transport Services
√ Respite Care Services
√ HOME Visitation
√ Equipment and Assistive Technology
√ Case Management

To access our CHSP and HCP services, you may also seek help from friendly FCCVI staff with your My Aged Care registration so you can be assessed for supports and services we offer within
our organisation.

3. Brokerage Program
The FCCVI Brokerage Program assists mainstream agencies in providing culturally responsive care to older adults as well as promotes continuity of care and a holistic approach in care delivery. We provide the same services as with the Community Home Support and Home Care Package Programmes describe above. Community Services

FCCVi Welcomes Liberal and Nationals Commitment to Strengthen Food Security and Community Support

The Filipino Community Council of Victoria Inc. (FCCVi) warmly welcomes the announcement made tonight by Shadow Minister for Multicultural and Multifaith Affairs, Evan Mulholland MP, during our 128th Philippine Independence Day Celebration, committing $150,000 per year over four years to support FCCVi’s Multicultural Food Security & Community Capability Project should the Liberal and Nationals form government.

This significant commitment recognises the growing needs of vulnerable individuals and families facing cost-of-living pressures across Victoria and acknowledges the vital role that community-led organisations play in providing practical support where it is needed most.

For many years, FCCVi has worked tirelessly to support multicultural communities, seniors, international students, and families experiencing hardship. This investment would enable us to expand culturally responsive food relief, strengthen nutrition outreach for seniors, and enhance emergency support services for those struggling to make ends meet.

We thank Jess Wilson MP, Evan Mulholland MP, Wayne Farnham MP, and the Liberal Party of Australia and Nationals team for recognising the value of grassroots community organisations and for their commitment to supporting initiatives that foster dignity, inclusion, and resilience.

As we celebrate 128 years of Philippine independence, this announcement served as a powerful recognition of the Filipino community’s contribution to Victoria and our ongoing commitment to serving the broader community.

FCCVi looks forward to continuing to work collaboratively with stakeholders across all levels of government to address food insecurity, strengthen community capability, and ensure that no Victorian is left behind.

Together, we can build stronger, more resilient communities for all. 🇦🇺🇵🇭💕

“One Filipino touches a thousand lives,” Roxanne Sarthou of the Filipino Communities Council of Australia Inc and Filipino Community Council of Victoria Incorporated takes pride on the contributions of Filipinos in Australia and in the world through tangible and intangible care.

For Roxanne Sarthou, President of the Filipino Communities Council of Australia (FILCCA), the true strength of the Filipino diaspora lies not only in its economic contributions, but also in its capacity to build caring, connected, and resilient communities.

Drawing from the experiences of Filipino communities in Australia, she highlighted the value of community service, advocacy, leadership, cultural preservation, and institution-building in strengthening both diaspora communities and society as a whole.

Her remarks underscored that the lasting impact of overseas Filipinos is reflected not only in financial support, but also in the compassion, solidarity, and shared sense of responsibility they bring wherever they are in the world.
