Queensland Social Enterprise Council QSEC is the peak body for social enterprise and for-purpose business in Queensland. linktr.ee/qsec WHO ARE WE?

QSEC supports a vibrant, innovative and capable social enterprise sector in QLD that is sufficiently resourced to achieve high social, cultural and environmental impact. QSEC is a membership organisation, run by a volunteer board and built to Empower Impact. Revenue is raised through a small membership fee, which helps to provide the network services including newsletters, directory and support. Q

SEC was funded by the Queensland Government in 2019 to help deliver the actions from the Social Enterprise strategy. The funding supports two part time staff and a crew of volunteers to manage the much needed advocacy, unified voice and to build a strategic direction to develop the Queensland social enterprise sector on behalf of the members. Our History
QSEC acknowledges that 'social enterprise' philosophy has been practiced through Indigenous endeavours on this land for centuries. The principles of exchange to generate broader community value are primarily a first-nations wisdom from which we have much to learn. QSEC recognises the land on which we stand has never been ceded and we respectfully work with Indigenous people across the state to learn and grow together. Social enterprise was developed as a term in the late 70's and has recently been gaining momentum across the globe. QSEC was the first representative peak body in Australia formed to assist social enterprise development. The group was established in the early 2000’s as the ‘New Mutualism Group’ and formed as an incorporated association in 2013 as the Queensland Social Enterprise Council (QSEC) to address the observed gaps in the sector's 'grassroots' representation. QSEC has been managed by a dedicated crew of volunteers, mostly social enterprise business operators and eco-system managers. As the sector has matured, the Queensland Government has now acknowledged the contribution social enterprises make in delivering jobs and training for disadvantaged Queenslanders. Queensland's first state-wide Social Enterprise Strategy was released in 2019, alongside a $1M commitment to help develop the sector. Part of the funds were directed toward QSEC to fund an executive officer and support staff to help manage the membership and direct effort to build the regional development of social enterprise. In 2019 the QSEC management committee investigated a transition from an Incorporated Association to a Company Limited by Guarantee (CLG) to further the governance maturity of the organisation and prepare for broadening of scope to work across the nation to advance social enterprise.

🌟 Meet Naomi George – QSEC’s new Sector Engagement Lead

Naomi brings extensive experience across local government, economic development, small business ownership and program design. She takes a practical, human-centred approach to building relationships, fostering collaboration and connecting purpose-led enterprises with opportunities that support sustainable growth.
Outside of work, Naomi loves travelling, exploring architecture and finding the best coffee around.

Shout out to IMPACT Community Services who recently secured a renewed five-year logistics contract with Container Exchange to continue collecting containers across the Bundaberg region – a partnership that's been going strong since the Containers for Change scheme launched in 2018.

This announcement follows Bundaberg Regional Council 's decision to award IMPACT a long-term contract to continue managing the region's Material Recovery Facility for up to another 10 years.

What this means for Bundaberg:
→ Employing 60+ people across recycling operations, including 30 supported employees
→ Providing meaningful employment and skills development for people living with disability
→ The collection of 45+ million containers annually across the region
→ Processing of 6,000 tonnes of recyclables yearly through the MRF

IMPACT Managing Director, Tanya O'Shea, said: "Our recycling operations are more than just waste management; they're about creating impact. At IMPACT, our vision is to improve lives."

Big congrats to Nathan Spruce, Tanya O'Shea and the entire IMPACT Community Services team.

Last Thursday QSEC brought together the sector and the Office of Social Impact to explore Queensland’s first Social Enterprise Roadmap and what it means for the sector.

Key takeaways included:
→ The role of social enterprises in driving transformational change and building self-confidence through pre-employment training
→ $80m committed over four years to strengthen the sector
→ Expanded regional support through QSEC via regional huddles, impact sprints and industry roundtables
→ New social procurement initiatives embedding social enterprises into government and corporate supply chains
→ A stronger focus on impact measurement, sustainability and lived experience

Adele and Ben emphasised the need for more sophisticated impact measurement that reflects both quantitative data and lived experience, ensuring the true value of social enterprises is captured.

The Queensland Procurement Policy 2026 was released yesterday, and it's a landmark shift in how the Queensland Government does business

The new policy is built on five pillars, and one of them is entirely focused on "practical economic, environmental and social impact", which includes driving sustainable procurement and building a diverse supplier base that includes social enterprises and Aboriginal and Torres Strait Islander businesses. It's a core pillar sitting alongside value for money, local opportunities, ease of doing business, and innovation.

What this means for our sector:

✅ Social enterprises are now part of Queensland's $35 billion annual procurement vision, and are a named priority alongside the 30% SME participation target and commitments to Indigenous businesses, female-led businesses, and veteran-owned enterprises.

✅ People and Planet First Verified social enterprises are now visible in Queensland Government's new procurement platform via a partnership with QSEC. This is a huge step forward for visibility of social enterprises in government procurement.

Sam O'Connor MP framed it clearly: "We want to achieve outcomes that go beyond financial transactions, using government procurement as a tool to build better communities."

That's the shift. Procurement as community-building, not just contract management.

Shifting Ground and GARUWA are convening First Nations social enterprises from across Australia in Darwin/Garramilla in April 2026 for two days of collaborative knowledge exchange.

Facilitated by Worimi creative practitioner Genevieve Grieves, the gathering will bring together First Nations-led businesses and collectives to share experiences, explore challenges, and co-create strategies that centre First Nations values and practices in social enterprise.
