Knowledge networks are part of development infrastructure — helping research, technical expertise and ideas move across economies and institutions.

At Asia Pacific Advanced Network 62 in Tāmaki Makaurau / Auckland, the APNIC Foundation joined conversations on what makes research and education networks valuable beyond connectivity: collaboration, trusted relationships and the ability to build capability collectively across borders.

From cooperation between emerging NRENs and cross-border cybersecurity efforts to Open Science and the growing SOI Asia and SOI Pacific communities, the discussions reflected a common idea: infrastructure creates the connection, but people and institutions create its lasting value.

What if a wildfire could be acted upon before it had hours to spread?

At Pakhal Wildlife Sanctuary in Telangana, India, ISIF Asia grantee Sweet Lime has scaled up DASH, an AI, ML and IoT-based wildfire detection and response system designed to close a critical gap: alerts that can otherwise take 6–12 hours to reach field staff.

Now operational across 5 square kilometres, DASH achieved 84% wildfire prediction accuracy and gives forest staff live data, mapped resources and faster, targeted alerts — helping them respond before smaller fires escalate and threaten biodiversity, habitats and forest-dependent communities.

Through ISIF Asia, the APNIC Foundation supports innovators in testing and strengthening resource-efficient solutions shaped by local needs and realities, with the potential to be scaled.

This , we are looking at a form of infrastructure that is often less visible, but no less critical: people.

Through the APNIC Foundation’s Building Capabilities in the Asia Pacific (BCAP) project, technical professionals across the region are building recognised capabilities in networking, cybersecurity and technical support.

Some participants from BCAP’s first cohort have now completed professional certifications. Their stories show how investing in people can strengthen careers, organisations and technical communities from the ground up.

For most of us, a day without electricity is an inconvenience. In the Rohingya refugee camps in Cox's Bazar, it is a daily reality with no end in sight. Children struggle to study after dark, phones cannot be charged reliably, cutting people off from information and communication, heat becomes harder to bear without fans and income-generating work stalls when there is no power to support it.

ISIF Asia grantee ME SOLshare Ltd. responded to the problem by installing two peer-to-peer solar microgrids connecting 50 households and reaching around 300 people. Using SOLbox, its IoT-enabled energy meter, households could not only use solar electricity but trade surplus power with their neighbours within the grid using credits for their own use or for resale.

The project also introduced productive-use appliances that supported income generation and community education.

Through ISIF Asia, the APNIC Foundation supports the power of frugal innovation in constrained environments thus enabling locally grounded ideas to develop into solutions that can improve safety, enable livelihoods, strengthen learning and create new forms of economic participation at the same time.

The Internet Enablers awards are a movement to identify, recognise, and preserve the stories of those who made the Internet possible for their homeland and for the Asia Pacific. Not because they seek accolades, but because future generations deserve to know whose shoulders they stand on. The Inaugural Internet Enablers awards event was held on Sunday, July 26, in Kathmandu, Nepal, alongside SANOG 44.

The next phase of digital development in the Asia Pacific will advance meaningfully only if we continuously nourish its roots: the people, knowledge and local ecosystems that sustain resilient Internet infrastructure.

Network operators are among the Internet’s unsung heroes. Their work is largely invisible, yet it underpins almost every aspect of our increasingly digital societies.

Speaking at South Asian Network Operators group 44 in Kathmandu, APNIC Foundation CEO Rajnesh (Raj) Singh emphasised why their expertise must shape the decisions that affect the Internet:

“We’ve seen that where technical communities are part of the conversation, we get better outcomes: more resilient infrastructure, more balanced regulation, and policies that support an open, stable, and secure Internet rather than unintentionally undermining it. Here again, your voice as operators and engineers matters a great deal.”

Empowering these communities is therefore fundamental to digital development. It requires more than one-off training. It demands continuous learning, mentoring, peer support, and locally anchored opportunities for knowledge to deepen and spread.

At the APNIC Foundation, our role is not to run networks; that expertise belongs to operators and engineers. Our role is to invest in, enable and empower the people and organisations that do; coordinate support from donors and sponsors; and help ensure that resources flowing into digital development strengthen the Internet across the region.

The APNIC Foundation enabled 1,000 students in Cebu, Philippines, continue their education after a devastating typhoon in September 2025 destroyed their classrooms.

At the Martin M. Salimbangon National High School, damaged facilities caused by the typhoon forced students and teachers into temporary and compromised learning spaces. Restoring Internet access gave educators a practical way to continue lessons, support digital learning and strengthen students’ media literacy and online safety skills.

The APNIC Foundation enabled its local partner, CVISNET, to restore connectivity within 72 hours of deployment in a post-disaster zone. At the school, a resilient, low-cost satellite Internet system was designed around its specific circumstances and installed to restore connectivity needs.

The project shows how locally managed, resilient connectivity efforts can help disaster-affected communities restore essential services, regain stability, and rebuild with greater resilience.
