A new chapter is coming.

We’ve been working behind the scenes for a while, and Moreton Regional Support Services is becoming Chapter & Clause.

“Module 5A" keeps coming up. Here is what it
actually is.

Module 5A is the supplementary module of the NDIS
Practice Standards for supported independent living. It
sits at Schedule 7A of the Provider Registration and
Practice Standards Rules, commenced on 1 July
2026, and applies to registered SIL providers.
Its four standards reach into daily operations: how
participants are supported to make decisions in their
own home, how safeguarding works when people
share a house, whether workers are assessed as
competent rather than just holding certificates, and what a service agreement has to say about co-tenants,
visitors, keys and vacancies.

standard and the evidence auditors tend to ask for.

From 1 July 2026, supported independent living may
only be delivered by a registered NDIS provider.

If you
were already delivering SIL and are not registered, you
need to have applied by 1 October 2026 or stop
delivering SIL supports.

Applying keeps you inside the transition arrangements.
You will then be assessed by certification audit against
the Core Module and the new SIL supplementary
module.

Templates do not register you. The Commission does,
and the outcome depends on your actual practice.
What a structured document set does is give you the
policies, records and registers the audit will ask about,
so you are building evidence now rather than after the
auditor books in.

We now publish free guides for the most asked questions.

Most of the questions that land in our inbox come back to the same handful of things. How long do I have to keep records. Who actually needs a worker screening clearance. What has to be reported in 24 hours and what gets 5 business days.

So rather than answer them one at a time, we've decided to write them up properly and put them on the site for anyone to read. There are 15 guides there now and we will be adding new ones weekly.

Each guide is dated so you can see when it was last checked, and the rule or Practice Standard it comes from is named, so you can go and read the source yourself.

A few of them:

• NDIS Reportable Incidents: the 24 hour and 5 business day rules explained
• NDIS Worker Screening Check: who needs a clearance and how to get one
• Restrictive Practice Authorisation by state and territory (2026)

They are general information rather than legal advice, and how any of it applies depends on your own service. But they will save you an evening of digging through Commission PDFs.

Deliver SIL? The Practice Standards grew a new
module on 1 July.

Registered SIL providers are now audited against the
SIL supplementary module (Module 5A) as well as the
Core Module.

Four standards: supported
decision-making, safeguarding in shared and
individual living, practice governance, and agreements
about tenancy, housing and support.
We have released the SIL Supplementary Module templates.

Add-On: 23 editable templates structured around
those four standards, from the policies through to the
participant records, a worker competency an evidence register and an audit preparation checklist. It
sits alongside the Core Library and cross-references it.

Templates are a documented starting point. They need
customising to your service and implementing in
practice, and no template can guarantee registration or
audit outcomes.
