The Save Barwon Heads Alliance Inc (SBHA) was formed in July 2007 with the sole purpose of advocating for retention of the ‘green break’ to the west of the Barwon Heads town. The SBHA successfully campaigned on behalf of the community who believed in the value of retaining the town boundary at a time when there was considerable pressure to have i

t extended. The Barwon Heads Structure Plan was finalized in 2010 with the town boundary retained in its present position and the ‘green break’ was preserved. The structure plan, and therefore the town boundary, are now being reviewed by the City of Greater Geelong (COGG). Whether the present town boundary remains in place is one of many important matters that will be considered during the review. Our History

The SBHA was formed in July 2007 in response to a proposal to expand the current Barwon Heads town boundary. The town boundary was identified as an important issue during the consultation process to develop the Barwon Heads Structure Plan. In 2010, SBHA presented to the Planning Panel Victoria with the assistance of legal representation. This followed over 1000 submissions to the COGG in support of retaining the town boundary.

2016 Review of the Barwon Heads Structure Plan

A review of the 2010 Structure Plan is currently being undertaken by the COGG. This is part of their strategic policy program to engage the community on the current status of the plan, future provision of services, infrastructure and facilities to the township. The review will also consider whether the current settlement boundary (town boundary) should be extended to provide for residential growth, or growth should remain focused on housing infill within established areas. What has changed for Barwon Heads since 2010? Barwon Heads is a low growth coastal town that is situated between two major growth areas. The major growth corridor of Armstrong Creek has been established. On the western edge of this growth corridor, Warralilly’s residential development is progressing and there is a retail complex being constructed on
the Barwon Heads Road. This is within a 10 minute drive west of Barwon Heads. Ocean Grove is the second growth corridor; it is just to the east of Barwon Heads and is designated as a high growth area. The Save Barwon Heads Alliance (SBHA) needs your support to maintain the town boundary where it is and to protect the wetlands and RAMSAR sites that characterize Barwon Heads.

Friends, there is much sad and disturbing news regarding the fires and SBHA sends our best wishes to all those affected. There is so much said and to be discussed about these disasters and in the aftermath, as we better understand the situation and hear from the experts, SBHA executive will evaluate the implications for the Barwon Heads environs.
We are waiting to hear from DWELP regarding the continuing process on the Bellarine Peninsula Distinctive Area and Landscape project. We expect the outcome of this process will have very significant and positive alignments with recent Barwon Heads Structure Plan.
When consultation on this next phase opens, we will let you know.
In the meantime, the Barwon Heads Landcare group are looking for people to help plant tube stock trees along River Parade. If you would like to help please call Stephen Wickham on 0438866603 and we will make a time to do it Autumn.
Also call me if you can help with some watering of some Moonah Trees along River Parade.

Without the involvement and support of our community none of the joint success could have been achieved. Amendment C375 was approved and gazetted on Monday with the boundary remaining in its current location.
Three long years of fundraising, finagling bureaucracy and fighting developers has resulted in a win for the environment. Many people doubted this could be done, but for the third time this community of Barwon Heads has shown that when it comes together to fight for a just cause, we can beat the vested interests.
This is a massive win and one you can be proud of, as without the support of the townsfolk this would not have been possible. The weight of argument and community support, and hence Council, was with us and it won the day.

Councilors, planners and community had another huge win!! A great outcome.
The Barwon Heads Structure Plan 2019, Amendment C375, was debated and voted on last night at council.
SBHA supporters were there to hear some very eloquent discussion and presentations from Councilors. The Bellarine ward councilors Asher and Mason were unambiguously opposed to any idea of shifting the boundary. Councilor Grzybek and Mansfield spoke in support of the environmental values that define Barwon Heads.
Councilor Anthony Aitken spoke about the Ramsar wetlands, the failure of endless greenfield development, and he was clear and concise in stating that Barwon Heads was a good example of responsible planning and should be seen as a model for the City of Greater Geelong.
There was much applause and acknowledgement that Council, yet again, voted in favour of the wishes and values of the community.

The vote to Save the Wetland, Save the Boundary and Save Barwon Heads was unanimous.
Thank you to the CoGG planners who wrote a first-class Draft plan and then followed it up at the Panel hearing and presented The Barwon Heads Structure Plan 2019, Amendment C375, at council last night.

A HUGE thank you to our 2,500 members and supporters and the community at large.
The adopted amendment now goes to the Minister for Planning and SBHA steps up to the next exciting chapter!

FREE RETURN BUS TRIP TO GEELONG-LEAVING STAR FISH CAFÉ at exactly 6:15pm, 26 February. SBHA are going to the Council meeting where Amendment C375 Barwon Heads Structure Plan will be debated and voted on.
THIS IS A BIG DEAL. The developers are working their tails off to persuade anyone who will listen that the RAMSAR wetlands around Barwon Heads will be better off with housing developments right next to them. They think that doubling the population of the town is a great thing.
The community needs to support our Councillors as they consider the report that will determine the fate of our home, Barwon Heads. YOU NEED TO BE THERE! Book your seat. Remember it's free- one night only.

There are many things I love about Barwon Heads, some are the same that I enjoyed when I was ten. Friends, the surf beach, the estuary and the amazing wetlands and the creatures that live there. Since 2007 SBHA has successfully advocated for the retention of the town boundary and protection of the Ramsar wetlands that define Barwon Heads. SBHA will continue to advocate for the integrity of the wetlands and coastal environment.
We will be out on the streets soon. Yep, so join if you are not a member, ask us questions and share with us your views and ideas.

OH YES, WE CAN SAY THIS IS ANOTHER WIN FOR BARWON HEADS.
Thank you for supporting SBHA in the defense of Ramsar wetlands that define Barwon Heads.
For the second time since 2007 SBHA has successfully advocated for the settlement boundary to remain where it is. SBHA and BHA continued to work with and support the Geelong Council, Department of Environmental Water Land and Planning, many other agencies, organizations and individuals who wanted make sure Barwon Heads remains a very special place in Victoria.
Following on from the positive panel report, we believe that the Council will stick to its guns and protect the Barwon Heads boundary.
We are inviting you to join us for a free coach trip to the Council meeting when your elected councilors will vote to accept the Panel report.
We will keep you informed of the date and how to book your seat on the coach, maybe a celebratory drink after the CoGG meeting??
Following Council approval of the amendment it will then move to the State political realm for final approval. We have been very glad to hear that both sides of politics are committed to permanent settlement boundaries on the Bellarine. So, in the lead up to the state election make sure all parties know just how important the boundary, the wetlands and Barwon Heads are to all Victorians.

Barwon Heads Structure Plan 2018. Amendment C-375.
The Panels Victoria hearing is over. We had 6 days of very intense submissions, expert witness statements and very ‘vigorous’ cross examinations.

The team from the City of Greater Geelong were amazing and their right of reply by Mr Terry Montebello from Maddocks Lawyers, was masterful and inspiring.
After all the days of ‘assertive’ rhetoric and overblown ‘evidence’ from the developer’s experts and legal team. Mr. Montebello nailed it in 50 minutes. His closing remarks for CoGG will be on our website soon. It is a beautiful bit of work.

We will know the panel’s recommendation to CoGG in about 30 working days for today.
Thank you to SBHA legal team and experts. Thank you to the 2400 supporters, you were noted by the panel and the 900 + submissions had the impact we wanted.
