United for a Smart and Sustainable Urban Community
Established in 2016, the “United for Smart Sustainable Cities” (U4SSC) is a UN initiative coordinated by the International Telecommunication Union (ITU), United Nations Economic Commission for Europe (UNECE) and United Nations Human Settlements Programme (UN-Habitat) to accelerate the transformation of cities globally to be smarter, more sustainable with better quality of life for its citizens and to ensure cities to achieve the UN Sustainable Development Goals in accordance with the 2030 agenda.
U4SSC serves as the global platform for advocating public policy solutions and for encouraging the use of ICTs to facilitate and ease the transition to smart sustainable cities. The development of these KPIs by 16 UN entities partners of the initiative uniquely makes the KPIs an UN-developed International Standard for Smart Sustainable Cities. The KPIs collection is supported by the document “Collection Methodology for Key Performance Indicators for Smart Sustainable Cities” which provides guidance and a methodology to cities on how to collect data on KPIs for Smart Sustainable Cities.
The set of KPIs for SSC were developed to establish criteria to evaluate ICT's contribution in making cities smarter and more sustainable, to provide cities with the means for self-assessments, to serve as a starting point for implementing concrete actions, and measure and to improve a city’s sustainability level. The KPIs developed within U4SSC are based on ITU-T Recommendation Y.4903/L.1603 (10/2016): Key performance indicators for smart sustainable cities to assess the achievement of sustainable development goals.
The U4SSC has created the U4SSC Implementation Program (U4SSC IP), which is coordinated by the Organization for International Economic Relations (OiER), to support prospective cities in implementing the KPIs for Smart Sustainable Cities. In addition, the U4SSC Secretariat, provided by ITU, UNECE and UN-Habitat, provides secretarial support to cities in collecting the necessary data.
