Alliance in the Alps The Community Network "Alliance in the Alps" is an association of municipalities and regions from seven countries in the Alps.

Its members, together with their citizens, strive to develop their alpine living environment in a sustainable way. Alliance in the Alps connects committed municipalities and regions in the Alps. While some municipalities are facing problems, others have already found answers. We help to share examples and adapt already proven solutions to the local context. “Exchange - Address – Implement” is the main idea behind the Alliance’s activities.

The ongoing forest fires in France and Spain — and now also a new forest fire in Unterwössen, Bavaria — show how quickly climate-related risks can become an immediate challenge for communities, emergency services and ecosystems.

For the CLIM·IN project team, the situation in the Chiemgau region has a direct connection to our work. During our project meeting in June, we first visited the municipality of Unterwössen to exchange with Mayor Johannes Weber and representatives of local organisations about inclusive climate and emergency preparedness.

We then travelled to Ruhpolding, where a major forest fire had occurred in May 2026. In a discussion with several local stakeholders, we examined the emergency response and asked an important question: How can municipalities ensure that people who need additional support receive accessible information and assistance during a crisis?

The ongoing fires once again highlight the importance of clear warnings, coordinated emergency planning and communication that reaches everyone.

This includes people with disabilities, older people, people with limited mobility and those who may face language, sensory or cognitive barriers when accessing emergency information.

Forests play a key role in keeping our climate stable — but they are becoming increasingly vulnerable to heat, drought and extreme events.

With CLIM·IN, we support local authorities in understanding these risks, strengthening inclusive climate preparedness and ensuring that no one is left behind in an emergency.

Our thoughts are with everyone affected and with the emergency services currently working to contain the fires.

Am 20. Juli 2026 lädt Allianz in den Alpen im Rahmen des Projekts GOVQoL zu einem deutschsprachigen Online-Seminar für Gemeindevertreter:innen ein.

Dabei möchten wir unser Netzwerk vorstellen, geben Impulse für strategisches Arbeiten in Gemeinden und präsentieren das neue GOVQoL-Handbuch zu "Lebensqualität als Kompass".

Besonders willkommen sind neugewählte Bürgermeister:innen und Gemeindevertreter:innen, die unser Netzwerk näher kennenlernen möchten.

On 20 July 2026, Allianz in den Alpen is hosting a German-language online seminar for local councillors as part of the GOVQoL project.

We would like to introduce our network, provide inspiration for strategic work in local communities and present the new GOVQoL handbook on ‘Quality of Life as a Compass’.

Disaster preparedness must include everyone.

On 17 June 2026, the CLIM·IN project partners met in the Chiemgau region to exchange with local actors in Unterwössen and Ruhpolding on inclusive climate risk management.

Together with Mayor Johannes Weber, Andreas Weber from Lebenshilfe, the local volunteer fire brigade in Unterwössen and Mayor Justus Pfeifer in Ruhpolding, we discussed how vulnerable groups can be better included in evacuation plans, emergency exercises and crisis communication.

The exchange highlighted key challenges for small municipalities: multiple climate-related risks, diverse vulnerable groups and complex administrative responsibilities.

In Unterwössen, practical tools such as checklists, guidelines and step-by-step awareness raising among staff were discussed as effective first steps. In Ruhpolding, the recent forest fire at Saurüsselkopf showed how important fast and reliable communication with the population is — especially through social media and municipal apps.

🏔️ How can Alpine communities strengthen quality of life through local governance and participation?

Within the GOVQoL project, pilot activities in Germany and Austria are exploring exactly this question. The work focuses on four AidA pilot territories:

📍 Grassau, Bavaria
📍 Nenzing, Vorarlberg
📍 LEADER Nationalpark Region Kalkalpen, Upper Austria
📍 Weyer, Upper Austria

Although these communities differ in size, structure and local conditions, they share many common challenges: demographic change, mobility, housing pressure, local services, social cohesion, sustainable development and the need for more structured citizen participation.

Through workshops, stakeholder interviews and local engagement formats, the pilots are moving from analysis to concrete roadmaps for action. From neighbourhood development and public meeting spaces to volunteering, youth participation, town-centre revitalisation and simple quality-of-life monitoring, the next phase will focus on turning local ideas into practical measures.

Because quality of life in Alpine communities is not only about infrastructure — it is also about people, participation and good local governance.

Forests as nature-based solutions for climate adaptation 🌲

On 9 June 2026, we organised an inspiring workshop in on forest transformation and climate-resilient forests as a nature-based solution for adapting to climate change.
A big thank you to our speakers, Silvio Schueler from (BFW) and Christian Natter from Sibratsgfäll, forester at the District Authority in Vorarlberg, for sharing their expertise and practical insights and to the Biosphere Park for the great cooperation and organisation.
Together with people from the region, we discussed how forests can be strengthened for the future — and why this is especially important in the Großes Walsertal, where around 99% of the forest is protective forest. Preserving this vital protective function for settlements, infrastructure and livelihoods in the valley is a key challenge in times of climate change.
Thank you to everyone who joined the discussion and contributed their perspectives. The exchange showed once again: climate-resilient forests are not only an ecological necessity, but also a shared regional responsibility.

Behind the project, there is a diverse European partnership bringing together expertise in climate action, social inclusion, and local governance.

Each partner contributes with their own experience and local context, from supporting vulnerable communities to working directly with municipalities across Europe. What unites them is a shared goal: making climate preparedness more inclusive, especially in smaller and rural communities.

From France to Germany, Croatia, Italy, and across the Alpine region, the CLIM·IN team combines knowledge, skills, and perspectives to create solutions that can work in different realities.

Because building resilience starts with collaboration.

CLIM·IN is helping communities face climate change, together!

Across Europe, extreme weather events like heatwaves, floods, wildfires, and droughts are becoming more frequent and unpredictable. Vulnerable groups, older adults, people with disabilities, those with health conditions, or socially and geographically isolated, are often the hardest hit.

Small Local Authorities are on the front line, but they often lack practical tools, structured plans, and effective ways to communicate risks. CLIM·IN steps in to support them, providing guidance, training, and inclusive strategies to strengthen preparedness and ensure everyone in the community is protected.

Climate resilience starts locally. Inclusion makes it stronger. Together, we can build communities that are prepared, connected, and resilient.

Hinter dem CLIM·IN Projekt steht eine vielfältige europäische Partnerschaft, die Fachwissen in den Bereichen Klimaschutz, soziale Inklusion und lokale Regierungsführung vereint.

Jeder Partner bringt seine eigenen Erfahrungen und den lokalen Kontext ein, von der Unterstützung vulnerabler Gruppen bis hin zur direkten Zusammenarbeit mit Kommunen in ganz Europa. Was sie verbindet, ist ein gemeinsames Ziel: die Klimavorbereitung inklusiver zu gestalten, insbesondere in kleineren und ländlichen Gemeinden.

Von Frankreich über Deutschland und Kroatien bis hin nach Italien und im gesamten Alpenraum bündelt das CLIM·IN-Team Wissen, Fähigkeiten und Perspektiven, um Lösungen zu entwickeln, die in unterschiedlichen Realitäten funktionieren.

Denn der Aufbau von Resilienz beginnt mit Zusammenarbeit.
