European Capital of Democracy #ECoD We need to innovate and strengthen Democracy together. Visitors from all over Europe will be invited to observe and to participate in these efforts.

A European Capital of Democracy will be designated for every year, starting in 2022 – as a Europe-wide initiative for strengthening democracy. In cooperation with civil society and citizens, the designated city will curate, organise, and implement a wide range of activities and events. Our Vision

We aim to establish a highly visible space where the citizens of Europe come together, get involved,

experience new forms of participatory and inclusive democracy in action and draw inspiration from a comprehensive programme designed to bring democracy forward and build or rebuild trust. Best democratic practice will shine under the media spotlight. Our mission

In cooperation with civil society and citizens, we strengthen democracy, act as a catalyst for democratic development, provide space for democratic innovation and exchange, and showcase groundbreaking work to improve politics. All that in order to experience new forms of participatory and inclusive democracy in action and to draw inspiration – across borders and beyond party lines.

📣 The Citizens’ Jury has completed the review process for the Innovation in Politics Awards 2026.

Over the past weeks, more than 1000 citizen jurors from across Europe reviewed 300+ political projects across eight categories — helping identify this year’s finalists and winners.

A very powerful moment at the ACT NOW Mayors’ Conference 2026 came during Sarah Costa’s Spark Talk on Human Rights & Feminism.

💬 “When we say human rights, we mean something untouchable, almost sacred — the idea that there are things that belong to every person simply by being alive: a voice, dignity, safety, opportunity.”

Her words invited participants to reflect on how feminist perspectives can reshape the way cities understand and implement human rights in everyday governance — reminding the room that dignity, safety, opportunity and participation must never be conditional.

✨The atmosphere in the room made it clear: these conversations are not abstract. They are deeply lived, deeply political and urgently needed.

While our Citizens’ Jury is currently reviewing more than 300 political projects from across Europe across all eight categories, we’re continuing to introduce the initiatives and topics shaping this year’s Awards.

💬At the beginning of the ACT NOW Mayor’s Conference 2026 in Cascais, Mathieu Mori, Secretary General of the Congress of Local and Regional Authorities of the Council of Europe, reflected on the role of local democracy, participation and citizen engagement in strengthening democratic resilience across Europe.

The ACT NOW Mayors’ Conference 2026 brought together more than 25 countries from across Europe in Cascais.

Over two days, 350+ mayors, city leaders, experts, innovators and young changemakers came together under the theme “Reimagining Human Rights: Anchoring Democratic Values in the Digital Age.”

The conference explored how cities can translate universal rights into practical local action — through participation, transparency, digital rights, youth engagement, housing, democratic resilience, humanitarian response, feminism, art and the right to participate in local affairs.

As one of the central events of Cascais’ Democracy Year as European Capital of Democracy 2026, the ACT NOW Mayors' Conference highlighted the crucial role of cities in renewing democracy where it matters most: in everyday governance.

Thank you to our host and lead partner, the City of Cascais, our partners, speakers and all participants for contributing to two days of exchange, learning and action.

The ACT NOW Mayors’ Conference 2026 has officially started at the Estoril Congress Center, bringing together mayors, city leaders, experts, innovators and young changemakers from across Europe and beyond.

Hosted in Cascais, the European Capital of Democracy 2026, this year’s conference focuses on:
Reimagining Human Rights: Anchoring Democratic Values in the Digital Age.

Over two days, participants will explore how cities can translate human rights and democratic values into local action — from participation and transparency to digital rights, youth engagement, housing and democratic resilience.
