Statement on the Ongoing Genocide in Gaza and the Unlawful Detention of the Madleen Crew

We issue this statement with grave urgency and moral clarity. Rooted in the legacy of our own collective suffering—from the genocide of Armenians in 1915 to the recent ethnic cleansing in Artsakh—we cannot remain silent as the people of Gaza endure what can only be described as an unfolding genocide, perpetrated in full view of the international community.

Over the past months, Israel’s military campaign in Gaza has escalated into a systematic assault on life, dignity, and survival. This campaign is marked by the deliberate targeting of civilian infrastructure—hospitals, schools, refugee shelters, and UN-run facilities—and the total blockade of humanitarian aid, including food, medicine, fuel, and water. These acts violate fundamental tenets of international humanitarian and human rights law, including:

❗️The Fourth Geneva Convention, which prohibits the targeting of civilians and obligates the occupying power to ensure the well-being of the civilian population;

❗️The Convention on the Prevention and Punishment of the Crime of Genocide (1948), under which the intentional infliction of conditions calculated to destroy, in whole or in part, a national, ethnic, racial or religious group constitutes genocide;

❗️The Rome Statute of the International Criminal Court, which defines and criminalizes war crimes, crimes against humanity, and genocide.
What we are witnessing in Gaza is a genocide of attrition—through starvation, siege, displacement, and indiscriminate violence.

This past week, the international legal crisis deepened further with the Israeli Navy’s illegal interdiction and capture of the Madleen in international waters - a civilian humanitarian vessel part of the Freedom Flotilla Coalition (FFC), which sought to deliver lifesaving aid to besieged communities in Gaza and break the illegal blockade.

The Madleen was carrying food, water purifiers, and medical supplies—clearly marked and intended solely for civilian relief. Its crew, consisting of 12 peaceful activists and human rights defenders, was forcibly abducted from international waters on 9 June, 2025, and brought into Israel against their will.

As confirmed by the FFC, at the moment 4 of the 12 abducted from international waters have been deported, while 8 remain unlawfully detained.

This act follows previous instances in which Israeli forces have bombed or destroyed humanitarian convoys and vessels, clearly identifiable under international maritime and humanitarian law.

Under international maritime law, including the San Remo Manual on International Law Applicable to Armed Conflicts at Sea (1994), the forcible seizure of a humanitarian vessel in international waters constitutes a grave breach—particularly when the vessel poses no threat and is engaged in relief operations protected under the Geneva Conventions.

The unlawful detention of the peaceful crew of Madleen, is not only a gross violation of the norms of international human rights and humanitarian law —it is a direct attack on the global humanitarian system and those who risk their safety to uphold it.

The precedent is deeply alarming. The international community’s failure to hold Azerbaijan accountable for the 2023 blockade of the Lachin Corridor and the subsequent ethnic cleansing of 120,000 Armenians from Artsakh has already emboldened authoritarian actors. Today, that failure reverberates in Gaza, where lawlessness is normalized and impunity is entrenched.

We therefore issue the following urgent calls to action:

1️⃣An immediate end to the genocide and unconditional ceasefire in Gaza, and an end to all military operations targeting civilians and essential infrastructure.

2️⃣The immediate and unconditional release of 8 members of the crew of Madleen who remain unlawfully detained by the State of Israel.

3️⃣The swift and unimpeded delivery of humanitarian aid to Gaza under the protection of the United Nations and in accordance with international humanitarian law.

4️⃣The initiation of formal legal proceedings by the International Criminal Court and relevant UN mechanisms to investigate and prosecute those responsible for war crimes, crimes against humanity, and genocide in Gaza.

5️⃣The implementation of targeted sanctions, arms embargoes, and diplomatic measures against the State of Israel until full compliance with international law is restored.

Silence is complicity. The world cannot claim to uphold human rights and international order while allowing the destruction of an entire people under siege.

We, Armenians who know the pain of genocide and the betrayal of international silence, stand in unwavering solidarity with the people of Palestine. Their survival is not a political question—it is a moral imperative and a legal obligation.

The international order will be judged not by its declarations, but by its actions.

It should not be possible for a state like Azerbaijan to commit ethnic cleansing and not become accountable.
We cannot pretend to be caring about the climates and environment, when countries like Azerbaijan, that is responsible and complicite in ethnic cleansing and genocide gets to set the agenda.
And we cannot have social and climate justice, without demanding justice for all the marginalized groups, including Armenians.
Azerbaijan is a country heavily dependent on fossil fuels, but it's planning to expand its fossil fuel production and expansion, exporting huge amounts of fossil fuels to Israel.
It is despicable and godranshing that the world is continuously silent with these military aggressions and horrific acts that Azerbaijan is guilty of.

Չի կարելի, որ Ադրբեջանի նման պետությունը էթնիկ զտումներ կատարի ու հաշվետու չդառնա։
Մենք չենք կարող ձևացնել, թե հոգ ենք տանում կլիմայի և շրջակա միջավայրի մասին, երբ օրակարգը սահմանում են այնպիսի երկրներ, ինչպիսին Ադրբեջանն է, որը պատասխանատու և մեղսակից է էթնիկ զտումների և ցեղասպանության համար:
Եվ մենք չենք կարող ունենալ սոցիալական և կլիմայական արդարություն՝ առանց արդարություն պահանջելու բոլոր մարգինալացված խմբերի, այդ թվում՝ հայերի համար։
Ադրբեջանը մի երկիր է, որը մեծապես կախված է հանածո վառելիքից, և նա ծրագրում է ընդլայնել դրա արտադրությունն` հսկայական քանակությամբ հանածո վառելիք արտահանելով Իսրայել:
Զզվելի և ամոթալի է, որ աշխարհը շարունակաբար լռում է այս ռազմական ագրեսիաների և մարդկության դեմ ուղղված հանցագործությունների նկատմամբ, որոնցում մեղավոր է Ադրբեջանը։

Greta Thunberg calls on international media, journalists and those in power in Baku, Azerbaijan, to go and visit the Armenian hostages. The detention center is located just 15 minutes from the COP29 venue. We must all demand the immediate release of all captives, hostages and political prisoners.

Azerbaijan has blood on its hands, both towards its own population, with repression and ever increasing, crackdown on civil society, with ethnic cleansing and genocidal acts, against the Artsakhi Armenians (Nagorno Karabakh), the torture and forced displacements, and the continuous physical and psychological violence, that they had to go through is unacceptable.

Գրետա Թունբերգը կոչ է անում միջազգային լրատվամիջոցներին, լրագրողներին և իշխանություն ունեցողներին գնալ և այցելել հայ պատանդներին Ադրբեջանի մայրաքաղաք Բաքվի բանտում։ Կալանավայրը գտնվում է COP29-ի անցկացման վայրից ընդամենը 15 րոպե հեռավորության վրա: Մենք բոլորս պետք է պահանջենք անհապաղ ազատ արձակել բոլոր գերիներին, պատանդներին ու քաղբանտարկյալներին։

Peaceful protest in front of the UN office in Armenia against the decision to hold COP29 in Azerbaijan. Azerbaijan is a country whose economy is largely based on the oil industry and plans to expand its scope. Azerbaijan is accused of war crimes, ecocide, subjecting the population of Nagorno-Karabakh (Artsakh) to a blockade for nearly 10 months, and then forcibly displacing 120,000 disarmed and defenseless ethnic Armenians under threat and shelling. Currently, dozens of Armenian hostages, prisoners of war, and representatives of the political elite of Armenia and Artsakh (Nagorno-Karabakh) are being held in Baku prisons, and their cells are located just 15 minutes away from the COP29 venue. How can a state that is guilty of such horrific international crimes be given a platform to host such a major environmental event? At this moment, the Azerbaijani armed forces have invaded and positioned themselves in the sovereign territory of Armenia and are presenting Azerbaijan’s expansionist ambitions to Armenia, speaking of their claims to Gegharkunik, Vayots Dzor, Syunik, Tavush marzs, Lake Sevan, and even capital city of Armenia: Yerevan.
It is deeply reprehensible that Azerbaijan itself being an authoritarian and repressive state was chosen as the venue for the largest environmental event, COP29, which should not only not have been given such a large platform to greenwash its crimes, but should also have been held accountable and punished for its ecocide, ethnic cleansing, failure to release hostages and prisoners of war, and invasion of Armenia’s sovereign territory.

Խաղաղ բողոքի ակցիա ՄԱԿ-ի հայաստանյան գրասենյակի դիմաց ընդդեմ COP29-ը Ադրբեջանում անցկացնելու որոշման։ Ադրբեջանը մի երկիր է, որի տնտեսությունը մեծապես հիմնված է նավթադյունաբերության և դրա ծավալները նախատեսում է ընդլայնվել։ Ադրբեջանը մեղադրվում է պատերազմական հանցագործությունների, էկոցիդի, Լեռնային Ղարաբաղի (Արցախ) բնակչությանը մոտ 10 ամիս բլոկադայի ենթարկելու, ապա սպառնալիքի և հրետակոծության ներքո զինաթափված ու անպաշտպան 120.000 էթնիկ հայերին բռնի տեղահանելու մեջ։ Այս պահին Բաքվի բանտերում են գտնվում տասնյակ հայ պատանդներ, ռազմագերիներ, Հայաստանի ու Արցախի (Լեռնային Ղարաբաղի) քաղաքական էլիտայի ներկայացուցիչներ, իսկ նրանց խցերը գտնվում են COP29-ի անկացման վայրից ընդամենը 15 րոպե հեռավորության վրա։ Ինչպե՞ս կարող է բնապահպանական նման խոշորագույն միջոցառում անցկացնելու հարթակ տրամադրվել մի պետությանը, որը մեղավոր է նմանատիպ սարսափելի միջազգային հանցագործությունների մեջ։ Այս պահին Ադրբեջանի զինված ուժերը ներխուժել և դիրքավորվել է Հայաստանի սուվերեն տարածքում և Հայաստանին է ներկայացնում ադրբեջանական ծավալապաշտական հավակնությունները` խոսելով Գեղարքունիքի, Վայոց Ձորի, Սյունիքի, Տավուշի, Սևանա լճի և նույնիսկ Երևանի մասին իրենց ունեցած հավակնություններից։
Խորապես քննադատելի է, որ խոշորագույն էկոլոգիական միջոցառման` COP29-ի, անցկացման վայր է ընտրվել հենց Ադրբեջանը, որին ոչ միայն չպետք է տրվեր նման խոշորագույն հարթակ greenwash-ի ենթարկելու իր հանցագործությունները, այլև վերջինս պետք է կանչվեր պատասխանատվության ու պատժի իր կատարած էկոցիդի, էթնիկ զտումների, պատանդների ու ռազմագերիների ազատ չարձակման և Հայաստանի սուվերեն տարածք ներխուժելու համար։

Swedish climate activist Greta Thunberg visited the Tsitsernakaberd Armenian Genocide Memorial Complex together with "Armenian Climate Justice Initiative" members. Thunberg left a note and signed the museum’s guestbook, writing: “Thank you for your invaluable work. Now it’s up to each and everyone of us to continue spread awareness and demand justice. Never again for anyone.”

The Director of the Armenian Genocide Museum-Institute (AGMI), Edita Gzoyan, welcomed Thunberg at the complex and provided an overview of the memorial’s creation and historical significance.

Gzoyan shared the story behind the three khachkars at Tsitsernakaberd, which are dedicated to the memory of Armenians who perished in massacres organized by the Azerbaijani government in Sumgait, Kirovabad (Gandzak), and Baku in the late 20th century.

Additionally, Gzoyan highlighted the stories of five freedom fighters buried before the Memory Wall, who were martyred during the Artsakh (Nagorno-Karabakh) war, emphasizing the ongoing relevance of the Armenian Genocide in the context of continued persecution and violence against Armenians.

Thunberg observed a moment of silence at the Eternal Flame in honor of the 1.5 million innocent victims of the Armenian Genocide.

Gzoyan also presented the work of international scholars, missionaries, politicians, and public figures who spoke out against the massacres and genocide perpetrated by the Ottoman Empire in the late 19th and early 20th centuries. Thunberg expressed particular interest in the story of Swedish missionary Alma Johansson.

Thunberg toured the Armenian Genocide Museum, where she explored both permanent and temporary exhibitions, accompanied by AGMI tour guide Elen Hakobyan.

At the end of the visit, Gzoyan presented Thunberg with books about the Armenian Genocide and Artsakh.

Conference Recap: The Impact of Azerbaijan’s Aggression on Human Rights and Environmental Protection

On November 14, the conference titled "The Impact of Azerbaijan's Aggression on Human Rights and Environmental Protection," a side event of COP29 organized independently at the American University of Armenia. The conference has been organized by the Armenian Climate Justice Initiative in response to the decision of the United Nations to designate Azerbaijan as the host of COP29, despite concerns over its track record of aggression toward the people of Artsakh, as well as the authoritarian policies and Armenophobic rhetoric of President Ilham Aliyev.

The event addressed the impact of Azerbaijan’s actions on both human rights and environmental protection in the region. Through detailed presentations and panel discussions, we explored the humanitarian crisis, including war crimes, the blockade in Artsakh, the destruction of cultural heritage, and the environmental degradation resulting from Azerbaijan’s actions.

The conference was opened by Ms. Shushanik Harutyunyan, a representative of the Armenian Climate Justice Initiative, emphasizing the interconnection between human rights and environmental justice and introducing the key themes of the event. Dr. Bruce Boghosian, president of AUA, followed with a welcome address, highlighting the institution’s commitment to addressing pressing global issues through academic inquiry and community engagement. Then AUA adjunct lecturer and climate change expert Dr. Irina Ghaplanyan presented Armenia’s climate agenda.

The first panel, moderated by Ms. Luiza Vardanyan, lawyer and human rights defender, focused on the human rights violations and war crimes of Azerbaijan. Panelists included Mr. Ara Ghazaryan, an international law expert; Ms. Anna Melikyan, a legal expert from the Protection of Rights Without Borders NGO; Dr. Siranush Sahakyan, AUA lecturer and representative of Armenian POWs at the European Court of Human Rights; and Mr. Gegham Stepanyan, human rights defender of the Republic of Artsakh. The panel provided a detailed analysis of the legal, humanitarian, and geopolitical dimensions of the conflict, including the occupation of Artsakh in 2023, the ongoing blockade, and the human rights abuses committed against the local population. The speakers underscored the need for continued international advocacy and legal accountability.

Ms. Greta Thunberg, an environmental activist, and a special guest, delivered a powerful keynote speech. She condemned Azerbaijan’s human rights violations and military aggression. She called for the end of climate conferences being held in countries with a history of repression and highlighted the role of environmental justice in the broader human rights discourse.

The second panel, moderated by Ms. Sona Ayvazyan, director of Transparency International, addressed the consequences of Azerbaijan’s aggression on the environment and cultural heritage. Panelists included Victoria Burnazyan from Ecolur NGO, Armine Hayrapetyan, director of the State Service for the Preservation of Historical Environment of Artsakh, and Tehmine Yenokyan, director of Green Armenia NGO. The discussion examined the environmental destruction caused by the conflict, including the degradation of natural resources, the destruction of cultural landmarks, and the long-term implications for the region’s biodiversity. The panelists also highlighted the deliberate targeting of Armenian cultural heritage, including the destruction of churches, monasteries, and ancient monuments in Artsakh.

The panel discussions were followed by special speeches by Ms. Margarita Karamyan, a forcibly displaced person from Artsakh, who shared her and her relatives' personal experiences of war and displacement․ The event closed Mr. Arshak Makichyan, environmental and peace activist, who mentioned the importance of peace in environmental protection and stressed Azerbaijan's continued pressure on Azerbaijani peace activists who speak out for peace with Armenia.
