ՄԻԱՎ/ՁԻԱՀ-ը և մարդու իրավունքները Օրենքը և մարդու իրավունքները պետք է կենտրոնական դիրք կատարեն ՁԻԱՀ-ի դեմ պայքարում:

Մարդու բոլոր իրավունքների և հիմնարար ազատությունների լիարժեք պաշտպանությունը բոլորի համար ՄԻԱՎ/ՁԻԱՀ-ի համաճարակի դեմ գլոբալ պայքարի կարևորագույն բաղադրիչ է: Սակայն այդ էական բաղադրիչը հաշվի առնված չէ ՁԻԱՀ-ի դեմ համաշխարհային պայքարում: Այժմ` ավելի, քան երբևէ օրենքը և մարդու իրավունքները պետք է կենտրոնական դիրք կատարեն ՄԻԱՎ-ի և ՁԻԱՀ-ի դեմ համաշխարհային պայքարում:
