The Experts Council on International Relations (ECIR) is an information and analytical platform covering a wide range of actual issues of the international agenda. Analysis of current international events, world trends in politics and the economy will be presented within the framework of the platform. ECIR brings together specialists and experts, as well as young researchers. Within the framework

of ECIR, a separate priority is given to the work with young specialists. We believe that the voice of young researchers and scientists should be heard more often. New proposals and a fresh look open up new prospects for building effective models of interaction in the framework of fast changing international relations. Vision:
Achievements in the field of science and technology, as well as the humanistic ideals of building a new, safer and more justified world, could not prevent a deep crisis in international relations in the modern world. Our initiative group considers it important, in this period, to continue efforts to create conditions for a constructive dialogue between participants in international relations, by involving a wide range of experts and specialists. One of the platforms for such a dialogue is Armenia, which has a historical and civilizational resources, as well as human capital. Work Items:
The main work items should be formed on the basis of:
• Active public diplomacy
• A civilizational approach as an effective basis for building bilateral and multilateral contacts
• Education and scientific practice as a key factor in the development and enlightenment of society
• Involvement of experts

‼️Aurora Humanitarian Initiative Co-Founder Noubar Afeyan Issues Global Call To Prevent A Second Armenian Genocide

The Aurora Humanitarian Initiative today announced that Co-Founder Noubar Afeyan has issued a global call to action to prevent a second Armenian genocide, on this 109th anniversary of the Armenian Genocide Day of Remembrance. Afeyan made the global call to action in The New York Times, The Washington Post, and The London Times, as well as on global social media channels.

The Call to Action underscores the similarities in atrocities that took place 109 years ago, and are happening again today:

“Even as we mourn the past, history is repeating itself. Armenians are once again the target of ethnic cleansing, political leaders are unlawfully held as hostages, and the country of Armenia faces existential threats to its sovereignty and self-determination.

A busy world has been looking the other way. So it’s not widely understood that since last September, Azerbaijan has driven 120,000 Armenians—the entire population of Artsakh, the Armenian enclave also known as Nagorno Karabakh—from their ancestral homeland.”

“Azerbaijan also continues to unlawfully hold Armenian hostages, including my friend and colleague Ruben Vardanyan, a businessman and philanthropist who briefly served as state minister of Artsakh. Meanwhile, escalating clashes on Armenia’s border continue to fuel growing fears that Azerbaijan may be planning to invade Armenia itself.

Governor of Michigan proclaimed April 24 as Armenian Genocide Remembrance Day in Michigan.

WHEREAS, the State of Michigan joins human rights advocates and historians from around the world to recognize and mourn the 1.5 million Armenians who perished in the Armenian Genocide as ordered by the government of the Ottoman Empire, which began on April 24, 1915, with the arrest, exile, and murder of hundreds of intellectuals, political, religious, and business leaders; and,

WHEREAS, during the 1915-1923 Genocide, Armenian survivors were forced to witness the slaughter of their relatives and the loss of their ancestral land and property in what is now known as the “First Genocide of the 20th Century;” and,

WHEREAS, the State of Michigan declared in Act 558 of 2002 that April 24 of each year shall be the Michigan Day of Remembrance of the Armenian Genocide of 1915-1923; and,

WHEREAS, the failure to learn from the past allows history to repeat itself as the world saw during the 2020 Nagorno-Karabagh war when the military forces of Azerbaijan and Turkey attacked the Armenian civilian population of Nagorno-Karabagh, resulting in casualties and loss of ancestral land and property, motivated by the same genocidal campaign that their ancestors suffered 108 years earlier; and,

WHEREAS, Azerbaijan’s ethnic cleansing campaign continues to this day against the 120,000 Armenians of Nagorno-Karabagh through suppression of their freedom of movement and fundamental rights to life and liberty, despite strong statements of protest and condemnation by the United States, the European Union, and human rights organizations; and,

WHEREAS, the state of Michigan is honored to join the Armenian-American community in its commemoration of the 108th anniversary of the Armenian Genocide in an effort to educate others about the tragic loss of life, land, and human rights of the Armenian people and the crime of genocide committed against them, as well as Greeks and Assyrians, due to religious and political beliefs;

NOW, THEREFORE, I, Gretchen Whitmer, governor of Michigan, do hereby proclaim April 24, 2024, as Armenian Genocide Remembrance Day in Michigan.

Armenian Genocide Memorial Day is held annually to commemorate the victims of the Armenian genocide of 1915. It was a series of massacres and starvation of 1.5 million Armenians by the Ottoman Turkey.

On April 24, 1915 hundreds Armenian Intellectuals: poets, musicians, publicists, editors, lawyers, doctors, deputies, were arrested in Constantinople under warrants issued by the Turkish authorities. They were all sent into exile and were horrifically slaughtered. The annihilation of the Armenian Intellectuals was the part of a systematic, fiendish plan to exterminate the Armenian people in their homeland. It was the first state-planned Genocide of the 20th century.

On April 24, 1965 Soviet Armenians organized rallied to demand the recognition of the Armenian Genocide, thus, breaking an era of silence that was created during the Soviet rule regarding this issue.

A mourning procession of hundred thousands Armenians, which includes local Armenians as well as Diasporans, begins in a silent march that moves to the Armenian Genocide Memorial every year on April 24. As each mourner brings flowers to place around the eternal fire, a sea of flowers can be seen encircling the area creating a solemn visual impact.

⚠️Տարիներ շարունակ Ադրբեջանը սիրաշահել է արևմտյան լրագրողներին, հետազոտողներին, ակադեմիկոսներին և խորհրդարանականներին՝ առաջարկելով նրանց հրավերներ մասնակցելու ճամփորդությունների և համաժողովների, այս գործընթացը հայտնի է դարձել, որպես «խավիարային դիվանագիտություն»:

⚠️Բաքվի ռազմավարությունը, կարծես, արդյունք է տալիս. Չնայած վիճելի Լեռնային Ղարաբաղի տարածաշրջանում հայկական շահերի դեմ վերջին ագրեսիվ ռազմական գործողություններին և քաղաքացիական հասարակության դեմ ճնշումներին երկրի ներսում, Ադրբեջանը հիմնականում խուսափել է այնպիսի արևմտյան պատժամիջոցների սահմանումից, որոնք կիրառվել են այնպիսի պետությունների դեմ, ինչպիսիք են Ռուսաստանը, Բելառուսը և Իրանը:

⚠️Իլհամ Ալիևի վարչակարգը չի ստացել միջազգային հանրության կողմից մերժված ռեժիմի կարգավիճակ, այլ հակառակը, ստացել է ավելի շատ ենթակառուցվածքային ներդրումներ եվրոպական աղբյուրներից:

⚠️Եվրոպացի առաջնորդներն այնպես արձագանքեցին անցյալ սեպտեմբերին Ադրբեջանի կողմից Լեռնային Ղարաբաղից ավելի քան 100,000 մարդկանց դե ֆակտո էթնիկ զտմանն, կարծես նրանք նոր էին արթնացել կեղծ հավատալիքների աշխարհից:

⚠️Այդուհանդերձ, Արևմուտքում քչերին կարող է զարմացնել, որ Ադրբեջանի գործողությունները չեն հանգեցրել Բաքվի համար որևէ էական միջազգային պատժամիջոցների՝ չնայած ադրբեջանական քաղաքացիական հասարակությանը ուղեկցող ճնշումներին, որոնք անընդմեջ աճում են:
