The social-economic crisis, also growing number of unemployment and migration made a group of engineers establish the "221 engineer’s association" NGO. During 2000-2001 the NGO has worked out a project with the staff of the State Engineering University, which was emended to the recovering of Gyumri's mechanical-engineering enterprises and the continuing development of the region's agriculture; has

given economic, legal and social advices, had organized round tables. During 2001-2002 the NGO has completed with not only engineers, but also with pedagogues, jurisprudents, the activity of the NGO has widened, more global problems had reared between the NGO. Laying on the widening of the NGO's activity, the completing of the NGO with no engineers (pedagogues, jurisprudents…) also the development of the region as the whole organism and the dominant role of the region's inhabitants in the development and at first the propaganda of that on 28th of March in 2002 the convention of the NGO has found the "Community Initiatives and Advocacy Center" NGO as the legal follower of engineers association. The NGO has registered at the Justice State Register on 09.04.2002. The NGO have 25 members. The 18 members of the NGO had taken part in many seminars organized by the AED, CRS, DFID, ProSME, PADCO, NGO Centre, CORDAID, AYLA, CIAC, World Learning, A. Sakharov Centre of Protecting Human Rights.
