ՀԱՅ։ Հունիսից մեկնարկում է «ԼԻԴԵՐ–ն առանց սահմանների. միջտարածաշրջանային գործընկերություն գյուղական համայնքների զարգացման համար» ծրագիրը, որն իրականացվում է Ծիլի Ծով տեղական ակտիվ խումբ տարածքային զարգացման ՀԿ–ի կողմից՝ նպատակ ունենալով շարունակել գյուղական տարածքների զարգացումը ԼԻԴԵՐ մեթոդաբանությամբ, խթանելով Լոռիում, Տավուշում և Շիրակում գործող 8 տեղական ակտիվ խմբերի և Armlag National Network ԱՐՄԼԱԳ ազգային ցանցի ինստիտուցիոնալ կարողությունները, ակտիվացնելով համագործակցությունը եվրոպական փորձառու ԼԻԴԵՐ ցանցերի և շահագրգիռ այլ գործընկերների հետ։
Նախաձեռնությունը ֆինանսավորվում է միջազգային Վիշեգրադի Ֆոնդի կողմից (պաշտոնական կայք՝ https://www.visegradfund.org/) և ուղղված է ՏԱԽ–երի միջոցով ժողովրդավարական մասնակցության խթանմանը, գյուղական համայնքների կառավարման բարելավմանը և համայնքահեն տեղական զարգացման (CLLD) առաջխաղացմանը։
Ծրագրի շրջանակներում նախատեսված են ազգային ցանցի կարողությունների զարգացման և ռազմավարական պլանավորման աշխատարաններ, Կառավարման ուղեցույցի և ցանցի եռամյա ռազմավարական պլանի մշակում, ուսումնական–փորձի փոխանակման ացեր Չեխիա և Լեհաստան, ինչպես նաև շահերի պաշտպանության հարթակների ստեղծում՝ «Rural Voices/Գյուղի շունչը» փոդքաստի և Ազգային ԼԻԴԵՐ ֆորումի միջոցով։
Ծրագիրն իրականացվում է Local Action Group Circle Flint Association, Creative Team Foundation և LAGs of the Vysočina Region կազմակերպությունների․ ազգային ցանցերի հետ համագործակցությամբ՝ միավորելով Լեհաստանի, Հունգարիայի և Չեխիայի փորձագիտական ներուժը։
ENG: The project “LEADER Without Borders: Cross-Regional Partnerships for Democratic Rural Development”, implemented by the Tsili Tsov Local Action Group Territorial Development NGO, aims to strengthen rural development in Armenia by enhancing the institutional capacity of operating 8 Local Action Groups (LAGs) and the Armlag National Network of Armenia, while fostering cooperation with experienced European LEADER partners. The initiative is supported by the International Visegrad Fund (official donor website: https://www.visegradfund.org/) and focuses on promoting democratic participation, improving governance, and advancing community-led local development/CLLD.
The project, to be launched in June 2026, will include key activities such as a capacity-building training and strategic retreat; the development of a Governance Toolkit and a three-year Strategic Development Plan for ARMLAG and LAGs; cross-regional study visits to the Czech Republic and Poland; and the creation of advocacy platforms such as the “Rural Voices” podcast and a National LEADER Forum.
The project is implemented in partnership with Královská stezka Local Action Group Circle Flint Association (https://www.krzemiennykrag.info/ ), Creative Team Foundation(https://www.creativeteamalapitvany.hu/), and Stowarzyszenie Lokalna Grupa Działania "Krzemienny Krąg"LAGs of the Vysočina Region(https://kralovska-stezka.cz/), bringing together expertise from Poland, Hungary, and the Czech Republic.
By connecting Armenian rural actors with European best practices, the project contributes to more inclusive, participatory, and democratic local governance systems.
