NDI is a non-profit, non-partisan, non-governmental organization that works in partnership around the world to strengthen and safeguard democratic institutions, processes, norms and values to secure a better quality of life for all. NDI has worked in Albania for more than three decades on promoting responsive, transparent, inclusive and accountable governance through strengthening electoral integr

ity, institution building and increasing citizen political participation – particularly among women and youth. NDI has helped politicians, civic activists and citizens, in general, to engage in election monitoring, legislative advocacy and issue-based organizing. NDI has supported women’s civil society organizations to advocate successfully for strengthening a gender election quota; young politicians to institute policy development practices inside political parties; and election watchdog organizations to increase transparency of the electoral process. NDI also assists the Albanian parliament, including through supporting the development of parliamentary services and staff to provide independent, balanced and professional research and analysis to facilitate informed legislative decision-making.

📢 Open Call: Public Finance Research Consultant

📊 NDI Albania invites qualified professionals with expertise in public finance and budget analysis to support the Parliamentary Institute of the Parliament of Albania.

The selected consultant will work with Parliamentary Institute staff to develop statistical information, analytical briefs, comparative analyses, and infographics related to Albania’s 2027 state budget.

Strong electoral safeguards require more than rules — they require effective oversight, enforcement and accountability. 🗳️

NDI Albania, in cooperation with the OSCE Office for Democratic Institutions and Human Rights (ODIHR), supported the Parliament of Albania’s Ad-Hoc Committee on Electoral Reform in bringing together the Central Election Commission, key institutions, civil society and experts to discuss how to prevent and respond to the misuse of administrative resources for electoral purposes.

The discussion moved from international standards and lessons from previous elections to practical questions at the heart of Albania’s reform process: How can monitoring and enforcement be strengthened? What sanctions and remedies are effective and proportionate? And how can institutions work together more effectively?

💬 Turning these discussions into concrete reform options will be an important step toward strengthening safeguards and protecting fair electoral competition.

🏛️ Strong parliamentary oversight doesn't start in the plenary hall—it starts with evidence.

Last week, we launched NDI's partnership with the 🇨🇭 State Secretariat for Economic Affairs (SECO) by bringing together MPs, the Albanian State Audit Institution (ALSAI), parliamentary staff, and partners to explore how performance audit findings can translate into stronger parliamentary scrutiny and better public policy.

📊 Using two ALSAI performance audits—on urban waste management and child adoption—as practical case studies, participants worked through how audit evidence can inform parliamentary hearings, strengthen oversight, and support meaningful follow-up on recommendations. The workshop also introduced practical tools to help MPs and parliamentary staff better prepare for the scrutiny of audit reports.

💡 A key message emerged throughout the discussions: effective accountability depends on sustained collaboration between Parliament and the Supreme Audit Institution, backed by strong analytical support and a shared commitment to follow-up.

🇦🇱🤝🇪🇺 This week, Members of the Albanian Parliament, the Parliamentary Institute, and NDI Albania participated in a peer exchange visit to the European Parliamentary Research Service (EPRS).

📚 The program focused on how EPRS supports Members of the European Parliament in their lawmaking, oversight, and representative roles throughout the entire policy cycle through trusted, impartial, and timely research and analysis.

💡 Discussions explored the wide range of research products and confidential advisory services available to Members, as well as strategies for ensuring that evidence reaches decision-makers at the right time and in the right format.

🔍 EPRS experts highlighted how effective parliamentary research services build trust among legislators through:
✔️ Political neutrality
✔️ High-quality analysis
✔️ Timely delivery
✔️ User-focused products
✔️ Proactive engagement with Members
✔️ Responsible use of emerging technologies such as artificial intelligence

🇪🇺 As Albania advances on its path toward European Union membership, strengthening Parliament’s capacity to access and utilize its own independent, evidence-based research and analysis has never been more important.

✒️ Si një nga vendet nismëtare dhe bashkë-sponsorizuese të Rezolutës 11/7 së Konventës së Kombeve të Bashkuara kundër Korrupsionit (UNCAC) mbi forcimin e transparencës dhe integritetit në financimin politik, Shqipëria 🇦🇱 ka sot mundësi konkrete të harmonizojë legjislacionin e saj për financimin politik me standardet për të cilat ka kontribuar të promovojë në nivel ndërkombëtar.

📝 Javën e kaluar, NDI Albania prezantoi pranë Komisionit të Posaçëm Parlamentar për Realizimin e Reformës Zgjedhore një paketë rekomandimesh lidhur me projektligjin e ri për rregullimin e financimit politik.

💬 Ndër rekomandimet kryesore të paraqitura ishin:

📌 Miratimi i një qasjeje gjithëpërfshirëse për rregullimin e financimit politik, përmes një kuadri të unifikuar ligjor ose përmes ndryshimeve të harmonizuara në Kodin Zgjedhor, ligjin “Për partitë politike” dhe ligjin “Për financimin e partive politike”;
📌 Forcimi i mekanizmave të mbikëqyrjes dhe zbatimit, përmes krijimit të një kuadri më të qartë bashkëpunimi ndërinstitucional mes KQZ-së dhe institucioneve të tjera, si SPAK, Prokuroria e Përgjithshme, Policia e Shtetit, Drejtoria e Parandalimit të Pastrimit të Parave, etj.;
📌 Vendosja e rregullave për palët e treta që marrin pjesë në fushata zgjedhore (të ashtuquajturit “aktorë të fushatës që nuk garojnë në zgjedhje”);
📌 Rritja e transparencës së të ardhurave dhe shpenzimeve të financimit politik në hapësirën digjitale, përfshirë fushatat online dhe reklamat politike;
📌 Rregullimi i detyrimeve për raportimin e veprimtarive, të ardhurave dhe shpenzimeve që burojnë ose zhvillohen jashtë vendit;
📌 Forcimi i regjimit të sanksioneve, për të garantuar që shkeljet të trajtohen përmes masave efektive, proporcionale dhe parandaluese.

🧩 Rregullimi i financimit politik mbetet thelbësor për mbrojtjen e integritetit zgjedhor, parandalimin e ndikimit të parave të paligjshme në politikë dhe forcimin e besimit të qytetarëve tek institucionet demokratike.

✒️ As a country that initiated and co-sponsored UNCAC Resolution 11/7 on strengthening transparency and integrity in political finance, Albania 🇦🇱 now has an important opportunity to align its political finance legislation with the very standards it helped advance at the international level.

📝 Last week, NDI Albania presented before the Ad-Hoc Committee on Election Reform, a set of recommendations on the newly proposed draft law regulating political finance.

💬 Among the key recommendations presented were:

📌 Adopting a comprehensive approach to political finance regulation through either a unified legal framework or synchronized amendments to the Electoral Code, the Law on Political Parties, and the Law on Financing of Political Parties;
📌 Strengthening oversight and enforcement by establishing a clearer framework of cooperation between the CEC and other relevant institutions, including SPAK, the General Prosecution Office, State Police, the Financial Intelligence Agency and the like;
📌 Introducing regulation of third parties participating in electoral campaigns (so called non-contested campaigners);
📌 Increasing transparency of political finance income and expenditures in the digital sphere, including online campaigning and political advertising;
📌 Regulating reporting obligations related to activities, income, and expenditures originating from or conducted outside the country;
📌 Strengthening the sanctions regime to ensure that violations are addressed through measures that are effective, proportionate, and dissuasive.

🧩 Political finance regulation remains essential to protecting electoral integrity, preventing the influence of illicit money in politics, and strengthening public trust in democratic institutions.
