Last week, Anila Bejko (Director, CoPlan), Ledio Allkja, Fiona Imami and Kejt Dhrami represented CoPlan and Universiteti Polis at the ARL International Congress 2026 in Cologne, Germany, under the theme “European Regional Policy in Times of Transition.” Our team participated in the Congress as part of the CROSS-REIS project, funded by Horizon Europe. The Congress brought together experts from academia and practice to discuss the future of European regional policy in a period of profound transformation.
The Congress addressed the multiple transformations currently shaping European regions. The green and digital transitions, demographic change, geopolitical uncertainty and growing environmental risks were all at the centre of the presentations and discussions throughout the event. Particular attention was also given to widening territorial disparities between urban and rural areas, central and peripheral regions, as well as territories experiencing economic and demographic growth and those facing decline.
The European Union is negotiating its next budget, and the future of cohesion policy remains wide open. The insights shared by Andrés Rodríguez-Pose and Rachel Lancry Beaumont from the European Committee of the Regions, as well as the debate with Kai Böhme and fellow panelists, made clear just how much is at stake for regions like ours. This includes our prospects for a just, green and regenerative transition.
Our colleague Ledio Allkja brought a Western Balkan perspective to the closing “Visions for Europe” panel, chaired by Peter Ache.
Our message from Cologne is clear: Albania must keep pace with Europe, but it should also contribute to shaping where Europe is heading. CoPlan remains committed to being a meaningful actor in this conversation.
Many thanks to ARL for an inspiring Congress and for opening its doors to international perspectives and voices.
