This project supports a digital labour-market

platform to increase the access for labour market insertion of the job seekers and their competence development through provision of coaching for employment processes, capacity building activities and implementation of coaching cycles with public, civil society and private stakeholders in Albania and Kosovo. In addition, the platform will improve information and access to job places provided by the different economic sectors’ actors. The main purpose of this project is to enhance labour market services, access and resources and make them more accessible to the unemployed populations.

Our Story

Coaching for Employment and Entrepreneurship (C4EE) is a methodology and set of tools for making labor market accessible for vulnerable groups using the coaching cycle approach. The project is implemented in partnership with local partner NGOs and regional offices of the National Employment Services in 12 regions of the country. This phase of the project aims to bring the skills of the young professionals and needs of the Private Sector together by establishing more systematical cooperation: The private sector plays a key role in offering jobs, providing internships and on-the-job learning, and serves as a potential buyer of services delivered from organized groups of participants. The participants are young men and women aged 18 to 30 who experience systematic and multiple disadvantages related to ethnicity, education, missing networks, shelter, health, income, savings, etc. The project consists in: • Support and guidance during the process of coaching cycle and job search; • Modular Training process for staff of National Employment Service (NES) and local NGO partners on coaching vulnerable individuals seeking employment; • Institutionalization of the approach under the New Service Model provided in NES; • Improvement of the cooperation with the private sector through innovative and sustainable service provisions for the companies. An innovative approach of the project is the idea to attract companies to outsource either a new or an existing service to a group of participants of the coaching cycles. From the perspective of the company the following objectives can be achieved by outsourcing a service: • Creating an added value (through an outsourced service) and an advantage in the market compared to competitors • Increasing the customer base and satisfaction and attractiveness as an employer • Visibility and promotion The process focuses on the search for innovative services which create an added value for the company and / or their employees. The goal is labor market insertion and integration of youth from marginalized groups through support on employment, self-employment, outsourcing services using the coaching cycle approach with the aim of improving the livelihood of their families. Our main partner is the Ministry of Social Welfare and Youth as the leading ministry for labor market insertion, skills development, social inclusion - in charge of the National Strategy for Employment and Skills 2014-2020. The private sector cooperation is also supported and promoted by CSR network in Albania which acts as the Board of Business Representatives.
