بیانیه ابتکار راهیاب به مناسبت روز جهانی زن (2026)

امسال نیز روز جهانی همبستگی زنان، همانند هر سال، در سطوح گوناگون در سراسر جهان گرامی داشته می‌شود.
اما در سرزمین افغانستان، همانند سال‌های گذشته، زنان و دختران برای دستیابی به حقوق خویش در عرصه‌هایی که در طی سال‌های اخیر از آن‌ها محروم گردیده‌اند، با جان‌فشانی و با تحمل غیر انسانی‌ترین انواع شکنجه و آزار از سوی ناقضان این حقوق، مبارزه خود را به پیش می‌برند.
نقض حقوق زنان نیز امری چندوجهی و تقاطعی است؛ زنان در سرزمین ما نه تنها به واسطه جنسیت، بلکه همچنان به دلیل قومیت، باورها، طبقه اقتصادی، موقعیت جغرافیایی، وضعیت صحی، معلولیت و دیگر عوامل، با تبعیض‌های چندگانه روبه‌رو می‌شوند.
مطابق یافته‌های نخستین گزارش مؤسسه ابتکار راهیاب درباره وضعیت حقوق بشری افراد دارای معلولیت در افغانستان در فاصله سال‌های 2021 تا 2025، بانوان دارای معلولیت از تبعیض مضاعف در عرصه‌های مورد بررسی، به شمول صحت، آموزش، اشتغال و دسترسی به عدالت، رنج برده‌اند.
با فرارسیدن 8 مارچ، روز جهانی همبستگی زنان، مؤسسهٔ ابتکار راهیاب، هم‌صدا با دیگر نهادهای جامعه مدنی، خواهان ایجاد وضعیتی در سرزمین ما افغانستان است که در آن، هیچ انسانی به دلیل جنسیت یا هر وضعیت متنوع دیگر، مورد تبعیض و آزار قرار نگیرد؛ بلکه فرصت‌های برابر برای زندگی فردی و اجتماعی در عرصه‌های گوناگون برای هر شهروند کشور فراهم گردد، از جمله در حوزه‌های آموزش، اشتغال، صحت و دسترسی به عدالت.

The Rahyab Initiative’s Statement on the Human Rights of Persons with Disabilities in Afghanistan on the occasion of the International Human Rights Day

On December 10th, the International Human Rights Day, it is still essential to draw attention to the ongoing violations of the human rights of persons with disabilities in Afghanistan, ranging from inequalities in entitlements and the use of benefits, to barriers in accessing fundamental human rights, such as education, healthcare, employment, and justice. Over the past four years in particular, these conditions have witnessed tangible regression.

Moreover, discrimination against this segment of society cannot be accurately understood without considering the factor of intersectionality. In many cases, a person with a disability is simultaneously impacted by additional layers of vulnerability, such as being a woman, belonging to specific ethnic or religious communities, holding diverse gender identities, living in rural versus urban areas, or experiencing individual or family-level economic hardship. These intersecting factors expose individuals to multidimensional forms of discrimination and violations that must be accounted for in all advocacy efforts.

In humanitarian aid processes, as well as in protection mechanisms within migration and asylum pathways, persons with disabilities have too often been left behind or excluded; an exclusion that runs counter to the principles articulated in Article 13 (the right to freedom of movement and to leave any country) and Article 14 (the right to seek asylum) of the Universal Declaration of Human Rights.
The Rahyab Initiative, on this global day and with reference to the Universal Declaration of Human Rights, adopted on this very date, calls for serious attention to, and redress of, violations against persons with disabilities.

It further urges effective national and international measures to ensure the realization of their rights, with full consideration of intersectional factors, across all present and future planning for Afghanistan, in the spirit of Article 1 and Article 2 of the Universal Declaration of Human Rights.

In the hope of a future in which persons with disabilities fully enjoy their fundamental human rights. Long live humanity!

گرامی داشت روز جهانی اشخاص دارای معلولیت

روز سوم دسامبر، روز جهانی اشخاص دارای معلولیت، بهانه‌ای است برای دادخواهی از حقوق این قشر جامعه بشری، و نیز یادمانی است از سلسله تحولات سرنوشت‌ساز که مسیر این دادخواهی‌ها و همچنین آگاهی‌رسانی و خدمت رسانی را با دگرگونی گفتمانی و عملکردی رو به رو ساخته است.

شعار امسال سازمان ملل، یعنی « تقویت جوامع فراگیر معلولیت‌محور برای ارتقای پیشرفت اجتماعی»، نیز ترجمانی از این مدعا است.

به همین بهانه، «ابتکار راهیاب» نخستین گزارش خویش در مورد وضعیت حقوق بشری افراد دارای معلولیت در افغانستان (۲۰۲۱–۲۰۲۵) را به سه زبان؛ انگلیسی، فارسی (دری) و پشتو در پیوست های ذیل، تقدیم علاقه‌مندان، صاحب‌نظران، پژوهش‌گران، کنشگران، صاحبان رسانه و مطبوعات و عموم مردم در سراسر جهان می‌نماید.

Today (September 23) Marks the International Day of Sign Languages

The RAHYAB Initiative extends its sincere congratulations and best wishes on the occasion of the International Day of Sign Languages.

This day is a powerful reminder of the importance of inclusion and equality, spotlighting a vital aspect of human rights: accessible communication and equal access to services and opportunities for all.

Disability rights are human rights, and human rights are disability rights. Availability of sign language is essential to protecting these rights. Sign language is not only a tool for communication but also a vibrant expression of culture, identity, and connection.

According to the World Federation of the Deaf, there are more than 300 different sign languages used around the world today, reflecting the rich diversity of the global community of people with audio impairments.

Let us celebrate this diversity and reaffirm our collective commitment to building a world where no one is left behind.

Together, we envision a future with barrier-free communication, inclusive services, and a society that values and respects the unique contributions of every individual.

The RAHYAB Initiative stands in solidarity with the families of survivors, affected communities, and all those impacted by the devastating and deadly earthquake in Afghanistan.

Natural disasters, including earthquakes, affect everyone. However, persons with disabilities are among the most vulnerable; both during the disaster itself and in the aftermath, including in humanitarian emergencies and conflicts. These situations place persons with disabilities at heightened risk of deprivation, marginalization, and exclusion from essential services, support, and assistance, especially in environments that are not disability-friendly and lack accessibility and inclusivity.

We call for the urgent inclusion of persons with disabilities, their families, and other at-risk groups in all humanitarian aid, services, and support efforts. Equal access must be a core principle in disaster response, emergency relief, and long-term recovery planning.

August 15th, Shattered Dreams

August 15, 2021, is marked not only as the day the Republic Government collapsed but also as the day when the dreams, human rights, gender rights, development, and ambition of its citizens were razed to the ground. Once again, the so-called fragile institutions and foundations of the country fell apart.
It is crystal clear that the last 20 years of the Republic era were not perfect or ideal, and they were full of criticism. However, unfairness, injustice, and inequality practices and policies existed at different levels of governance, affecting certain groups.
Despite the above-mentioned criticisms, the Republic institution provided an environment where everyone regardless of their identity, gender, status, disability, or location could exercise their rights, access to services, and pursue their dreams, ideas, and innovations to make an impact on community development
Persons with disabilities were among the groups who received the least financial, political, social, economic, and developmental support. Nevertheless, they were able to contribute and play active roles in the country's development with the limited resources available.
Today, we witness the loss of opportunity and freedom, the rise of poverty, the deprivation and marginalization of women from public life, gender apartheid, the loss of hope and dreams, and the fact that many citizens are desperately caught between staying or leaving the country.
Let’s hope for a brighter, better, and more inclusive future, opportunity and society where everyone can contribute and enjoy their basic human rights.
