How to Effectively Represent Afghanistan at COPs: A short note for Afghan participants using non-governmental channels
In recent months, many Afghans worldwide have been actively lobbying for Afghanistan’s inclusion in COP29 and other environmental conventions including the Rio Conventions (UNFCCC, UNCBD, UNCCD). Your commitment to representing Afghanistan is commendable, and with some strategic planning, our efforts can have a significant impact.
To ensure productive participation, start by developing a clear strategy. Ask yourself: What am I lobbying for, and how will I achieve it?
If your aim is to support the people of Afghanistan, prioritize channels recognized by the UN. Given that Afghanistan’s government currently lacks UN recognition, it cannot directly access UN environmental funds such as those from the Global Environment Facility (GEF) or the Green Climate Fund (GCF) through a country-based (national implementation) modality, which requires government involvement. Instead, focus on other alternative funding approaches such as:
1. Direct Implementation Modality: Here, UN agencies or accredited organizations manage and implement funds directly, ensuring accountability and adherence to international standards.
2. NGO-Based Modality: This approach enables local communities to receive direct benefits and support from NGOs and non-governmental channels.
3. Small Grant Programme (SGP): Where provides financial support for community-based projects that focus on environmental conservation and sustainable development.
By aligning our efforts toward these feasible funding channels, we can advocate for impactful environmental support in Afghanistan. Let’s coordinate around one clear, realistic goal to maximize our impact. When we present achievable demands, our advocacy will be more effective, bringing us closer to real change for our beloved country.
